    This research examine the effect of Budget goal clarity, Decentralization and Public accountability on SKPD managerial performance. The population on this research were SKPD at Indragiri Hulu, and sample was determined based on judgement sampling method total 116 and use slovin formula, so that with 54 respondents. Collected with a direct survey using questionnaire that sent to Top and Middle manager at every selected SKPD in the region of Padang. Multiple regression analysis are used as analysis method with using Statistical Package For Social Science (SPSS) as the tools. This research proves that 1) Budget goal clarity significant positive impact on SKPD managerial performance (H1 accepted), 2) Decentralization significant negative impact on SKPD managerial performance (H2 rejected), 3) Public accountability significant negative impact on SKPD managerial performance (H3 rejected). From this research we can suggest that: 1) For all unit of government in Indragiri Hulu region to increase the implementation of budget goal clarity, decentralization and public accountability. It will give a good impact on managerial performances at the SKPD. 2) For future research, it is better to use a direct interview method to the respondent. So that the answer collected from the respondent are more clearly. 3) For future researcher, it is better to add the other related variable.Keywords: Budget goal clarity, Decentralization, Public accountability, Manajerial performance

    The Damage Survey of Cultural Built Heritage Between Simplified Procedures and Needs for Implementation: the Case Study of Emilia-Romagna Cemeteries

    Seven years after the earthquake occurred in Emilia-Romagna, the planning phases related to the cultural heritage reconstruction are coming to a conclusion. At this point, the Agency for reconstruction - earthquake 2012 has launched an unprecedented process aimed at verifying, also through the recognition of the main critical issues, the simplified damage assessment procedures whose application has allowed an aware and sustainable management of the emergency. The Guidelines for the evaluation and reduction of seismic risk on Cultural Heritage, and the Directive 12/12/2013 “Procedures for management of activities for cultural heritage securing and safeguarding in the event of emergencies caused by natural disasters” of MiBAC identify as first cognitive procedure the compilation of sheet to provide vulnerabilities and damage level representation on movable and immovable assets. In particular, they establish two important survey instruments: the A-Church and the B-Palaces sheets. These are the only two instruments used between 2012 and 2013 for the damage level characterization of the cultural heritage caused by the “Emilia 2012” earthquake. The widespread use of these sheets has brought to light several problems that have negatively affected the successive economic assessment of the intervention. In fact, if these sheets well describe the vulnerabilities of the specialized types Churches or Palaces, they are ill suited to types with different features, which, in the Emilia-Romagna case, represent about 30% of damage cultural heritage numerically and economically. In particular, the most relevant sample in this set are the cemeteries. After the analysis of sheets produced for the cemetery type, the need to implementation for the already consolidated procedures has become clear, in order to be able to manage the post-emergency phases on those types that, as cemeteries, represent an important part of the local cultural identity, but that are not addressed in existing tools

    Is there an unmet medical need for improved hearing restoration?

    Hearing impairment, the most prevalent sensory deficit, affects more than 466 million people worldwide (WHO). We presently lack causative treatment for the most common form, sensorineural hearing impairment; hearing aids and cochlear implants (CI) remain the only means of hearing restoration. We engaged with CI users to learn about their expectations and their willingness to collaborate with health care professionals on establishing novel therapies. We summarize upcoming CI innovations, gene therapies, and regenerative approaches and evaluate the chances for clinical translation of these novel strategies. We conclude that there remains an unmet medical need for improving hearing restoration and that we are likely to witness the clinical translation of gene therapy and major CI innovations within this decade

    Impact of sulfur starvation in autotrophic and heterotrophic cultures of the Extremophilic Microalga Galdieria Phlegrea (Cyanidiophyceae)

    In plants and algae, sulfate assimilation and cysteine synthesis are regulated by sulfur (S) accessibility from the environment. This study reports the effects of S deprivation in autotrophic and heterotrophic cultures of Galdieria phlegrea (Cyanidiophyceae), a unicellular red alga isolated in the Solfatara crater located in Campi Flegrei (Naples, Italy), where H2S is the prevalent form of gaseous S in the fumarolic fluids and S is widespread in the soils near the fumaroles. This is the first report on the effects of S deprivation on a sulfurous microalga that is also able to grow heterotrophically in the dark. The removal of S from the culture medium of illuminated cells caused a decrease in the soluble protein content and a significant decrease in the intracellular levels of glutathione. Cells from heterotrophic cultures of G. phlegrea exhibited high levels of internal proteins and high glutathione content, which did not diminish during S starvation, but rather glutathione significantly increased. The activity of O-acetylserine(thiol)lyase (OASTL), the enzyme synthesizing cysteine, was enhanced under S deprivation in a time-dependent manner in autotrophic but not in heterotrophic cells. Analysis of the transcript abundance of the OASTL gene supports the OASTL activity increase in autotrophic cultures under S deprivation

