    Forming Process, Pattern and The Need for Intergovernmental Management in Indonesia

    Cooperation among neighbouring region is commonly termed regional cooperation. Inter-region cooperation in the study of public administration is categorized as public management especially intergovernmental management. Inter-region cooperation in Indonesia has been for a long time trying to find its form. However, in the middle of its process, the implementer is trapped in doubt. The paper aims to trace the institutional form and its problem in the neighbouring region cooperation. The research is done through literature study, observation on inter-region cooperation especially in the central Java and some facilitation done by the writer in the several regions in Indonesia. There are two forms of referred institution which is developed on the basis of this networking pattern; they are intergovernmental relation (IGR) and intergovernmental management (IGM). In the mean time, the governmental support on inter-region cooperation which is supposed to form collaboration is hampered by the inconsistency of regulation which is issued by several parties (ministries) in the central governmen

    The increasing number of advertisers ontelevision, advertising is measured objectively.However, there are still many advertisementsthat fail, because advertising agencies do notdesign advertisements in the form of news. Toplace an ad, the company hires the services ofan advertising agency to design and managethe placement of its advertisements. To restoreclient confidence, an advertising agency mustbe able to increase creativity and selladvertising effectiveness to clients. So, whatthey have to do is create a truly effectiveadvertisement in accordance with what theywant, which aims to improve the image, statusand power of the advertisement they havedesigned. This study uses a factor analysismethod, from 25 question variables reduced to17 question variables. There are 8 variablesthat are wasted or considered not important.The 17 variables are included in the newfactors that are formed, the number of newfactors is 6 factors, namely: advertisingcomponents, attractiveness of advertising,advertising goals, style in the implementationof advertising messages, the psychologicalimpact of advertising, and display advertising.The six factors consisting of 17 variables orcomponents of advertising. After calculatingusing the frequency analysis contained indescriptive statistics, it can be seen that the adcomponent or ad variable that is most indemand by TV viewers is the humorous adcomponent with a percentage value of 50.7

    Effectiveness of slow deep breathing exercise on decreasing stress levels for patients with diabetes mellitus

    The prevalence of diabetes mellitus patients increases in Semarang province every year. Whereas, it reached 120 numbers of patients in Kedungmundu public health center by 2020. One of the psychological problems encountered by patients with diabetes is a high risk of stress levels.  The condition of stress, anxiety, and fear influence the production of adrenaline hormones which aggravate the capability of patients to perform daily living activities. Slow deep breathing exercise is a nonpharmacologic method to reduce stress levels on diabetes mellitus patients.  This study aimed to investigate the effect of slow deep breathing exercises on decreasing stress levels for patients with diabetes mellitus. This study used a quasi-experiment pretest-posttest with a control group design was conducted at Kedungmundu public health center, Semarang. All of 32 samples were recruited in this study. Wilcoxon test analysis calculated a value of p=0.000 < ɑ 0,005. The statistical analysis found significantly different results between the pretest and posttest in the experimental group. Slow deep breathing exercise is effective to decrease the stress levels for patients with diabetes mellitus. Slow deep breathing exercise is strongly suggested for patients with diabetes mellitus as self-intervention to reduce stress levels

    LANGUAGE TRANSFER IN LEARNER LANGUAGE

    In using the foreign language they are learning, learners tend to use forms that deviate from the target language (TL) norms. The question that arises is whether these forms are the result of transfer or the result of some other causes; and if transfer does exist in learner language, whether it diminishes with the development of the learner TL achievement. This paper tries to find answers to these questions by (1) reviewing some related literature, and (2) looking at some data of learners’ written production of Indonesian learners of English. The data were collected from the writings of the fifth semester students of the English Department (group A, representing low level of L2 achievement), and the final projects written by the English Department students (group B, representing high level of L2 achievement). In this paper, all forms that deviate from the TL norms were called errors, irrespective of whether they were, in fact, mistakes or real errors. The learners’ errors were broadly classified into two classes: intralingual errors and interlingual errors, and it was the latter that became the focus of this study on the assumption that interlingual errorswere caused by L1 transfer. The results of data analysis showed that intralingual errors were slightly higher in group A than interlingual ones; but in group B interlingual errors formed the majority of errors made by the learners (75%). It can be concluded that L1 transfer does exist in the L2 of the Indonesian learners of English. The results also showed that L1 transfer does not diminish with the development of the L2 achievement. It is strongly suggested, therefore, that Indonesian English teachers anticipate the errors caused by L1 transfer and find ways to solve the problems

