    Low speed and angle of attack effects on sonic and near-sonic inlets

    Tests of the Quiet, Clean Short-Haul Experimental Engine (QCSEE) were conducted to determine the effects of forward velocity and angle of attack on sonic and near-sonic inlet aerodynamic performance penalties and acoustic suppression characteristics. The tests demonstrate that translating centerbody and radial vane sonic inlets, and QCSEE high throat Mach number inlets, can be designed to operate effectively at forward speed and moderate angle of attack with good performance and noise suppression capability. The test equipment and procedures used in conducting the evaluation are described. Results of the tests are presented in tabular form

    Although many may not be aware of it; the .technological capability currently exists to launch large, billboard-type advertisements into outer space. These ads could be as large as a full moon, and last for an almost infinite duration. Reaction to the possibility of space advertising has been generally negative, with many expressing concerns about the aesthetic effect of floating space billboards. One recent example of this is the proposal to launch a billboard containing the five-ring Olympic symbol in connection with Atlanta\u27s hosting the 1996 Olympics, which was rejected by Mayor Maynard Jackson as environmental pollution. Despite the fact that space advertising is a very real possibility for the near future, the legal framework under which regulation of that advertising would be analyzed is unsettled. A bill which would ban all space advertising was introduced in Congress, but was never acted upon. Comparing a ban on space advertising to other regulations of commercial speech, the Authors analyze whether the proposed ban would withstand constitutional scrutiny under the commercial speech doctrine. They begin by tracing the development of the doctrine and examining the lesser position of commercial speech within the First Amendment hierarchy of protection. They then consider an application of the commercial speech doctrine to a ban on space advertising. Given that space might serve as a platform for other types of speech as well, the Authors examine how a ban on noncommercial speech in space might fare under constitutional scrutiny. Finally, they offer their respective conclusions, which range from qualified to absolute endorsement of restrictions on space advertising

    Capacity Building to Improve Interprofessional Collaboration through a Faculty Learning Community

    Though much has been written on Interprofessional Education (IPE) and Faculty Learning Communities (FLCs) independently, there is limited literature devoted to examining the use of FLCs to enhance IPE for the health professions. A FLC dedicated to building capacity for IPE in a small, private midwestern university comprised of faculty representing occupational therapy, physical therapy, nursing, public health, gerontology, medical anthropology, psychology, social work, and exercise science was conducted over the course of one semester. This article details the implementation process for the IPE FLC; describes outcomes related to teaching, scholarship, and service of faculty from a qualitative evaluation conducted 18 months after the completion of the FLC; and concludes with a discussion based on lessons learned from the process and experience of conducting an IPE FLC

    The current ease of obtaining thousands of molecular markers challenges the notion that full phylogenetic concordance, as proposed by phylogenetic species concepts, is a requirement for defining species delimitations. Indeed, the presence of genomic islands of divergence, which may be the cause, or in some cases the consequence, of speciation, precludes concordance. Here, we explore this issue using thousands of RAD markers on two sister species of surgeonfishes (Teleostei: Acanthuridae), Zebrasoma flavescens and Z. scopas, and several populations within each species. Species are readily distinguished based on their colors (solid yellow and solid brown, respectively), yet populations and species are neither distinguishable using mitochondrial markers (cytochrome c oxidase 1), nor using 5193 SNPs (pairwise Φst = 0.034). In contrast, when using outlier loci, some of them presumably under selection, species delimitations, and strong population structure follow recognized taxonomic positions (pairwise Φst = 0.326). Species and population delimitation differences based on neutral and selected markers are likely due to local adaptation, thus being consistent with the idea that these genomic islands of divergence arose as a consequence of isolation. These findings, which are not unique, raise the question of a potentially important pathway of divergence based on local adaptation that is only evident when looking at thousands of loci

    An experiment for measuring precipitation attenuation and depolarization on the Communications Technology Satellite (CTS) 11.7 GHz downlink is described. Attenuation and depolarization of the signal received from the spacecraft is monitored on a 24 hour basis. Data is correlated with ground weather conditions. Theoretical models for millimeter wave propagation through rain are refined for maximum agreement with observed data. Techniques are developed for predicting and mimimizing the effects of rain scatter and depolarization on future satellite communication systems
