    BIMA and Keck Imaging of the Radio Ring PKS 1830-211

    We discuss BIMA (Berkeley Illinois Maryland Association) data and present new high quality optical and near-IR Keck images of the bright radio ring PKS 1830-211. Applying a powerful new deconvolution algorithm we have been able to identify both images of the radio source. In addition we recover an extended source in the optical, consistent with the expected location of the lensing galaxy. The source counterparts are very red, I-K=7, suggesting strong Galactic absorption with additional absorption by the lensing galaxy at z=0.885, and consistent with the detection of high redshift molecules in the lens.Comment: To be published in the ASP Conference Proceedings, 'Highly Redshifted Radio Lines', Greenbank, W

    Development of the ITACA Network Loading Analysis Tool's Scheduling Techniques

    NASA's SCENIC project aims to simplify and reduce the cost of space mission planning by creating analysis capabilities which are integrated with relevant analysis parameters specific to SCaN assets and SCaN supported user missions. The Integrated Tradespace Analysis of Communications Architectures (ITACA) will provide an all-in-one package for various analysis capabilities that normally require add-ons or multiple tools to complete. The ITACA tool will be responsible for assessing the given network architecture and generating a schedule for the missions as well as the assets. ITACA will allow users to evaluate the quality of service of a given network and determine whether or not the network will satisfy the mission's requirements. ITACA is currently under development, and during the spring of 2018 major development in the tools scheduling techniques were completed. A total of seven different techniques were completed

    Bioresorbable Film for the Prevention of Adhesion to the Anterior Spine After Anterolateral Discectomy

    Background context The development of scar tissue and adhesions postoperatively is a natural consequence of healing but can be associated with medical complications and render reoperation difficult. Many biocompatible products have been evaluated as barriers or deterrents to adhesions. Purpose To evaluate the efficacy of a bioresorbable polylactide film as a barrier to adhesion formation after anterolateral discectomy. Study design Experimental study. Methods Seven, skeletally mature female sheep underwent a retroperitoneal approach to the anterolateral lumbar spine. A discectomy was performed at two levels with an intervening unoperated disc site. One site was treated with a polylactide film barrier (Hydrosorb Shield; MacroPore Biosurgery, San Diego, CA) affixed with tacks manufactured from the same material. The second site was left untreated. Treatment and control sites were randomly assigned. Postmortem analysis included scar tenacity scoring on five spines and histological evaluation on two spines. Results The application of the Hydrosorb film barrier allowed a definite dissection plane during scar tenacity scoring and there was a significant difference in the development of adhesions to the disc between the control and treated sites. Histological evaluation revealed evidence of barrier formation to scar tissue and no significant adverse inflammatory reactions. Conclusions Hydrosorb Shield appears to be an effective postoperative barrier to scar tissue adhesion after anterolateral discectomy. The use of polylactide tacks was beneficial to affix the barrier film in place. Safety issues associated with delayed healing or adverse response to the film or tacks were not observed. Hydrosorb film may be useful as an antiadhesion barrier facilitating dissection during surgical revision in anterior approaches to the spine. Further studies are indicated to evaluate the performance of the bioresorbable material as an antiadhesion barrier in techniques of spinal fusion and disc replacement

    Walking a High Beam: The Balance Between Employment Stability, Workplace Flexibility, and Nonresident Father Involvement

    Compared with resident fathers, nonresident fathers are more likely to be unemployed or underemployed and less likely, when they are employed, to have access to flexible work arrangements. Although lack of employment stability is associated with lower levels of father involvement, some research shows that increased stability at work without increased flexibility is negatively related to involvement. Using data from the Fragile Families and Child Wellbeing Study (N = 895), the authors examined the relationship between nonresident fathers’ employment stability, workplace flexibility, and father involvement. Results indicate that workplace flexibility, but not employment stability, is associated with higher levels of involvement. Policy and practice implications are discussed

    Preventing Disability Among Working Participants in Kansas’ High-risk Insurance Pool: Implications for Health Reform

