    IMPLICATIONS OF A MARKET FOR CARBON ON TIMBER AND NON-TIMBER VALUES IN AN UNCERTAIN WORLD

    Despite considerable interest in the potential for forests to sequester carbon, the impact of carbon management on the provision of timber and non-timber resources has received relatively little attention in the literature. The introduction of value for stored carbon may result in modifications to traditional forest management objectives, generating trade-offs with other forest resources depending on the incentives provided by carbon markets. This paper investigates these issues by examining the impact of a particular form of carbon market on timber and non-timber values in a managed forest. An integrated modeling framework, developed for the incorporation of carbon management into operational timber management modeling tools, is also described. There is still substantial debate over how to properly credit carbon sequestered in forests. To date, there has been little research on how the form of a carbon market will impact the operations and objectives of forestry firms. Alternative market structures could produce very different responses in terms of rotation age, net present value and harvest policy. Here, a specific form of carbon market, the specified level contract, is investigated. Forestry firms are assumed to reach contracts with carbon-seeking agents which "guarantee" that a specified level of carbon stock will be maintained over a defined time period. Optimal forest management decisions are examined by implementing an optimization model for a specific land base in Alberta. The Woodstock forest modeling package is used for optimization. Analysis of trade-offs is based on the work of Armstrong et al. (1999, 2003) which assess non-timber resources using the natural disturbance approach to forest management. The analysis is then expanded to include a more rigorous, and realistic, depiction of carbon and carbon stock changes. Using the Carbon Budget Model of the Canadian Forest Sector (CBM-CFS3), carbon yield curves are developed which are integrated directly into the Woodstock forest management ii model. These carbon yields capture dynamics specific to separate biomass and dead organic matter (DOM) carbon pools and are represented for individual forest cover types. Interestingly, the inclusion of DOM carbon generates unexpected relationships between non-timber resources and incentives to sequester carbon. Results show that the presence of co-benefits will depend upon forest cover type, the harvest flow regulation faced by the managing firm and the incentives for timber supply provided by the market. Furthermore, firms that agree to enter contracts for carbon sequestration appear to do so at the expense of a decline in timber supply, with estimates of the opportunity cost of carbon management falling within the range of those found in recent literature.Resource /Energy Economics and Policy,

    Quantum Monte Carlo calculations of the one-body density matrix and excitation energies of silicon

    Quantum Monte Carlo (QMC) techniques are used to calculate the one-body density matrix and excitation energies for the valence electrons of bulk silicon. The one-body density matrix and energies are obtained from a Slater-Jastrow wave function with a determinant of local density approximation (LDA) orbitals. The QMC density matrix evaluated in a basis of LDA orbitals is strongly diagonally dominant. The natural orbitals obtained by diagonalizing the QMC density matrix resemble the LDA orbitals very closely. Replacing the determinant of LDA orbitals in the wave function by a determinant of natural orbitals makes no significant difference to the quality of the wave function's nodal surface, leaving the diffusion Monte Carlo energy unchanged. The Extended Koopmans' Theorem for correlated wave functions is used to calculate excitation energies for silicon, which are in reasonable agreement with the available experimental data. A diagonal approximation to the theorem, evaluated in the basis of LDA orbitals, works quite well for both the quasihole and quasielectron states. We have found that this approximation has an advantageous scaling with system size, allowing more efficient studies of larger systems.Comment: 13 pages, 4 figures. To appear in Phys. Rev.

    Sustainable Forest Management Preferences of Interest Groups in Three Regions with Different Levels of Industrial Forestry: An Exploratory Attribute-Based Choice Experiment

    The challenge of sustainable forest management is to integrate diverse and sometimes conflicting management objectives. In order to achieve this goal, we need a better understanding of the aspects influencing the preferences of diverse groups and how these groups make trade-offs between different attributes of SFM. We compare the SFM preferences of interest groups in regions with different forest use histories based on the reasoning that the condition of the forest reflects the forest use history of the area. The condition of the forest also shapes an individual’s forest values and attitudes. These held values and attitudes are thought to influence SFM preferences. We tested whether the SFM preferences vary amongst the different interest groups within and across regions. We collected data from 252 persons using a choice experiment approach, where participants chose multiple times among different options described by a combination of attributes that are assigned different levels. The novelty of our approach was the use of choice experiments in the assessment of regional preference differences. Given the complexity of interregional comparison and the small sample size, this was an exploratory study based on a purposive rather than random sample. Nevertheless, our results suggest that the aggregation of preferences of all individuals within a region does not reveal all information necessary for forest management planning since opposing viewpoints could cancel each other out and lead to an interpretation that does not reflect possibly polarised views. Although based on a small\ud sample size, the preferences of interest groups within a region are generally statistically significantly different from each other; however preferences of interest groups across regions are also significantly different.     Preferences and skills of Indian public sector teachers

