Development of electrical test procedures for qualification of spacecraft against EID. Volume 2: Review and specification of test procedures
A combined experimental and analytical program to develop system electrical test procedures for the qualification of spacecraft against damage produced by space-electron-induced discharges (EID) occurring on spacecraft dielectric outer surfaces is described. A review and critical evaluation of possible approaches to qualify spacecraft against space electron-induced discharges (EID) is presented. A variety of possible schemes to simulate EID electromagnetic effects produced in spacecraft was studied. These techniques form the principal element of a provisional, recommended set of test procedures for the EID qualification spacecraft. Significant gaps in our knowledge about EID which impact the final specification of an electrical test to qualify spacecraft against EID are also identified
Development of electrical test procedures for qualification of spacecraft against EID. Volume 1: The CAN test and other relevant data
A combined experimental and analytical program to develop system electrical test procedures for the qualification of spacecraft against damage produced by space-electron-induced discharges (EID) occurring on spacecraft dielectric outer surfaces is described. The data on the response of a simple satellite model, called CAN, to electron-induced discharges is presented. The experimental results were compared to predicted behavior and to the response of the CAN to electrical injection techniques simulating blowoff and arc discharges. Also included is a review of significant results from other ground tests and the P78-2 program to form a data base from which is specified those test procedures which optimally simulate the response of spacecraft to EID. The electrical and electron spraying test data were evaluated to provide a first-cut determination of the best methods for performance of electrical excitation qualification tests from the point of view of simulation fidelity

Exoskeletons are an emerging form of technology that combines the skills of both machines and humans to give wearers the ability to complete physically demanding tasks that would be too strenuous for most humans. Exoskeleton adoption has the potential to both enhance and disrupt many aspects of work, including power dynamics in the workplace and the human-machine interactions that take place. Dyadic Power Theory (DPT) is a useful theory for exploring the impacts of exoskeleton adoption. Negotiating Agency and Control: Theorizing Human-Machine Communication from a Structurational Perspective
Intelligent technologies have the potential to transform organizations and organizing processes. In particular, they are unique from prior organizational technologies in that they reposition technology as agent rather than a tool or object of use. Scholars studying human-machine communication (HMC) have begun to theorize the dual role played by human and machine agency, but they have focused primarily on the individual level. Drawing on Structuration Theory (Giddens, 1984), we propose a theoretical framework to explain agency in HMC as a process involving the negotiation of control between human and machine agents. This article contributes to HMC scholarship by offering a framework and research agenda to guide future theory-building and research on the use of intelligent technologies in organizational contexts
Extended deterrence dilemmas in the grey zone: transatlantic insights on Baltic security challenges

paper explores Western public and expert attitudes towards such a hypothetical grey zone crisis.
Using survey experiments and crisis simulations we find considerable reluctance to use military
tools and channels in order to support a Baltic ally, and surprisingly little variation across the
audiences. We also find that the understanding of Baltic regional realities in the U.S. and Western
Europe, although gradually increasing, remains limited. The underlying reluctance to get the U.S.
involved in an armed conflict with Russia in the hopes that such acquiescence may help preserve
global stability indicates that the conflict in Ukraine only had a fundamentally limited impact on
Western strategic thought vis-Ã -vis deterring Russia. The study points to young Democrats as the
most likely prospective supporters of armed defense of the Baltic region (as opposed to Republicans
traditionally approached by Baltic lobbyists), suggesting a due shift in Transatlantic engagement

