    Strengthening Governance of Small-Scale Fisheries: An Initial Assessment of the Theory and Practice

Oak Foundation.Often hidden in national statistics, small-scale fisheries have been poorly measured at a global level, and in thepast often ignored in states' policy-making. Yet estimates suggest their aggregate global contribution tonutrition, food security and poverty eradication is massive. The most recent estimates available suggest thatsmall-scale fisheries account for over 90 percent of the world's commercial fishers, processors and otherpersons employed along the value chain, equivalent to over 108 million people. Roughly half areemployed in the ocean and the other half in inland fisheries—making small-scale fisheries far and awaythe ocean's largest employer (greater than oil and gas, shipping, tourism, etc.). This level of activitytranslates into a large portion of the global fish catch: an estimated 46 percent of the total, and 38 percentof the fish caught in the ocean. SSFs are also estimated to provide over half the animal protein intake inmany of the world's least developed countries, and over half of the fish for domestic consumption indeveloping countries more broadly. In sum, in many regions of the world SSFs provide both incomes tohelp reduce poverty and safety nets to help prevent it

    Pricing Plastics Pollution: Lessons from Three Decades of Climate Policy

    Plastic is now the most widely used human-made substance on the planet, and plastics pollution impacts marine and coastal ecosystems, local economies, and human health. Local and national governments are increasingly responding by banning plastic bags and other specific plastic products, taxing the use of certain plastics, and improving waste management and recycling. These are important steps, but alone they will not result in a meaningful reduction in cumulative plastics pollution or encourage development of sufficient alternatives to plastic. Additional policy measures are necessary. This Article argues that climate change and plastic pollution share numerous similarities, and these similarities allow policymakers to benefit from the three decades of climate policy experimentation when choosing plastics pollution policy instruments. Both are collective action problems with local, national, and global impacts. Unilateral policies will do little to address total accumulation of the pollutant. There are countless sources of plastics pollution and the plastics have different uses and characteristics. Technological breakthroughs are necessary to recycle and reuse large amounts of plastics or reduce carbon pollution. There are influential, established interests in value chains that produce and use plastics or fuels that emit greenhouse gases. The Article focuses on one key policy instrument in climate policies—pollution pricing—and identifies lessons from carbon pricing that can inform the design of plastics pollution policies. The Article begins by summarizing the global impacts of plastics pollution and the current international, national, and subnational plastics pollution policies. It then argues that broader market-based approaches can help address the global challenge of plastics pollution, identifies policy design choices for market-based pollution policies, elaborates on the similarities between plastics pollution and climate change, and then describes lessons from climate policy that can inform the design of plastics policies. The Article concludes by describing the applicability of these lessons from climate change to the emerging policy response to plastic pollution

    A geopolitical-economy of distant water fisheries access arrangements

    In recent decades, fishing fleets and effort have grown in aggregate throughout the waters of lower-income coastal countries, much of which is carried out by vessels registered in higher-income countries. Fisheries access arrangements (FAAs) underpin this key trend in ocean fisheries and have their origins in UNCLOS’s promise to establish resource ownership as a mechanism to increase benefits to newly independent coastal and island states. Coastal states use FAAs to permit a foreign state, firm, or industry association to fish within its waters. This paper provides a conceptual approach for understanding FAAs across the global ocean and for exploring their potential to deliver on the promise of UNCLOS. Illustrated with the findings from multiple case studies, we advance understanding of FAAs by developing a geopolitical-economy of access that attends to the combination of contingent and context-specific economic, ecologic, and geopolitical forces that shape the terms, conditions and practices of the FAAs shaping this persistent phenomenon of higher-income industrial fleets fishing throughout lower-income countries’ waters

    Recognize fish as food in policy discourse and development funding

    The international development community is off-track from meeting targets for alleviating global malnutrition. Meanwhile, there is growing consensus across scientific disciplines that fish plays a crucial role in food and nutrition security. However, this ‘fish as food’ perspective has yet to translate into policy and development funding priorities. We argue that the traditional framing of fish as a natural resource emphasizes economic development and biodiversity conservation objectives, whereas situating fish within a food systems perspective can lead to innovative policies and investments that promote nutrition-sensitive and socially equitable capture fisheries and aquaculture. This paper highlights four pillars of research needs and policy directions toward this end. Ultimately, recognizing and working to enhance the role of fish in alleviating hunger and malnutrition can provide an additional long-term development incentive, beyond revenue generation and biodiversity conservation, for governments, international development organizations, and society more broadly to invest in the sustainability of capture fisheries and aquaculture

