    Alternative Strategien der Budgetkonsolidierung in Österreich nach der Rezession

    The study develops a budget consolidation strategy for Austria that does not endanger the fragile recovery while at the same time promoting distrbutional justice. As a first step a literature review on the macroeconomic effects of discreationary fiscal policy is given. As a second step two country case studies are discussed. The failed attempts at budget consolidation in Germany during the stagnation period from 2001 to 2005 on the one hand and the successful consolidation period in the U.S. from 1993 to 2000. Against the background of the results conclusions for the future Austrian consolidation strategy are drawn: Instead of putting the recovery at risk by overambitious discreationary consolidation measures from 2011 onwards, consolidation alongside a more or less neutral expenditure growth path for discreationary giverment spending at about 3 to 3.5 per cent is recommended. Consolidation would primarily be achieved through automatic stabilisers. Compared with the currently envisaged tough restriction the solution proposed here would lead to a significantly better growth and labour market performance while at the same time not severly doing harm to the consolidation goal. If nevertheless there is a political preference for faster consolidation, this should be achieved via revenue-side measures as they usually are less harmful to growth and employment. This will be particularly the case if those taxes are increased that concentrate on high income/property households.

    Trace levels of sewage effluent are sufficient to increase class 1 integron prevalence in freshwater biofilms without changing the core community

    Most river systems are impacted by sewage effluent. It remains unclear if there is a lower threshold to the concentration of sewage effluent that can significantly change the structure of the microbial community and its mobile genetic elements in a natural river biofilm. We used novel in situ mesocosms to conduct replicated experiments to study how the addition of low-level concentrations of sewage effluent (nominally 2.5 ppm) affects river biofilms in two contrasting Chalk river systems, the Rivers Kennet and Lambourn (high/low sewage impact, respectively). 16S sequencing and qPCR showed that community composition was not significantly changed by the sewage effluent addition, but class 1 integron prevalence (Lambourn control 0.07% (SE ± 0.01), Lambourn sewage effluent 0.11% (SE ± 0.006), Kennet control 0.56% (SE ± 0.01), Kennet sewage effluent 1.28% (SE ± 0.16)) was significantly greater in the communities exposed to sewage effluent than in the control flumes (ANOVA, F = 5.11, p = 0.045) in both rivers. Furthermore, the difference in integron prevalence between the Kennet control (no sewage effluent addition) and Kennet sewage-treated samples was proportionally greater than the difference in prevalence between the Lambourn control and sewage-treated samples (ANOVA (interaction between treatment and river), F = 6.42, p = 0.028). Mechanisms that lead to such differences could include macronutrient/biofilm or phage/bacteria interactions. Our findings highlight the role that low-level exposure to complex polluting mixtures such as sewage effluent can play in the spread of antibiotic resistance genes. The results also highlight that certain conditions, such as macronutrient load, might accelerate spread of antibiotic resistance genes

    Spatial and temporal variation among African Middle Stone Age (MSA) archeological assemblages provide essential cultural and behavioral data for understanding the origin, evolution, diversification, and dispersal of Homo sapiens—and, possibly, interactions with other hominin taxa. However, incorporating archeological data into a robust framework suited to replicable, quantitative analyses that can be integrated with observations drawn from studies of the human genome, hominin morphology, and paleoenvironmental contexts requires the development of a unified comparative approach and shared units of analysis. The CoMSAfrica workshop presented here, has the ambition to build bridges between researchers and research regions in Africa on these paramount topics

    The dating and provenance of glass artefacts excavated from the ancient city of Tall Zirā‛a, Jordan

    The first deliberate manufacture of glass occurs in the sixteenth century BC, although the origin of the material is still a focus of debate; Egypt or Mesopotamia being the most likely innovator. The conventional approach is that glass technology first developed in Mesopotamia (Barag, 1970, p131-4; Moorey, 1994, p192; Shortland et al., 2017) and that the subsequent transfer to Egypt could be ascribed to tribute associated with the successful military campaigns in the Levant by the Egyptian king, Tuthmosis III (1479-1425 BC). Although there is textual and iconographic evidence for the production, supply and transport of glass between Egypt, its vassal Levantine states and Mesopotamia, it is very rare to find Egyptian glass in Mesopotamia or vice versa (Walton et al. 2009). The exceptions to date are two green glass rods found in Amarna, Egypt, which have trace element compositions consistent with Mesopotamian glass, and a collection of blue glass beads and a scarab recovered from a tomb in Gurob, Egypt, which also showed compositional consistency with glasses of known Mesopotamian origin (Varberg et al., 2016; Kemp, McDonald, A and Shortland, 2017; Kemp et al., 201

    Mobilizing in borderline citizenship regimes : a comparative analysis of undocumented migrants’ collective actions

    This article seeks to explain how and why groups and networks of undocumented migrants mobilizing in Berlin, Montréal, and Paris since the beginning of the 2000s construct different types of claims. The authors explore the relationship between undocumented migrants and state authorities at the local level through the concept of the citizenship regime and its specific application to undocumented migrants (which they describe as the “borderline citizenship regime”). Despite their common formal exclusion from citizenship, nonstatus migrants experience different degrees and forms of exclusion in their daily lives, in terms of access to certain rights and services, recognition, and belonging within the state (whether through formally or nonformally recognized means). As a result, they have an opportunity to create different, specific forms of leeway in the society in which they live. The concurrence of these different degrees of exclusion and different forms of leeway defines specific conditions of mobilization.
