    On 1 September 1951, representatives of Australia , New Zealand , and the United States met in San Fran cisco to sign a treaty of alliance commonly known as the Anzus pact.1 The signing ceremony had been preceded by two years of sporadic negotiations during which the Australians had pressed hard for joint military planning and discu ssion of global strategy. The Americans, however, had been determined to limit formal security arrangements to the minimum necessary to win the consent of their negotiating partners to the relatively mild peace treaty the United States intended to sign with Japan.2 The American view prevailed, and Anzus thus came into being with a council charged with considering matters related to the implementation of the treaty but with no standing military organization and no integrated military force

    A first direct measurement of the intergalactic medium temperature around a quasar at z=6

    The thermal state of the intergalactic medium (IGM) provides an indirect probe of both the HI and HeII reionisation epochs. Current constraints on the IGM temperature from the Lya forest are restricted to the redshift range 2<z<4.5, limiting the ability to probe the thermal memory of HI reionisation toward higher redshift. In this work, we present the first direct measurement of the IGM temperature around a z=6 quasar by analysing the Doppler widths of Lya absorption lines in the proximity zone of SDSS J0818+1722. We use a high resolution (R= 40000) Keck/HIRES spectrum in combination with detailed numerical modelling to obtain the temperature at mean density, T_0=23600\pm^5000_6900K (\pm^9200_9300K) at 68 (95) per cent confidence assuming a prior probability 13500K<T_0<38500 K following HI and HeII reionisation. This enables us to place an upper limit on the redshift of HI reionisation, z_H, within 33 comoving Mpc of SDSS J0818+1722. If the quasar reionises the HeII in its vicinity, then in the limit of instantaneous reionisation we infer z_H<9.0 (11.0) at 68 (95) per cent confidence assuming photoheating is the dominant heat source and that HI reionisation is driven by ionising sources with soft spectra, typical of population II stars. If the HI and HeII in the IGM around SDSS J0818+1722 are instead reionised simultaneously by a population of massive metal-free stars, characterised by very hard ionising spectra, we obtain a tighter upper limit of z_H<8.4 (9.4). Initiating reionisation at higher redshifts produces temperatures which are too low with respect to our constraint unless the HI ionising sources or the quasar itself have spectra significantly harder than typically assumed.Comment: 15 pages, 9 figures, accepted to MNRA

    Stellar Double Coronagraph: a multistage coronagraphic platform at Palomar observatory

    We present a new instrument, the "Stellar Double Coronagraph" (SDC), a flexible coronagraphic platform. Designed for Palomar Observatory's 200" Hale telescope, its two focal and pupil planes allow for a number of different observing configurations, including multiple vortex coronagraphs in series for improved contrast at small angles. We describe the motivation, design, observing modes, wavefront control approaches, data reduction pipeline, and early science results.     Ecological Risk Assessment for Highways in the Chesapeake Bay Watershed

    The population of coastal counties in the United States is over six-fold higher than non-coastal counties and population density along the Atlantic coast is much greater than all other coasts in the nation. Many areas around the Chesapeake Bay watershed are participating in this growth and extensive interstate construction is planned for this region. A wide array of primary ecological risks to the Chesapeake Bay exists, and may be classified as biological, physical, or chemical. Biological risks range from physical threats to motorists and animals to genetic risks to local flora and fauna populations. Island biogeography theory can be used to predict species losses associated with highway construction and resultant limits to migration. Introduction of exotic species and loss of ecologically significant areas (e.g. wetlands) are included as biological risks. Physical risks are primarily associated with hydrology, erosion, and related water quality considerations. Chemical concerns can be described as either chronic, such as certain airborne pollutants, or acute, such as accidental or illegal discharges. Secondary risks associated with highway construction result from facilitated traffic flow. Included are a variety of effects resulting from urban sprawl, strip development, and economic development of adjacent areas. Some ecological risks have received legislative, and subsequently transportation department attention.     Science camera calibration for extreme adaptive optics

