    Douala as a “hybrid space” : comparing online and offline representations of a sub-Saharan city

    This study investigates the complex relationship between the physical and digital spaces of the city of Douala, Cameroon by comparing its online representation with the social representations emerging orally by locals. Using the results of two existing studies reporting on the online image of the city, we investigate the social representations foreigners and locally relevant people have of Douala and uncover similarities and discrepancies of the two resulting representations. Outcomes from the analysis permit reflection on the implications of these and show an unripe, intermediate stage of the “hybrid Douala,” where the virtual space seems still not to be affecting the way the physical space is experienced, as well as where the gaps in the digital divide are perpetuated. At the same time, strong local ownership of certain digital activities suggests how the online image of the city is in the process of being constructed and developed locally. As the spaces of the city start appearing online, the process of hybridization between physical and digital Douala is slowly taking place and offline and online narratives, now rather separated, will possibly communicate a different image of the city to global online narratives

    Integrating mobile technologies to achieve community development goals: the case of telecenters in Brazil

    Telecenters and mobile technologies are two of the main interventions for reducing the digital divide and are primary tools for information access. The rapid and pervasive adoption of mobile technologies had called into question the necessity of continued investment in telecenters; however, telecenters have been credited for serving different needs than private mobile technologies. Users and stakeholders are shaping new ways of access, and telecenters and mobile technologies can benefit from each other to address the issue of underserved communities’ access to information. The literature has not yet extensively addressed this topic. The study presented in this paper has the twofold goal to understand (i) how mobile technologies are used by telecenters to enhance their services to the public, and (ii) whether telecenter operators perceive mobile technologies as viable instruments to innovate telecenters and pursue community development goals. Informed by the Theory of Social Representations (SR), the study presents responses to a questionnaire to Brazilian telecenter operators. Results show that telecenter operators have a positive attitude towards adopting mobile technologies to extend their telecenters’ services and meet their development goals, especially in the areas of education, knowledge, information and communication

    “When words become unclear” : unmasking ICT through visual methodologies in participatory ICT4D

    Across the globe, our work and social lives are increasingly integrated with Information and Communication Technologies (ICT), yet massive disparities in the values, uses and benefits of ICT exist. New methods are needed to shed light on unique and integrative concepts of ICT across cultures. This paper explores the use of visual methods to facilitate critical engagement with ICT—defined as situational awareness, reflexive ICT practice and power and control over ICT. This definition of critical ICT engagement is informed by a cultural identity lens, and intends to improve participatory methods in ICT for Development (ICT4D) and community technology design and application. Our notion of critical ICT engagement is developed through an analysis of three case studies, each employing visual methods to shed light on concepts and practices of ICT cross-culturally. This paper makes three contributions to the ICT4D literature. First, it establishes a cultural identity lens to chart out cultural differences between researchers and participants, and to develop situational awareness of ICT in context. Second, it defines the conceptual domain of reflexive ICT practice and establishes the key role of researchers in facilitating it. Third, it argues for the need to support participants to develop capacity to engage critically with ICT as a means to influence social and organizational structures. This paper offers a way for researchers and practitioners to engage with cultural issues in community-based research and design using visual methodologies

    Empathic humanitarianism: Understanding the motivations behind humanitarian work with migrants at the US–Mexico border