    Appraisal Devices as a Means to Disclose Ideological Stance

    This article describes the results of analyzing a text entitled “Al-Qaeda in the Asia Pacific: Origin, Capability, and Threat” in order to find out how the text writer uses appraisal devices to present his stance towards the subject of the text he is writing. Appraisal devices include systems of attitude (comprising system of affect, system of judgment, and system of appreciation), system of amplification, and the source of attitude (Martin and Rose, 2003). Text analysis follows the procedure suggested by White (2001) by applying the Appraisal Systems offered by Martin and Rose (2003). The results of text analyses show that the text writer has strong negative feelings about the subject of the text he is writing, which is Al-Qaeda, and as a consequence he also has strong negative judgment as well as strong negative appreciation about it. It can be concluded that the writer's stance or attitude towards Al-Qaeda, the subject his text, is strongly negative, that is, he believes that Al-Qaeda is an evil and dangerous organization. In presenting his stance towards the subject of the text he is writing, the writer gives preference to the use of the system of affect, followed by the use of the system of judgement, and finally the use of appreciation system. To show the strength of his feelings towards the subject of the text, the writer prefers the use of amplifying force to the use of sharpening or softening focus. Out of the four options that the amplification system provides to amplify the force (i.e. intensifier, attitudinal lexis, metaphor, and swearing), the writer gives preference to the use of attitudinal lexis

    The Obstacles of Implementation of Village Allocation Fund Program in the North Konawe Southeast Sulawesi

    Provision of Village Allocation Fund is predicated on the realization of the right to hold the village of village autonomy. This is done so that the village can grow and evolve to follow the growth coming from the village itself based on diversity, participation, indigenous autonomy, democratization, and empowerment. Rural Institutions have increased due to the ability of an optimal are not adequately involved in the planning process using the Alokasi Dana Desa (ADD) village without there even through the planning process as the existing guidelines, were never involved in the implementation of ADD and also have never been involved in the evaluation of the implementation of the ADD, all plans activities and filing submitted to Badan Pemberdayaan Masyarakat Desa (BPMD). This phenomenon shows that community involvement is still an obstacle. The main barriers associated with the management of the village administration who have not gotten the right formula in community involvement, especially in aspiration. That is because of the following: 1) The low level of public education 2) Weak managerial ability of the village and other village institutions and 3) Failure mechanisms of socialization and increased capacity building by BPMD to the village

    Abstrak Tujuan penelitian ini untuk mengungkap bagaimana konstruksi dari mahasiswa mengenai konsep demonstrasi yang menjadi sarana untuk menyampaikan aspirasi politik. Berger dan Luckman (1990) dalam Manuaba (2008) menyebutkan bahwa konstruksi sosial yang dilihat melalui fase eksternalisasi, objektivasi dan internalisasi. Subjek penelitian ini adalah mahasiswa yang masuk dalam kategori aktivis di Fakultas Ilmu Sosial dan Hukum Universitas Negeri Surabaya. Penelitian ini menggunakan pendekatan kualitatif dengan desain penelitian studi kasus mengacu pada pendapat Yin (2011). Teknik pengumpulan data berupa wawancara mendalam. Data yang diperoleh dianalisis berdasarkan pendapat Miles dan Huberman dengan empat tahapan meliputi pengumpulan data, reduksi data, penyajian data, dan penarikan keimpulan. Hasil penelitian menunjukkan pertama, bahwa pengetahuan mahasiswa yang terbentuk tentang demonstrasi bermula dari sosialisasi sekunder yang berasal dari lingkungan tempat tinggal maupun lingkungan tempat mereka menjalankan aktivitas. Kedua Objektivasi ini berkaitan dengan hal yang dialami maupun tahapan pengalaman pribadi dari mahasiswa dalsam mengartikan sebuah kenyataan. Ketiga pada tahap internalisasi ini hasil pengalaman yang di dapat mahasiswa digabungkan dengan apa yang mereka ketahui tentang demonstrasi secara umum. Hal ini kemudian disimpulkan menjadi pengetahuan mahasiswa&nbsp; dalam melihat demonstrasi yang terjadi . Kata Kunci: Konstruksi, Demonstrasi, Mahasiswa. Abstract The purpose of this study is to explain in actuality and factual about student construction related to demonstration as a channel for submission of political aspirations. This study uses the theory of social construction according to Berger and Luckman (1990) in Manuaba (2008) regarding social construction as seen through the phase of externalization, objectivation, internalization. The subject of this study is the Faculty of Social Sciences and Law University of Surabaya. The study used a qualitative approach with a case study design referring to Yin opinion (2011). Data collection techniques in the form of deep interviews. The data obtained is analyzed based on the opinions of Miles and Huberman with four stages including data collection, data reduction, data presentation, and withdrawal of impulsants. The results showed first, that the knowledge of students formed about the demonstration began from secondary socialization derived from the environment of residence as well as the environment in which they run activities. These two objectivity pertain to what they experienced or the personal experience stages of the individual in interpreting a reality. All three of these internalization are essentially the result of an experience that is then combined with what they know about demonstrations in general.     STRATEGI CALON WALIKOTA SURABAYA 2020 ERI CAHYADI DAN ARMUJI DALAM MEMENANGKAN PILWALI DI SURABAYA

