    Minimizing Vessel Strikes to Endangered Whales: A Crash Course in Conservation Science and Policy

    The North Atlantic right whale is one of the most endangered of all large whales: about 350-400 individuals remain. Species recovery is, in part, contingent on reducing vessel-strike mortality. Our science-based conservation program resulted in three efforts specifically designed to minimize the risk of lethal vessel-strikes of endangered baleen whales without compromising vessel navigation and safety. In Atlantic Canada, the Bay of Fundy Traffic Separation Scheme (TSS) was relocated to reduce the risk of lethal vessel strikes by 90% where the original outbound lane of the TSS intersected the Right Whale Conservation Area, and an Area To Be Avoided (ATBA) adopted for Roseway Basin has demonstrated an 82% reduction in the risk of lethal vessel-strikes. In the Gulf of Maine, the Boston TSS through the Stellwagen Bank National Marine Sanctuary was relocated to reduce the overlap between vessels and endangered baleen whales by ~81% and by ~58% for right whales alone. This rerouting of vessels for whale conservation, as sanctioned by the International Maritime Organization, sets a precedent for national and international marine conservation policy by providing vessels with direct actions they can take to protect endangered whales – both regulated (TSS) and voluntary (ATBA). This demonstrate that despite contentious conditions, effective science-driven policy tools for conservation can be identified, made available, and implemented. The science also provides the quantitative means to measure policy efficacy through monitoring of vessel compliance and, in some cases, can increase compliance through improved real-time communications regarding whale locations in high-risk areas

    The influence of polarization on millimeter wave propagation is investigated from both an experimental and a theoretical viewpoint. First, previous theoretical and experimental work relating to the attenuation and depolarization of millimeter waves by rainfall is discussed. Considerable detail is included in the literature review. Next, a theoretical model is developed to predict the cross polarization level during rainfall from the path average rain rate and the scattered field from a single raindrop. Finally, data from the VPI and SU depolarization experiment are presented as verification of the new model, and a comparison is made with other theories and experiments. Aspects of the new model are: (1) spherical rather than plane waves are assumed, (2) the average drop diameter is used rather than a drop size distribution, and (3) it is simple enough so that the effect which changing one or more parameters has on the crosspolarization level is easily seen

    The dominant mode of standing Alfven waves at synchronous orbit

    Low-frequency oscillations of the earth's magnetic field recorded by the UCLA magnetometer on board ATS-1, have been examined for the six-month interval, January-June, 1968. The initial interpretation, that these oscillations represent the second harmonic of a standing Alfven wave, has been re-examined, and it is concluded that this hypothesis must be withdrawn. Using evidence from OGO-5 and ATS-5, as well as the data from ATS-1, it is argued that the dominant mode at the synchronous orbit must be the fundamental rather than the second harmonic. From 14 instances when the oscillations of distinctly different periods occurred during the same time interval at ATS-1 it is concluded that higher harmonics can exist. The period ratio in 7 of the 14 cases corresponds to the simultaneous occurrence of the second harmonic with the fundamental, and 4 other cases could be identified as the simultaneous occurrence of the fourth harmonic with the fundamental

    Endangered Species Research in the Caribbean

    Although indigenous Amerindian populations adversely affected the biota of their island environments, it was not until the arrival of Europeans that populations of many plant and animal species in the Caribbean Islands declined dramatically (Snyder and others, 1987). Island species are particularly vulnerable to changes in the environment, which, in the extreme, can lead to their extinction. The small populations of many species that occupy islands have limited gene pools and typically show extremes of specialization, characteristics that place those species at high risk for decline and extinction with rapid environmental change. The most important factor in the decline of most Caribbean Island species has been the rapid increase in human population and the environmental changes related to that growth (Snyder and others, 1987)

    The ethical foundation of the medical profession, which values service above reward and holds the doctor-patient relationship as inviolable, continues to be challenged by the commercialization of health care. This article contends that a realigned leadership framework - one that distinguishes being a leader as the ontological basis for what leaders know, have, and do - is central to safeguarding medicine's ethical foundation. Four ontological pillars of leadership - awareness, commitment, integrity, and authenticity - are proposed as fundamental elements that anchor this foundation and the basic tenets of professionalism. Ontological leadership is shaped by and accessible through language; what health care leaders create in language "uses" them by providing a point of view (a context) within and from which they orient their conversations, decisions, and conduct such that they are ethically aligned and grounded. This contextual leadership framework exposes for us the limitations imposed by our mental maps, creating new opportunity sets for being and action (previously unavailable) that embody medicine's charter on professionalism. While this leadership methodology contrasts with the conventional results-oriented model where leading is generally equated with a successful clinical practice, a distinguished research program, or a promotion, it is not a replacement for it; indeed, results are essential for performance. Rather, being and action are interrelated and their correlated nature equips leaders with a framework for tackling health care's most complex problems in a manner that preserves medicine's venerable ethical heritage
