There is no better way to describe the legal status of the noblemen during the feudalism as József Eötvös did it in A falu jegyzője [The Town Clerk]. He used a reasoning of a legal expert to establish his point of view on the changes in the nobiliary counties, and this reaches its pitch in his novel ’The Town Clerk’. He saw the guarantee of the public law in centralism, and, according to him, this is necessary to establish a parliamentary system, and he thought that the biggest obstacle on the way of the new system is the retainment of the nobiliary county system. My study does not describe all parts of the novel which are relevant to legal history, but my aim is to show why the retainment of the nobiliary county system in that era was insupportable by giving a brief description of the characters of the book