    Health conditions that prevent individuals from working full time can restrict their access to health insurance. For people living in the 35 states that offer high-risk pools, coverage is available but premiums are 125–200% of standard rates. Additionally, high cost-sharing means enrollees often defer needed care because they must pay large amounts out of pocket. Lack of access may lead to poor health outcomes and disability. The Kansas DMIE investigated whether improving insurance coverage for such a group would improve their health status and reduce their risk of transition to full Social Security disability. Half of the 508 participants received enhanced benefits and nurse case management, the other half received usual risk pool coverage. Outcomes were measured through telephone surveys, focus groups, and claims analysis. Utilization of services increased and health status stabilized for the intervention group, while health status of the control group significantly declined. These findings have broad implications because some plans to be offered under the Patient Protection and Affordable Care Act of 2010 (P.L. 111–148) have similarly high out-of-pocket costs. Considering the long-term cost of full disability, providing adequate health insurance benefits for individuals at high risk of disability may be cost effective.Kansas Health Policy Authority, U.S. Department of Health and Human Services, Centers for Medicare and Medicaid Services (no. 11-P-92389/7-01)

    Reference Standards for Body Fat Measure Using GE Dual Energy X-Ray Absorptiometry in Caucasian Adults

    Background Dual energy x-ray absorptiometry (DXA) is an established technique for the measurement of body composition. Reference values for these variables, particularly those related to fat mass, are necessary for interpretation and accurate classification of those at risk for obesityrelated health complications and in need of lifestyle modifications (diet, physical activity, etc.). Currently, there are no reference values available for GE-Healthcare DXA systems and it is known that whole-body and regional fat mass measures differ by DXA manufacturer. Objective To develop reference values by age and sex for DXA-derived fat mass measurements with GE-Healthcare systems. Methods A de-identified sample of 3,327 participants (2,076 women, 1,251 men) was obtained from Ball State University\u27s Clinical Exercise Physiology Laboratory and University of Wisconsin- Milwaukee\u27s Physical Activity & Health Research Laboratory. All scans were completed using a GE Lunar Prodigy or iDXA and data reported included percent body fat (%BF), fat mass index (FMI), and ratios of android-to-gynoid (A/G), trunk/limb, and trunk/leg fat measurements. Percentiles were calculated and a factorial ANOVA was used to determine differences in the mean values for each variable between age and sex. Results Normative reference values for fat mass variables from DXA measurements obtained from GE-Healthcare DXA systems are presented as percentiles for both women and men in 10- year age groups. Women had higher (p\u3c0.01) mean %BF and FMI than men, whereas men had higher (p\u3c0.01) mean ratios of A/G, trunk/limb, and trunk/leg fat measurements than women

    Optical Communication Link Atmospheric Attenuation Model

    The Space Communications and Navigation (SCaN) Center for Networking, Integration, and Communications (SCENIC) user interface, which provides web accessible space mission simulation and communication system analysis capabilities using verified and validated analysis algorithms, can execute analyses including, but not limited to, line-of-sight, orbit propagation, and dynamic link budget calculations between sets of missions and/or assets. SCENIC's purpose is to provide NASA civil servants and contractors a user-friendly tool, integrated with model data, that can simulate and analyze a range of space mission architectures without the need for repeated and redundant modeling. Given the abundance and further future development of free space optical (FSO) communication channels within modern space infrastructure, the availability of a reliable optical link analysis capability is crucial for SCENIC users. The efforts outlined in this paper aim to provide a model for atmospheric attenuation of FSO communication links, both due to absorption/scattering and turbulence, to increase the accuracy of SCENIC's optical link assessment capabilities. A previous model existed for optical absorption/scattering within the SCaN Link Budget Tool, but it was not location specific for the Earth ground-based nodes, nor was the model optimized for run-time. The new model utilizes years of National Oceanic and Atmospheric Administration (NOAA) visibility data from ground station locations around the world. Visibility, along with the wavelength of the optical signal, are input parameters to calculate the optical specific attenuation, which is a parameter in the calculation of the slant-path attenuation. A final FSO atmospheric attenuation value is comprised of the absorption/scattering attenuation and the turbulence attenuation. A run-time efficient algorithm for the model was then developed and programmed in MATLAB. Due to the simple model and vectorization possible in MATLAB, the algorithm has an average run-time of less than one fourth of the run-time of the previous implementation

    Discovery of Five New R Coronae Borealis Stars in the MACHO Galactic Bulge Database

    We have identified five new R Coronae Borealis (RCB) stars in the Galactic bulge using the MACHO Project photometry database, raising the total number of known Galactic RCB stars to about 40. We have obtained spectra to confirm the identifications. The fact that four out of the five newly identified RCB stars are ``cool'' (T(eff) 6000 K) suggests that the preponderance of warm RCB stars among the existing sample is a selection bias. These cool RCB stars are redder and fainter than their warm counterparts and may have been missed in surveys done with blue plates.