    With a sample of 700 future public sector primary teachers in India, a Discrete Choice Experiment is used to measure job preferences, particularly regarding location. General skills are also tested. Urban origin teachers and women are more averse to remote locations than rural origin teachers and men respectively. Women would require a 26-73 percent increase in salary for moving to a remote location. The results suggest that existing caste and gender quotas can be detrimental for hiring skilled teachers willing to work in remote locations. The most preferred location is home, which supports decentralised hiring, although this could compromise skills

    On Combining Stated Preferences and Revealed Preferences Approaches to Evaluate Environmental Resources Having a Recreational Use

    This work aims at analysing the value of recreational water uses for the Idro Lake (Lombardy, Northern Italy), which has been experiencing dramatic fluctuations in its levels in recent years, due to excessive productive withdrawal that affected recreational uses. It estimates the economic benefits deriving from recreational uses, by considering the current recreational demand and the hypothetical one obtained by considering an “improved quality” scenario. Through an on-site survey, we built a panel dataset. Following Whitehead et al. (2000) and Hanley et al. (2003) we get welfare estimates by combining SP and RP responses. The present CS is estimated in €134 per individual, whilst the increase in CS is estimated in €173 per individual. These figures can be confronted with the economic value of competitive uses and with the clean up costs, respectively, to infer some policy indications

    Species Diversity and Phylogeographical Affinities of the Branchiopoda (Crustacea) of Churchill, Manitoba, Canada

    The region of Churchill, Manitoba, contains a wide variety of habitats representative of both the boreal forest and arctic tundra and has been used as a model site for biodiversity studies for nearly seven decades within Canada. Much previous work has been done in Churchill to study the Daphnia pulex species complex in particular, but no study has completed a wide-scale survey on the crustacean species that inhabit Churchill's aquatic ecosystems using molecular markers. We have employed DNA barcoding to study the diversity of the Branchiopoda (Crustacea) in a wide variety of freshwater habitats and to determine the likely origins of the Churchill fauna following the last glaciation. The standard animal barcode marker (COI) was sequenced for 327 specimens, and a 3% divergence threshold was used to delineate potential species. We found 42 provisional and valid branchiopod species from this survey alone, including several cryptic lineages, in comparison with the 25 previously recorded from previous ecological works. Using published sequence data, we explored the phylogeographic affinities of Churchill's branchiopods, finding that the Churchill fauna apparently originated from all directions from multiple glacial refugia (including southern, Beringian, and high arctic regions). Overall, these microcrustaceans are very diverse in Churchill and contain multiple species complexes. The present study introduces among the first sequences for some understudied genera, for which further work is required to delineate species boundaries and develop a more complete understanding of branchiopod diversity over a larger spatial scale

    Trends in DNA barcoding and metabarcoding

    This open-access special issue features 12 full articles representing emerging trends from the international DNAbarcoding community. Several articles highlight how DNA-based techniques are elucidating the species diversity,biogeography, and conservation status of Africas biodiversity. Another prominent theme is the movementtowards big biodiversity data using high-throughput, individual-based DNA barcoding methods, which preservevoucher specimens and abundance data, as well as bulk sample-based metabarcoding. Methodological developments are enhancing the detection of specific species and whole communities using environmental DNA(eDNA) barcoding and metabarcoding. Data are also expanding in terms of genetic coverage; in this issue, a newdatabase is established for a secondary fungalDNAbarcode marker, and multi-kingdom, multi-marker biodiversitysurveys are gaining traction.     Coexisting Cyclic Parthenogens Comprise a Holocene Species Flock in Eubosmina