    Executive Summary The growing numbers of vulnerable migrants seeking shelter and refuge in the United States and Europe are finding increased racism and xenophobia as well as renewed efforts by humanitarian volunteers to offer them aid, sanctuary, and protection. This article sets forth a typology to better understand the motivations of volunteers working to help migrants in need of humanitarian assistance. Why do people go out of their way to offer humanitarian aid to someone they do not know and, in some cases, they will never meet? What are the drivers of altruistic behavior of humanitarian volunteers in the face of rising injustice, nationalism, and xenophobia? In answer to these questions, we offer a typology centered on empathic concern, differentiating secular/faith-based motivations, and deontological/moral-virtue motivations, with particular behaviors in each of the four resulting categories: the Missionary Type, the Good Samaritan Type, the Do Gooder Type, and the Activist Type. We also suggest four additional self-centered (non-altruistic, or not-other-centered) types (Militant, Crusader, Martyr, and Humanitarian Tourist). The nuances offered by this typology can help organizations working with migrants and refugees better understand and channel the enthusiasm of their volunteers and better meet the needs of the vulnerable populations they serve. This is especially important at a time when migration is being criminalized and when humanitarian aid is deemed unpatriotic, if not outright illegal. In the face of increased nationalistic and xenophobic messages surrounding migration, we need to articulate the altruistic humanitarian motivations of volunteers in the context of migration aid. Our typology may also be used to understand altruistic behaviors in other contexts such as disaster relief, community organization and activism, international adoptions, or organ donations to strangers, among others, in which altruistic empathic concern can be an important motivation driving people to act for the well-being of distant others

    Using photo-elicitation to explore social representations of community multimedia centers in Mozambique.

    Ten Mozambican Community Multimedia Centers (CMCs) were investigated by analyzing Social Representations of users and staff members. Photo-elicitation, an underexplored methodological approach in the domain of Information and Communication Technologies for Development (ICT4D), was employed to conduct the study, and a three-step qualitative content analysis was performed on both visual and textual data. Results tend to confirm and build upon outcomes from the existing literature on Public Access Venues (PAVs). Local communities value these centers because they bring social recognition to people working or learning there. The venues are associated with a symbolism that extends from the social recognition of the individual to the development and social inclusion of the whole community, which, because of the presence of the venue, does not feel left behind. In this vein, the study also shows that the importance of CMCs is often not related to the newest technology available, but to the technology that reaches the most of the community. The study also highlights neglected dimensions of CMCs, such as the importance of the exterior appearance of the venue, and the perception of a switch in their nature from static centers funded by third parties towards more entrepreneurial-driven ones. The presented research also contributes to the ICT4D field by proposing a promising research protocol, which is able to elicit representations otherwise difficult to obtain

    Exploring the meanings of community multimedia centers in Mozambique : a social representations perspective

    This article presents extensive research conducted in Mozambique that aims to deeply understand how different social groups understand community multimedia centers (CMCs), which are structures combining a community radio and a telecenter. The social representations theory was adopted to interpret narratives of 231 interviewees from 10 Mozambican provinces. Interviewees included representatives of initiating agencies, local staff members, CMC users (both the radio and telecenter components), users of only the community radio, and community members not using the CMCs. Following the analysis of transcribed interviews, six main clusters were identified, each of them shedding light on a specific understanding of a CMC. These are discussed according to a set of sociodemographic variables. This study suggests that the social representations theory is a valuable framework to provide an integrated view of ICT4D interventions by giving a voice to local perspectives without overlooking the initiating agencies’ expectations

    Critical incidents analysis : mismatching expectations and reconciling visions in intercultural encounters

    Conflicts among stakeholders are common in Community Informatics (CI) research. They often derive from mismatches of expectations and are exacerbated by communication and intercultural issues. Such mismatches are breaking points that might compromise the relationship of trust among project stakeholders and, ultimately, project outcomes. In CI, reflecting on moments of conflict and mismatch might help researchers attend to assumptions and interpret aspects of the cultural context of the communities they work with, as well as their own. This reflection should, then, contribute to a closer connection among stakeholders and sustainable project outcomes. In this paper, we present the Critical Incidents Analysis (CIA) Framework (Brunello, 2015), a tool that was conceived within the Community and Development Informatics field with the aim to reflect upon incidents and misunderstandings among stakeholders, their different cultural perspectives, and – eventually – deal with project breakdowns. We apply the framework to our own research where we analyse conflicts and mismatches of expectations that arose during the fieldwork conducted by two of the authors. We conclude that the CIA framework, applied “a posteriori” to our cases, was a useful tool to better analyse and report on our research, and to recast incidents as opportunities to enable a deeper understanding and – in some cases – build trust among stakeholders
