Climate Change, Adaptation and Formal Education: The Role of Schooling for Increasing Societies' Adaptive Capacities
With a worldwide increase in disasters, the effects of climate change are already being felt, and it is the urban poor in developing countries that are most at risk. There is an urgent need to better understand the factors that determine people's capacity to cope with and adapt to adverse climate conditions. This paper examines the influence of formal education in determining the adaptive capacity of the residents of two low income settlements: 'Los Manantiales' in San Salvador (El Salvador) and 'Rocinha' in Rio de Janeiro (Brazil), where climate-related disasters are recurrent. In both case study areas it was found that the average levels of education were lower for households living at high risk, as opposed to residents of lower risk areas. In this context, the influence of people's level of education as identified to be twofold due to (a) its direct effect on aspects that reduce risk, and (b) its mitigating effect on aspects that increase risk. The results further suggest that education plays a more determinant role for women than for men in relation to their capacity to adapt. In light of these results, the limited effectiveness of institutional support identified by this study might also relate to the fact that the role of formal education has so far not been sufficiently explored. Promoting (improved access to and quality of) formal education as a way to increase people's adaptive capacity is further supported in respect to the negative effects of disasters on people's level of education, which in turn reduce their adaptive capacity, resulting in a vicious circle of increasing risk
Reconnecting with nature for sustainability
Calls for humanity to âreconnect to natureâ have grown increasingly louder from both scholars and civil society. Yet, there is relatively little coherence about what reconnecting to nature means, why it should happen and how it can be achieved. We present a conceptual framework to organise existing literature and direct future research on humanânature connections. Five types of connections to nature are identified: material, experiential, cognitive, emotional, and philosophical. These various types have been presented as causes, consequences, or treatments of social and environmental problems. From this conceptual base, we discuss how reconnecting people with nature can function as a treatment for the global environmental crisis. Adopting a socialâecological systems perspective, we draw upon the emerging concept of âleverage pointsââplaces in complex systems to intervene to generate changeâand explore examples of how actions to reconnect people with nature can help transform society towards sustainability
Livelihood and vulnerability in the wake of Typhoon Yolanda: lessons of community and resilience
Livelihood strategies that are crafted in âextra-ordinaryâ post-disaster conditions should
also be able to function once some semblance of normalcy has resumed. This article aims
to show that the vulnerability experienced in relation to Typhoon Yolanda was, and continues to be, directly linked to inadequate livelihood assets and opportunities. We examine the
extent to which various livelihood strategies lessened vulnerability post-Typhoon Yolanda
and argue that creating conditions under which disaster survivors have the freedom to pursue sustainable livelihood is essential in order to foster resilience and reduce vulnerability against future disasters. We offer suggestions to improve future relief efforts, including
suggestions made by the survivors themselves. We caution against rehabilitation strategies
that knowingly or unknowingly, resurrect pre-disaster vulnerability. Strategies that foster
dependency, fail to appreciate local political or ecological conditions or undermine cooperation and cohesion in already vulnerable communities will be bound to fail. Some of the
livelihood strategies that we observed post-Typhoon Yolanda failed on some or all of these
points. It is important for future policy that these failings are addressed
Social Participation and Disaster Risk Reduction Behaviors in Tsunami Prone Areas
This paper examines the relationships between social participation and disaster risk reduction actions. A survey of 557 households in tsunami prone areas in Phang Nga, Thailand was conducted following the 2012 Indian Ocean earthquakes. We use a multivariate probit model to jointly estimate the likelihood of undertaking three responses to earthquake and tsunami hazards (namely, (1) following disaster-related news closely, (2) preparing emergency kits and/or having a family emergency plan, and (3) having an intention to migrate) and community participation.We find that those who experienced losses from the 2004 tsunami are more likely to participate in community activities and respond to earthquake hazards. Compared to men, women are more likely to prepare emergency kits and/or have an emergency plan and have a greater intention to migrate. Living in a community with a higher proportion of women with tertiary education increases the probability of engaging in community activities and carrying out disaster risk reduction measures. Individuals who participate in village-based activities are 5.2% more likely to undertake all three risk reduction actions compared to those not engaging in community activities. This implies that encouraging participation in community activities can have positive externalities in disaster mitigation
Urban neighbourhood flood vulnerability and risk assessments at different diurnal levels
Diurnal changes within communities can significantly alter the level of impacts during a flood, yet these essential daily variations are not currently catered for within flood risk assessments. This paper develops a flood vulnerability and risk model that captures crucial features of flood vulnerability; integrating physical and socioâeconomic vulnerability data, combined with a flood hazard analysis, to give overall flood risk at neighbourhood scale, at two different times of day, for floods of different magnitudes. The flood vulnerability and risk model, the resulting diurnal coastal flood vulnerability and risk indexes, and corresponding maps for the ward of Hilsea (Portsmouth, United Kingdom), presented within this paper, highlight three previously unidentified neighbourhoods in particular in the northwest of the Hilsea ward, which have the highest levels of risk during both time zones and for flood events of different magnitude. Critically, these neighbourhoods lie further inland and not directly on the Hilsea coastline, yet by analysing at this resolution (including diurnal impacts), substantial levels of underlying vulnerability were identified within these areas