    Background: Mixed breeding systems with extended clonal phases and weak sexual recruitment are widespread in nature but often thought to impede the formation of discrete evolutionary clusters. Thus, cyclic parthenogens, such as cladocerans and rotifers, could be predisposed to ‘‘species problems’ ’ and a lack of discrete species. However, species flocks have been proposed for one cladoceran group, Eubosmina, where putative species are sympatric, and there is a detailed paleolimnological record indicating a Holocene age. These factors make the Eubosmina system suitable for testing the hypotheses that extended clonal phases and weak sexual recruitment inhibit speciation. Although common garden experiments have revealed a genetic component to the morphotypic variation, the evolutionary significance of the morphotypes remains controversial. Methodology/Principal Findings: In the present study, we tested the hypothesis of a single polymorphic species (i.e., mixing occurs but selection maintains genes for morphology) in four northern European lakes where the morphotypes coexist. Our evidence is based on nuclear DNA sequence, mitochondrial DNA sequence, and morphometric analysis of coexisting morphotypes. We found significant genetic differentiation, genealogical exclusivity, and morphometric differentiation for coexisting morphotypes.     Report of the Working Group on Commercial Catches (WGCATCH)

    The Working Group on Commercial Catches (WGCATCH), chaired by Mike Arm- strong (UK) and Hans Gerritsen (Ireland), met in ICES HQ, Copenhagen, Denmark, 10–14 November 2014. The meeting was attended by 34 experts from 21 laboratories or organizations, covering 16 countries. Currently, an important task for WGCATCH is to improve and review sampling sur- vey designs for commercial fisheries, particularly those for estimating quantities and size or age compositions of landings and discards and providing data quality indica- tors. However, the scope of WGCATCH is broader than this, covering many other aspects of collection and analysis of data on fishing activities and catches. This will be end-user driven, and coordinated with the work of other ICES data EGs such as the Working Group on Biological Parameters (WGBIOP), the Planning Group on Data Needs for Assessments and Advice (PGDATA) and the Working Group on Recrea- tional Fisheries Surveys (WGRFS) to ensure synergy and efficiency. The report of the meeting commences with background information on the formation of WGCATCH and its overall role. The remainder of the report provides the out- comes for each of the Terms of Reference (ToRs) and responses to external requests, the proposed future work plan and the ToRs for the 2015 meeting. The group formed two large subgroups to deal with the two major terms of reference which are the development of guidelines for carrying out sampling of catches on shore and the provision of advice on adapting sampling programmes to deal with the landing obligation. In order to evaluate methods and develop guidelines for best practice in carrying out sampling of commercial sampling of commercial fish catches onshore, a question- naire was circulated before the meeting. This questionnaire was structured around guidelines developed by the ICES Workshop on Practical Implementation of Statisti- cally Sound Catch Sampling Programmes (WKPICS) for best practice at each stage of the sampling process, and asked for a description of current practices at each of these stages. Based on these questionnaires, common and specific problems were cata- logued and potential solutions were identified. At the same time, the discussion of the questionnaires provided a form of peer-review of the sampling designs and iden- tified where improvements could be made. WGCATCH provided guidelines for de- signing a sampling survey and summarized earlier guidelines provided by the 2010 Workshop on methods for merging métiers for fishery based sampling (WKMERGE) The other main subject addressed by WGCATCH concerns the provision of advice on adapting sampling protocols to deal with the impact of the introduction of the land- ing obligation, which will alter discarding practices and result in additional catego- ries of catch being landed. A second questionnaire was circulated before the meeting to allow the group to identify the fleets that will be affected and possible issues that are anticipated, as well as to propose solutions to adapt existing monitoring and sampling schemes and to quantify bias resulting from the introduction of this regula- tion. WGCATCH outlined a range of likely scenarios and the expected effects of these on fishery sampling programmes, and developed guidelines for adapting sam- pling schemes. The group also explored a range of analyses that could be conducted in order to quantify bias resulting from the introduction of the landing obligation.     Multianalyte Sensing Of Addictive Over-the-counter (otc) Drugs

    A supramolecular sensor array composed of two fluorescent cucurbit[n]uril-type receptors (probe 1 and probe 2) displaying complementary selectivities was tested for its ability to detect and quantify drug-related amines. The fluorimetric titration of the individual probes showed highly variable and cross-reactive analyte-dependent changes in fluorescence. An excellent ability to recognize a variety of analytes was demonstrated in qualitative as well as quantitative assays. Importantly, a successful quantitative analysis of several analytes of interest was achieved in mixtures and in human urine. The throughput and sensitivity surpass those of the current state-of-the-art methods that usually require analyte solid-phase extraction (SPE). These results open up the opportunity for new applications of cucurbit[n]uril-type receptors in sensing and pave the way for the development of simple high-throughput assays for various drugs in the near future