    The Ocean 100 : Transnational corporations in the ocean economy

    The ocean economy is growing as commercial use of the ocean accelerates, while progress toward achieving international goals for ocean conservation and sustainability is lagging. In this context, the private sector is increasingly recognized as having the capacity to hamper efforts to achieve aspirations of sustainable ocean-based development or alternatively to bend current trajectories of ocean use by taking on the mantle of corporate biosphere stewardship. Here, we identify levels of industry concentration to assess where this capacity rests. We show that the 10 largest companies in eight core ocean economy industries generate, on average, 45% of each industry's total revenues. Aggregating across all eight industries, the 100 largest corporations (the "Ocean 100") account for 60% of total revenues. This level of concentration in the ocean economy presents both risks and opportunities for ensuring sustainability and equity of global ocean use

    Changing the narrative on fisheries subsidies reform:Enabling transitions to achieve SDG 14.6 and beyond

    The World Trade Organization (WTO) is in the final stages of negotiating an agreement to prohibit harmful fisheries subsidies, thereby achieving UN Sustainable Development Goal (SDG) 14.6. An effective agreement should be viewed as an opportunity for nations to proactively transition towards sustainable and equitable fisheries and pave the path for other SDGs. Supporting fishers does not require harmful subsidies, and we provide evidence-based options for reform that highlight equity needs while reducing environmental harm. Subsidy reforms need clear goals, co-design, transparency, and fair implementation. An agreement on SDG 14.6 could be a turning point for the oceans and for the well-being of those that depend on the oceans for livelihoods and nutrition. Responsible seafood production will require international cooperation not only at WTO, but among governments, fisher organizations, civil society, and the wider public

    Adaptations to maintain the contributions of small-scale fisheries to food security in the Pacific Islands

    In several Pacific Island countries and territories (PICTs), rapid population growth and inadequate management of coastal fish habitats and stocks is causing a gap to emerge between the amount of fish recommended for good nutrition and sustainable harvests from coastal fisheries. The effects of ocean warming and acidification on coral reefs, and the effects of climate change on mangrove and seagrass habitats, are expected to widen this gap. To optimise the contributions of small-scale fisheries to food security in PICTs, adaptations are needed to minimise and fill the gap. Key measures to minimise the gap include community-based approaches to: manage catchment vegetation to reduce sedimentation; maintain the structural complexity of fish habitats; allow landward migration of mangroves as sea level rises; sustain recruitment and production of demersal fish by managing ‘source’ populations; and diversify fishing methods to increase catches of species favoured by climate change. The main adaptions to help fill the gap in fish supply include: transferring some fishing effort from coral reefs to tuna and other large pelagic fish by scaling-up the use of nearshore fish aggregating devices; developing fisheries for small pelagic species; and extending the shelf life of catches by improving post-harvest methods. Modelling the effects of climate change on the distribution of yellowfin tuna, skipjack tuna, wahoo and mahi mahi, indicates that these species are likely to remain abundant enough to implement these adaptations in most PICTs until 2050. We conclude by outlining the policies needed to support the recommended adaptations

    Fishing for subsistence constitutes a livelihood safety net for populations dependent on aquatic foods around the world

    Fishing for subsistence constitutes a livelihood safety net for poverty, malnutrition and gender inequality for populations dependent upon aquatic foods around the world. Here we provide global estimates showing that almost the same amount of small-scale fishers engage in subsistence fishing at some point during the year as in commercial employment and use subsistence estimates to measure small-scale fisheries’ livelihood safety net function. In 2016, we estimate that 52.8 million people were engaged in subsistence fishing at some point during the year, while another 60.2 million people were commercially employed (90% of global fisheries employment). From 14 country case studies, it was possible to estimate that the subsistence catch provided an average apparent intake of six nutrients critical for positive health outcomes, equivalent to 26% of the recommended daily nutrient intake for 112.5 million people, higher than the national average contribution of beef or poultry

    Proximity to small-scale inland and coastal fisheries is associated with improved income and food security

    Poverty and food insecurity persist in sub-Saharan Africa. We conducted a secondary analysis of nationally representative data from three sub-Saharan Africa countries (Malawi, Tanzania, and Uganda) to investigate how both proximity to and engagement with small-scale fisheries are associated with household poverty and food insecurity. Results from the analysis suggest that households engaged in small-scale fisheries were 9 percentage points less likely to be poor than households engaged only in agriculture. Households living in proximity to small-scale fisheries (average distance 2.7 km) were 12.6 percentage points more likely to achieve adequate food security and were 15 percentage points less likely to be income poor, compared to the most distant households. Households distant from fishing grounds (>5 km) were 1.5 times more likely to consume dried fish compared to households living close. Conserving the flow of benefits from small-scale fisheries is important for meeting the Sustainable Development Goals in the region.publishedVersio
