    Money, mentoring and making friends: the impact of a multidimensional access program on student performance

    There is a well established socioeconomic gradient in educational attainment in all countries: young people from a low socioeconomic status (SES) will, on average, receive less education and do less well at school. While this is true virtually everywhere, this SES gradient is noticeably higher in Ireland compared to other OECD countries despite much effort in recent decades to address this inequality. This study evaluates a university access program in Ireland that provides financial, academic and social support to low SES students both prior to and after entry to university. It uses a natural experiment involving the gradual roll-out of the program to identify the effect of the program. The program has parallels with US Affirmative Action programs, although preferential treatment in this case is based on SES rather than ethnicity. Evaluating the effectiveness of programs targeting disadvantaged students in Ireland is particularly salient given the high rate of return to education and the lack of intergenerational mobility in educational attainment. Overall, we find positive treatment effects on first year exam performance, progression to second year and final year graduation rates, with the impact often stronger for higher ability students. We find similar patterns of results for students that entered through the regular system and the 'affirmative action' group i.e. the students that entering with lower high school grades. The program affects both male and female students, albeit in different ways. The study is unable to identify which specific component of the treatment is responsible for the effects but we find no evidence that changes in the financial support have an effect on student outcomes. This study suggests that access programs can be an effective means of improving academic outcomes for socio-economically disadvantaged students.Education inequality, Access programs, Natural experiment, Economics of education

    Publicly funded principal investigators allocation of time for public sector entrepreneurship activities

    In this paper we explore the allocation of time of publicly funded principal investigators (PIs) for public sector entrepreneurship activities. We examine their allocation of time in general to research activities and specifically at a project level in relation to the type of research, knowledge transfer activity, project impact, deliberate technology transfer strategy and boundary spanning activities using data from a full population survey of publicly funded PIs in Ireland in science, engineering and technology across national and European research programmes. We find that PIs who spend more time on general research related activities allocated a higher proportion of time to technology transfer activities and that PIs who spend more time on technology activities engaged more in end of project reports and collaborative research with industry. In relation to the importance placed on impact criteria, PIs who spend more time on research placed more importance on technology and market impacts than those spending less time on research related activities. Furthermore, PIs who spend more time on technology transfer placed greater value on technology transfer, market and economic impact. We find projects of PIs spending more time on research related activities had a greater impact on technology transfer and a greater market impact, according to the assessment of respondents, than the projects of PIs spending less time on research activities. Finally, with respect to boundary spanning activities we find PIs spending more time on research engaged more in direct consultation with industry end-users and direct consultation with their technology transfer office at the pre-proposal stage of their selected project and they had significantly larger than average amount of industry partners. We conclude our analysis by considering the implications for public sector entrepreneurship

    The Role of Project Coordinators in European Commission Framework Programme Projects

    This report presents key findings of the Innovation Radar Project Coordinators Survey in Framework Programme Research and Innovation projects, a purposeful sample of European Framework Programme (FP) Project Coordinators (PC). The objective is to identify the practices and activities of PCs leading EU FP projects and to understand their impact on innovation outcomes. The survey findings confirm the lynchpin role of PCs in the European FP R&I projects. Their role clearly extends significantly beyond that identified in the Horizon 2020 User Guide which sees the PC as “the main contact point between the consortium and the Commission for a particular grant”. The PC is far more than simply “the proposal initiator in the submission phase” but taking account of their prime role in project conceptualisation and consortia formation, the PC is in effect the principal translator of the EC funded research programme and responsible for how the majority of the European research budget is invested. Identifying the PC as a scientific entrepreneur significantly changes how the PC role is viewed. From an EC perspective, recognising the PC as a scientific entrepreneur means their engagement with the PC during the project should be less about monitoring and oversight during project implementation, and more about providing the entrepreneur with support.JRC.B.6-Digital Econom

    Organizational Ambidexterity and the Hybrid Middle Manager: The Case of Patient Safety in UK Hospitals

    This article focuses on knowledge management in UK hospitals as an area in which organizational ambidexterity (OA) is a necessary condition. In contrast to much of the literature on OA that looks at senior managers, we focus on the role of "hybrid" middle managers, professional workers who hold managerial responsibilities, in ensuring that the quality of care delivered is at an optimum "safe" level for patients. We examine the influence of prevailing tensions and competing agendas characteristic of a professionalized, public-sector context upon knowledge exploitation and exploration at the middle levels of the organization. Our study investigates how these tensions are experienced and reconciled at the individual level. We examine the contextual and personal circumstances that enable hybrid middle managers to forge workable compromises between exploration and exploitation to facilitate OA. We find that this process is contingent on professional legitimacy, social capital, and a holistic professional orientation. This has wider implications for human resource practice to support the discretion and motivation of hybrid middle managers to facilitate OA for enduring performance and advancement of best practice

    Molecular analysis of archival diagnostic prostate cancer biopsies identifies genomic similarities in cases with progression post-radiotherapy, and those with de novo metastatic disease

