    Assessment of Priorities of Construction of High-Speed Rail in the Czech Republic in Terms of Impacts on Internal and External Integration

    The priorities assessment for the planned construction of high-speed rail/HSR in the Czech Republic in terms of impacts on internal and external integration is a though-provoking topic not only from the technical and economic, but also from the social and geographical point of view. Its primary basis is the application of the gravity model, according to which the planned route C Prague-Wien has the most significant potential in passenger transport. Then following routes are A Prague-Berlin, B Prague-München, and D Brno-Katowice. Subsequently, the likely impacts generated by a significant improvement in the quality parameters and hence the competitive position of rail transport were assessed, including the potential for shifting part of the demand from the road and air transport to HSR. Overall, however, it can be stated that the potential impacts of the HSR on the growth of passenger transport in the Czech Republic will not be essential. To perceive the regional impacts of HSR construction, analyses of selected indicators (population density per km"jats:sup"2"/jats:sup", GDP per capita, unemployment rate) by NUTS 3 regions for the period 2007-2017 were also carried out. From the strategic point of view, the research results did not confirm that the planned construction of the HSR primarily stimulates convergence tendencies in regional development as the main priority of EU regional policy. Rather, it seems more likely that the HSR will stimulate the extraction of economic activity from “rural” regions in favour of metropolitan regions. Document type: Articl

    The paper deals with the evaluation of the economic effectivity of agricultural production in southern Moravia. For this purpose the method of principal components was used. By its application the space differentiation of the main factors of economic effectivity was ascertained, i. e. the production intensity, the work productivity and the production rentability. An evaluations were carried out separately according to individual groups of agricultural natural areas.     The main evaluation factor groups consist of business, infrastructure, labour, local, price and environmental factors and the business environment quality evaluation is focused on the micro-regional level of land districts of the 3 degree level municipalities. Building site price of a particular designation is influenced especially by its macro-economic and to a smaller degree by its mezo-economic location. Collected data confirm the stochastic relationship between band prices and town sizes. Office areas rental prices are an important cost factor characterizing a business environment from the productive services development viewpoint. Average prices of the net annual office areas rental minus operating costs have been the input data for this factor‘s identification. Real estate prices represent a significantly specific group of factors within the set of factors determining business environment quality. Hierarchical segmentation is a dominant feature of a spatial real estate market organization and it reflects their economic advantages expressed by the income generated in a certain location48349

    The article deals with the issue of disparities in regional development. The approach implemented in this study is based on a modified production function, a follow-up evaluation of the quality of business environment (including groups of businesses, labour, regional and local, infrastructural, price and environmental factors) and aggregate factors concerning both the utilization of human resources (including the unemployment rate and economic sensitivity) and innovative potential (including the innovative activities of companies according to results of a Czech Statistical Office survey and Association of Innovative Entrepreneurship databases). The indicated methodology was applied to 206 micro-regions in Czechia and calculated values were subsequently aggregated at the level of 14 Czech NUTS 3 regions (kraj). Evaluation of the results obtained led to the formulation of a number of recommendations for regional policy applications, in terms of both traditional and strategic concepts of regional policy13114

    Integrative model for evaluation of development potentials of regions and its application on an example of the Czech republic

    The aim of this paper is to introduce a new model for the evaluation of development potentials of regions, including methodology, application and conceptualization of the obtained information. The main components of this model are the business environment quality, innovation potential of companies and use of human resources, interpreted using relevant factors or indicators. The model has been applied to the evaluation of Czech regions – 205 administrative districts (microregional level) and 14 NUTS 3 regions (mesoregional level). Information capacity of the model has been proved by the confirmation of the hypotheses assuming strong relationships among business environment quality and regional GDP and population size of regions. A synthesis allowed us to define the main regularities, evaluate the competitive positions of regions and create the spatial model of the economic development of the Czech Republic. Special attention has been given to the unique method for the identification of territorial systems of poles and axes of development and further to the hierarchy of integration processes (using the profile interaction method). Subsequently, we conceptualized the results from the perspective of regional policy creation using the method of development scenarios. This allows for a flexible optimization of the main priorities and tools of a regional policy (regions are defined and territorially specified by means of flexible sets of relevant measures). From a theoretical perspective, we extend the knowledge about the processes of polarization and integration as key manifestations of the principles of developmental and hierarchical differentiation of society in the conditions of increasing globalisation

    Contribution presents results which were acquired by means of application of original method of regional competitiveness evaluation. This method was verified on the example of 14 Czech regions (kraje) and one consists of three steps: evaluation of business environment quality (16 factors concerning of business, labour, infrastructural, regional and local, price and environmental prerequisites for enterprise), evaluation of human resources utilization (based on information about unemployment level and share of so-called sensitive industries, that are threatened by strong competition) and evaluation of innovative potential (based on information about number of innovative companies and number of employees in important innovative companies). Given regions were divided into 3 types and 6 subtypes according to their total competitive position. Possibilities of practical utilization of acquired results were tested on background of defined development scenarios: progressive scenario (2 classified regions) growth scenario (8 regions) and adaptation scenario (4 regions).competitiveness, regions, business environment, human resources, innovative potential, development scenarios

    Integration Theory of Sustainable Regional Development - Presentation and Application

    The article presents information about the new integration theory of sustainable regional development. It is an empirically verified theory; its main components are the business environment quality (BEQ), the innovation potential of companies (IPC), and the use of human resources (UHR). Its foundations can be expressed as follows: an improvement of regional quality of business environment stimulates the development of entrepreneurial activities with positive impacts on employment rate and creation of innovations; thus generated synergic effects reinforce the territorial integration of economy and regional competitiveness, which form the basic prerequisites for sustainable regional development. The objective validity of the theory has been confirmed mainly based on hypotheses that BEQ values have strong links to GDP level and further and correspond with the population of regions as the essential measure of their significance.