    Tujuan penelitian ini adalah untuk mendeskripsikan strategi calon Walikota Surabaya 2020 Eri Cahyadi dan Armuji dalam memenangkan Pilwali di Surabaya. Fokus penelitian ini adalah strategi pemenangan yang dirumuskan oleh tim pemenangan yang bertujuan untuk memenangkan pilwali di kota Surabaya. Penelitian ini menggunakan pendekatan kualitatif dengan desain penelitian deskriptif. Informan penelitian terdiri dari tiga orang yaitu 1 tim pemenangan, asisten Eri Cahyadi, dan relawan. Lokasi penelitian ini adalah di kantor DPC PDIP Jalan Setail Nomor 8 kota Surabaya. Teknik pengumpulan data menggunakan wawancara dan dokumentasi. Teknik analisis data menggunakan model interaktif Miles dan Hubermen. Penelitian ini menggunakan teori strategi politik Peter Scrhoder. Hasil penelitian menunjukkan bahwa dalam memenangkan Pilwali di kota Surabaya tim pemenangan menggunakan strategi ofensif dan defensif. Strategi ofensif untuk menarik pemilih baru dengan menggunakan pesan politik berupa tagline meneruskan kebaikan, melakukan kampanye langsung ke masyarakat, jaringan relawan, serta penggunaan isu–isu politik. Strategi defensif untuk merawat pemilih tetap dan memperkuat pemilih musiman dilakukan dengan menjadikan Tri Rismaharini sebagai political branding karena kinerja baiknya selama memimpin kota Surabaya. Tim juga memanfaatkan dukungan Tri Rismaharini yaitu dengan melakukan kampanye langsung yang didampingi oleh Tri Rismaharini, dan dengan memberikan surat cinta kepada masyarakat Surabaya yang bertanda tangan Tri Rismaharini. Kemenangan Eri juga didukung oleh mesin partai PDI-Perjuangan yang selama 20 tahun menang dalam Pilwali di Surabaya. Kata Kunci: Strategi pemenangan, Pilwali, Kampanye

    Pengaruh Keseringan Diskusi Dalam Cangkrukan Terhadap Tingkat Wawasan Kebangsaan Mahasiswa Universitas Negeri Surabaya yang Tergabung Gerakan Mahasiswa Nasional Indonesia (GMNI)

    Penelitian ini bertujuan melihat pengaruh keseringan diskusi dalam cangkrukan terhadap tingkat wawasan kebangsaan mahasiswa GMNI Unesa. Teori yang digunakan dalam penelitian ini Sosiokultural dari Vygotsky. Metode yang digunakan menggunakan kuantitatif korelasi. Teknik pengambilan sampel menggunakan Purposive Sampling menetapkan 62 mahasiswa. Teknik pengumpulan data menggunakan angket untuk mengukur tingkat sering cangkrukan dan tes bentuk pilihan ganda untuk mengukur tingkat wawasan kebangsaan. Data dikumpulkan melalui bantuan google form yang dibagikan saat mahasiswa GMNI Unesa cangkrukan. Teknik analisis menggunakan rumus Regresi Linear Sederhana dan olahan data dibantu dengan IMB SPSS 25. Hasil penelitian yaitu keseringan diskusi dalam cangkrukan mahasiswa GMNI Unesa ada pengaruh yang signifikan terhadap tingkat wawasan kebangsaan. Hal ini dibuktikan dengan Uji F bahwa nilai Fhitung yang diperoleh adalah sebesar 56,631 yang nilainya lebih besar daripada Ftabel sebesar 3,897, keputusan yang diperoleh yaitu H0 ditolak yang diperkuat dengan nilai Pvalue sebesar 0,000 yang nilainya lebih kecil daripada nilai taraf signifikan sebesar 0,05. Hasil dari tenik analisis regresi linear sederhana yaitu Y = -22,37 + 1,487 X. artinya terdapat pengaruh positif dari keseringan diskusi dalam cangkrukan terhadap tingkat wawasan kebangsaan. Semakin mahasiswa GMNI Unesa sering mengikuti cangkrukan, maka semakin baik wawasan kebangsaanya. &nbsp;Selain itu, nilai R Square sebesar (0,697), hal ini menunjukkan besar pengaruh keseringan diskusi dalam cangkrukan terhadap tingkat wawasan kebangsaan mahasiswa GMNI Unesa sebesar 69,7%. Artinya intelektual wawasan kebangsaan dipengaruhi oleh faktor seringnya mengikuti diskusi dalam cangkrukan, dan sisanya 30,3% dipengaruhi oleh faktor lain diluar penelitian.