    The nascent field of planet detection has yielded a host of extra-solar planet detections. To date, these detections have been the result of indirect techniques: the planet is inferred by precisely measuring its effect on the host star. Direct observation of extra-solar planets remains a challenging yet compelling goal. In this vein, the Center for Adaptive Optics has proposed a ground-based, high-actuator density extreme AO system (XAOPI), for a large (~10 m) telescope whose ultimate goal is to directly evidence a specific class of these objects: young and massive planets. Detailed system wave-front error budgets suggest that this system is a feasible, if not an ambitious, proposition. One key element in this error budget is the calibration and maintenance of the science camera wave front with respect to the wave-front sensor which currently has an allowable contribution of ~ 5 nanometers rms. This talk first summarizes the current status of calibration on existing ground-based AO systems, the magnitude of this effect in the system error budget and current techniques for mitigation. Subsequently, we will explore the nature of this calibration error term, it’s source in the non-commonality between the science camera and wave front sensor, and the effect of the temporal evolution of non-commonality. Finally, we will describe preliminary plans for sensing and controlling this error term. The sensing techniques include phase retrieval, phase contrast and external metrology. To conclude, a calibration scenario that meets the stringent requirement for XAOPI will be discussed

    CCD photometry of the nuclei of three supergiant elliptical galaxies - Evidence for a supermassive object in the center of the radio galaxy NGC 6251

    We have analyzed charged coupled device (CCD) photometry in the g and r bands of three supergiant elliptical galaxies: NGC 4874 and NGC 4889 in the Coma cluster, and the radio galaxy NGC 6251. The profiles of NGC 4874 and NGC 4889 are closely fitted by King models. The profile of NGC 6251 cannot be fitted by a King model, nor by a King model plus a central point luminosity source (the presence of which is suggested by a blue trend in the colors at small radii). The previously studied profile of M87, when convolved with an appropriate Gaussian function to allow for the difference in distance, closely resembles the profile of NGC 6251 (but not those of NGC 4874 or NGC 4889). NGC 6251 was successfully fitted with a luminosity profile containing both a point luminosity source and a central point mass. The value of this point mass cannot be determined without additional dynamical data. However, if the core velocity dispersion is similar to that of other giant ellipticals of the same absolute magnitude, the point mass is likely to be about 2.4 x 10^9 M_⊙, similar to the value reported earlier for M87. The data are also used to derive upper limits for possible central point masses in NGC 4874 and NGC 4889

    Identifying reports of randomized controlled trials (RCTs) via a hybrid machine learning and crowdsourcing approach

    OBJECTIVES: Identifying all published reports of randomized controlled trials (RCTs) is an important aim, but it requires extensive manual effort to separate RCTs from non-RCTs, even using current machine learning (ML) approaches. We aimed tomake this process more efficient via a hybrid approach using both crowdsourcing andML. METHODS: We trained a classifier to discriminate between citations that describe RCTs and those that do not. We then adopted a simple strategy of automatically excluding citations deemed very unlikely to be RCTs by the classifier and deferring to crowdworkers otherwise. RESULTS: Combining ML and crowdsourcing provid es a highly sensitive RCT identification strategy (our estimates suggest 95%-99% recall) with substantially less effort (we observed a reduction of around 60%-80%) than relying on manual screening alone. CONCLUSIONS: Hybrid crowd-ML strategies warrant further exploration for biomedical curation/annotation tasks

    Gemcitabine and Irinotecan for Patients with Untreated Extensive Stage Small Cell Lung Cancer: SWOG 0119

    IntroductionTo evaluate the activity of a nonplatinum-, nonetoposide-containing regimen for patients with extensive stage small cell lung cancer.MethodsPatients with untreated extensive stage small cell lung cancer were treated with gemcitabine 1000 mg/m2 and irinotecan 100 mg/m2 on days 1 and 8 of a 21-day cycle for a maximum of six cycles. Patients with brain metastases were eligible if asymptomatic or controlled after radiation.ResultsEighty-four eligible patients with untreated extensive stage small cell lung cancer with adequate organ function and a performance status of 0–2 were accrued. The median age was 64 years (range, 42–85) and 45 (54%) were women. Six cycles were completed by 28 (33%) patients. Some degree of diarrhea occurred in 57% (grade 3/4, 18%). Other grade 3/4 toxicities were neutropenia (26%), anemia (10%), thrombocytopenia (8%), febrile neutropenia (5%), fatigue (11%), nausea (10%), and vomiting (8%). The response rate was 32% (95% confidence interval: 22%–43%) among the 81 patients with measurable disease. The median survival was 8.5 months (95% confidence interval: 7.0–9.8) with 1- and 2-year survival rates of 26% and 7%, respectively. Salvage therapy data were captured by prospective collection, and only 50% of patients were treated secondarily.ConclusionThe overall response rate with the combination of gemcitabine and irinotecan was disappointing, and the median survival rate was lower than expected. Further development of this combination in small cell lung cancer is not recommended