    Background: It is important to identify molecular features that improve prostate cancer (PCa) risk stratification before radical treatment with curative intent. Molecular analysis of historical diagnostic formalin-fixed paraffin-embedded (FFPE) prostate biopsies from cohorts with post-radiotherapy (RT) long-term clinical follow-up has been limited. Utilizing parallel sequencing modalities, we performed a proof-of-principle sequencing analysis of historical diagnostic FFPE prostate biopsies. We compared patients with (i) stable PCa (sPCa) postprimary or salvage RT, (ii) progressing PCa (pPCa) post-RT, and (iii) de novo metastatic PCa (mPCa). Methods: A cohort of 19 patients with diagnostic prostate biopsies (n = 6 sPCa, n = 5 pPCa, n = 8 mPCa) and mean 4 years 10 months follow-up (diagnosed 2009–2016) underwent nucleic acid extraction from demarcated malignancy. Samples underwent 3′RNA sequencing (3′RNAseq) (n = 19), nanoString analysis (n = 12), and Illumina 850k methylation (n = 8) sequencing. Bioinformatic analysis was performed to coherently identify differentially expressed genes and methylated genomic regions (MGRs). Results: Eighteen of 19 samples provided useable 3′RNAseq data. Principal component analysis (PCA) demonstrated similar expression profiles between pPCa and mPCa cases, versus sPCa. Coherently differentially methylated probes between these groups identified ~600 differentially MGRs. The top 50 genes with increased expression in pPCa patients were associated with reduced progression-free survival post-RT (p < 0.0001) in an external cohort. Conclusions: 3′RNAseq, nanoString and 850k-methylation analyses are each achievable from historical FFPE diagnostic pretreatment prostate biopsies, unlocking the potential to utilize large cohorts of historic clinical samples. Profiling similarities between individuals with pPCa and mPCa suggests biological similarities and historical radiological staging limitations, which warrant further investigation

    Caspase-2 is upregulated after sciatic nerve transection and its inhibition protects dorsal root ganglion neurons from Apoptosis after serum withdrawal

    Sciatic nerve (SN) transection-induced apoptosis of dorsal root ganglion neurons (DRGN) is one factor determining the efficacy of peripheral axonal regeneration and the return of sensation. Here, we tested the hypothesis that caspase-2(CASP2) orchestrates apoptosis of axotomised DRGN both in vivo and in vitro by disrupting the local neurotrophic supply to DRGN. We observed significantly elevated levels of cleaved CASP2 (C-CASP2), compared to cleaved caspase-3 (C-CASP3), within TUNEL+DRGN and DRG glia (satellite and Schwann cells) after SN transection. A serum withdrawal cell culture model, which induced 40% apoptotic death in DRGN and 60% in glia, was used to model DRGN loss after neurotrophic factor withdrawal. Elevated C-CASP2 and TUNEL were observed in both DRGN and DRG glia, with C-CASP2 localisation shifting from the cytosol to the nucleus, a required step for induction of direct CASP2-mediated apoptosis. Furthermore, siRNAmediated downregulation of CASP2 protected 50% of DRGN from apoptosis after serum withdrawal, while downregulation of CASP3 had no effect on DRGN or DRG glia survival. We conclude that CASP2 orchestrates the death of SN-axotomised DRGN directly and also indirectly through loss of DRG glia and their local neurotrophic factor support. Accordingly, inhibiting CASP2 expression is a potential therapy for improving both the SN regeneration response and peripheral sensory recovery

    Bump2Baby and Me:protocol for a randomised trial of mHealth coaching for healthy gestational weight gain and improved postnatal outcomes in high-risk women and their children

    BACKGROUND: Gestational diabetes (GDM) impacts 8–18% of pregnancies and greatly increases both maternal and child risk of developing non-communicable diseases such as type 2 diabetes and obesity. Whilst lifestyle interventions in pregnancy and postpartum reduce this risk, a research translation gap remains around delivering implementable interventions with adequate population penetration and participation. Impact Diabetes Bump2Baby is an implementation project of an evidence-based system of care for the prevention of overweight and obesity. Bump2Baby and Me is the multicentre randomised controlled trial investigating the effectiveness of a mHealth coaching programme in pregnancy and postpartum for women at high risk of developing GDM. METHODS: Eight hundred women will be recruited in early pregnancy from 4 clinical sites within Ireland, the UK, Spain, and Australia. Women will be screened for eligibility using the validated Monash GDM screening tool. Participants will be enrolled from 12 to 24 weeks’ gestation and randomised on a 1:1 basis into the intervention or control arm. Alongside usual care, the intervention involves mHealth coaching via a smartphone application, which uses a combination of synchronous and asynchronous video and text messaging, and allows for personalised support and goal setting with a trained health coach. The control arm receives usual care. All women and their children will be followed from early pregnancy until 12 months postpartum. The primary outcome will be a difference in maternal body mass index (BMI) of 0.8 kg/m(2) at 12 months postpartum. Secondary maternal and infant outcomes include the development of GDM, gestational weight gain, pregnancy outcomes, improvements in diet, physical activity, sleep, and neonatal weight and infant growth patterns. The 5-year project is funded by the EU Commission Horizon 2020 and the Australian National Health and Medical Research Council. Ethical approval has been received. DISCUSSION: Previous interventions have not moved beyond tightly controlled efficacy trials into routine service delivery. This project aims to provide evidence-based, sustainable support that could be incorporated into usual care for women during pregnancy and postpartum. This study will contribute evidence to inform the early prevention of non-communicable diseases like obesity and diabetes in mothers and the next generation.