An Extremely Compensatible Cigarette by Design: Documentary Evidence on Industry Awareness and Reactions to the Barclay Filter Design Cheating the Tar Testing System
BACKGROUND; The Barclay cigarette (Brown & Williamson) was introduced in 1980 in the USA in the most expensive launch in history. In the USA and around the world, Barclay was later determined to have a grooved filter design that was compromised by human smokers in the normal act of smoking, but that was measured as ultra-low tar using the standard tar testing protocol.
OBJECTIVES; To evaluate whether Brown & Williamson knew of the compensatability of Barclay during the design process and before it was released; to evaluate initial responses of competing tobacco companies to Barclay, before complaints were made to the Federal Trade Commission in 1981.METHODS; Internet databases of industry documents (Tobacco Documents Online, Legacy Tobacco Documents Library, Brown & Williamson Litigation discovery website, Guildford and major company websites) were searched using key words, key dates, and targeted searches. Documents related specifically to the development, evaluation and release of the Barclay cigarette and related to the responses by competing tobacco companies were examined.
RESULTS; Documents indicate the manufacturer was aware of Barclay design problems and was planning, before release, to respond to criticism. Competing companies quickly detected the filter groove stratagem and considered developing their own similar filter, but eventually backed off.
CONCLUSION; The design problems with Barclay were readily understood by cigarette manufacturers, including the maker of Barclay, before official governmental evaluations occurred. Testing involving measured exposures to human smokers may in the end be crucial to identifying problems with novel cigarette designs
Smoking cigarettes of low nicotine yield does not reduce nicotine intake as expected: a study of nicotine dependency in Japanese males
BACKGROUND: Many Japanese believe that low-yield cigarettes are less hazardous than regular cigarettes, and many smokers consume low-yield cigarettes to reduce their risks from smoking. We evaluate the association between actual nicotine intake and brand nicotine yield, and the influence of nicotine dependence on this association. METHODS: The study subjects included 458 Japanese male smokers, aged 51.2 ± 9.9 years, who participated in health check-ups in a hospital in 1998 and 2000. Each subject filled out a self-administered smoking questionnaire and the score of each on the Fagerström Test for Nicotine Dependence was calculated. Urinary cotinine concentration was measured at the time of participation. RESULTS: The geometric mean of urinary cotinine concentration was 535 ng/mgCr for those who smoked brands with the lowest nicotine (0.1 mg on the package), compared with 1010 ng/mgCr for those who smoked brands with the highest (0.9–2.4 mg, weighted mean of 1.1 mg). Thus, despite the 11-fold ratio of nicotine yield on the packages, the ratio of urinary cotinine level was less than twofold. Both nicotine yield on the package and nicotine dependence significantly increased urinary cotinine concentration, and the negative interaction between them almost attained statistical significance. Cotinine concentration in heavily dependent smokers was consistently high regardless of the nicotine yield of brands. CONCLUSIONS: The nicotine yield of cigarettes measured by machine-smoking does not reliably predict the exposure of smokers. Smokers consuming low-yield nicotine cigarettes did not reduce actual intake of nicotine to the level that might be expected, especially for those heavily dependent on nicotine. Current labeling practices are misleading for the two-third of smokers who are moderately or highly dependent on nicotine
A Training Course for Psychologists: Learning to Assess (Alleged) Sexual Abuse Among Victims and Perpetrators Who Have Intellectual Disabilities
People with intellectual disabilities (ID) are at greater risk of being a victim of sexual abuse and may also be more predisposed to perpetrating sexual abuse. Although the prevalence of sexual abuse among people with ID is difficult to determine, it is clear that there are serious consequences for both victims and perpetrators, and professional support is needed. Psychologists play an important role in the assessment of sexual abuse in both victims and perpetrators and require specific knowledge and skills to execute the assessments. We therefore developed a training course for psychologists aimed at increasing their (applied) knowledge of sexual abuse and the related assessment process in people with ID. In a five-day training course, sessions focusing on theories about diagnostic models were combined with sessions focusing on the assessment of sexual abuse of victims and perpetrators. The effectiveness of the training course was determined in terms of (applied) knowledge via the administration of a study-specific questionnaire including a hypothetical case vignette before, immediately after, and six months after completion of the course. The results show that the knowledge of the psychologists related to sexual abuse and the assessment process for sexual abuse increased significantly, and remained above pre-test level at six-month follow-up. These results are promising, but more research is needed to see if the increased (applied) knowledge in turn leads to application in practice and better care for both victims and perpetrators
Will We See Helping Hands? Predicting Civil War Mediation and Likely Success
We examine whether features highlighted as important for mediation in existing research allow us to predict when we will see mediation and likely success out-of-sample. We assess to what extent information about the characteristics of the conflicting dyads and conflict history can be evaluated ex ante and improve our ability to predict when conflicts will see mediation as well as when peaceful solutions are more likely to follow from mediation. We justify that the information used to generate predictions through the model can be assessed ex ante, using the ongoing conflict in Syria as an example. Our results suggest that a two stage model of mediation and success seems to do relatively well overall in predicting when mediation is likely to occur, but notably less well in predicting the outcome of mediation. This may reflect how ex ante observable structural characteristics are likely to influence willingness to mediate, while the outcome of mediation to a large extent will be influenced by unobservable characteristics or private information and how these are influenced by mediation. We discuss the usefulness of out-of-sample evaluation in studying conflict management and suggest future directions for improving our ability to forecast mediation