    A case of acute promyelocytic leukemia variant with derivative chromosome 3 der(3)t(3;8) associated with 8q partial gain

    Background: Acute promyelocytic leukemia (APL) is characterized by fusion of PML/RARα genes as a result of t(15; 17)(q24;q21). APL is now one of the curable hematological malignancies thanks to molecularly targeted therapies based on all-trans retinoic acid (ATRA) and arsenic trioxide (ATX). Extramedullary (EM) relapse is a rare event in APL, ear involvement being even more infrequent, with only six cases so far described. About 30–35% of patients with newly diagnosed APL have additional cytogenetics abnormalities, whose prognostic significance is still controversial. The most common additional aberration is trisomy 8 or partial gain 8q. Case presentation: We describe here a novel unbalanced translocation der(3)t(3;8)(q29;q23.3-q24.3) associated with 8q partial gain in a 41 year-old man affected by APL in molecular remission after first line treatment, who had a responsive EM relapse in the auditory canal. Conclusions: EM relapse is a rare event in APL and ear involvement is even more infrequent. To our knowledge, this is the first reported case of APL with a new der(3)t(3;8)(q29;q23.3-q24.3) and 8q partial gain associated with t(15;17)(q24; q21).     Thick-film gas sensors based on vanadium-titanium oxide powders prepared by sol-gel synthesis

    Two titania powders modified by 10 at.% of vanadium were prepared by two different sol-gel routes. The powders fired at 650 °C had the rutile structure. These powders were used to produce prototype thick-film sensors. Four series of thick-film samples were fabricated by screen-printing, fired for 1 h at 650 and 850 °C. The morphology and gas-sensing properties were examined and compared with those of pure and Ta-added titania films, previously studied by the authors. Ta addition inhibited the anatase-to-rutile phase transformation during heating and was also effective in keeping the TiO2 grain size in the nanometre range. On the contrary, V addition facilitated the anatase-to-rutile phase transformation. Thick films obtained from the two powders had similar conductance behaviour vs. temperature. The gas response of the films was affected by both the grain size and firing temperature. © 2003 Elsevier Ltd. All rights reserved

    Endovascular Management of Juxtarenal and Pararenal Abdominal Aortic Aneurysms: Role of Chimney Technique

    The use of chimney technique in endovascular repair of abdominal aortic aneurysms (ChEVAR) has had a secondary role. Although it was first developed in an emergent/urgent setting, the publication of various important studies has helped overcome scepticism towards this technique in elective procedures. This paper reviews current evidence about ChEVAR, focusing on clinical results, technical notes and comparisons with other techniques. The new ChEVAR findings show favourable mid- and long-term clinical outcomes, even in elective patients. These results, comparable to those related to fenestrated endografts, have been achieved through standardisation in planning and materials. An adequate endograft oversizing associated to the right aortic neck length is fundamental to avoid ChEVAR-related complications, such as type 1a endoleaks. These data indicate that ChEVAR, compared to other complex endovascular treatments, has comparable outcomes along with features that could make it an essential option in every clinical settin

    The value of some Corsican sub-populations for genetic association studies

    <p>Abstract</p> <p>Background</p> <p>Genetic isolates with a history of a small founder population, long-lasting isolation and population bottlenecks represent exceptional resources in the identification of disease genes. In these populations the disease allele reveals Linkage Disequilibrium (LD) with markers over significant genetic intervals, therefore facilitating disease locus identification. In a previous study we examined the LD extension on the Xq13 region in three Corsican sub-populations from the inner mountainous region of the island. On the basis of those previous results we have proposed a multistep procedure to carry out studies aimed at the identification of genes involved in complex diseases in Corsica. A prerequisite to carry out the proposed multi-step procedure was the presence of different degrees of LD on the island and a common genetic derivation of the different Corsican sub-populations. In order to evaluate the existence of these conditions in the present paper we extended the analysis to the Corsican coastal populations.</p> <p>Methods</p> <p>Samples were analyzed using seven dinucleotide microsatellite markers on chromosome Xq13-21: DXS983, DXS986, DXS8092, DXS8082, DXS1225, DXS8037 and DXS995 spanning approximately 4.0 cM (13.3 Mb). We have also investigated the distribution of the DXS1225-DXS8082 haplotype which has been recently proposed as a good marker of population genetic history due to its low recombination rate.</p> <p>Results</p> <p>the results obtained indicate a decrease of LD on the island from the central mountainous toward the coastal sub-populations. In addition the analysis of the DXS1225-DXS8082 haplotype revealed: 1) the presence of a particular haplotype with high frequency; 2) the derivation from a common genetic pool of the sub-populations examined in the present study.</p> <p>Conclusion</p> <p>These results indicate the Corsican sub-populations useful for the fine mapping of genes contributing to complex diseases.</p
