    Pricing joint use of municipal services : theoretical perspectives and regulatory issues

    This paper analyses price regulation of inter-municipal contracts in Finland to demonstrate interpretative problems of regulatory rules specifying full-cost or market prices and, by so doing, deepen understanding of the theoretical underpinnings for pricing collaborative municipal services. It considers how to price inter-municipal services taking into account the specific socio-economic nature of inter-municipal cooperation, including both financial and non-financial objectives, through a new joint-use pricing model of municipal services that challenges the supremacy of full-cost pricing requirements in cases of inter-municipal collaborative contracting.     Outsourcing in Sandy Springs and Other US Cities: Insights for Other Countries

    This paper analyses the partnership-based outsourcing model of service transformation in USA local government, focusing on the city of Sandy Springs which became widely known for its large-scale ‘turnkey’ outsourcing of provision of its services in the mid-2000s. This city has been referred to in the literature as a special case not applicable to other countries, such as the UK, because of their very different contexts. However, there is now a public sector austerity context within which to reassess Sandy Springs’ use of turnkey outsourcing to achieve significant cost savings and improve services. The paper reports empirical research which it uses to derive insights for municipalities considering outsourcing. Those insights can help improve both policy and professional practice by outlining key issues for consideration when trying to ‘do more with less’ money

Robottien toiminnan voidaan ajatella koostuvan kolmesta osa-alueesta: tekoÀlystÀ, sensoreista ja motoriikasta. Ihmisen ja robotin vÀlistÀ vuorovaikutusta kehitettÀessÀ tÀytyy jokaiseen osa-alueeseen kiinnittÀÀ huomiota. Robotin pÀÀ on erityisen tÀrkeÀssÀ roolissa ihmiskone-vuorovaikutuksessa, koska ihminen kiinnittÀÀ luonnostaan huomion kasvoihin. Projektissa tehtiin pÀÀ osaksi shakkia pelaavaa robottia. PÀÀ koostuu kaksi niveltÀ sisÀltÀvÀstÀ niskasta ja siihen kiinnitetystÀ ohjaustietokoneesta ja nÀytöstÀ. Vaatimuksena niskalle oli, ettÀ se pystyy katselemaan ympÀrilleen, eli etsimÀÀn mahdollisia vastustajia ja katsomaan shakkilautaa. Runko luotiin 3D-tulostimen ja laserleikkurin avulla. Nivelet olivat Dynamixel XL430-250 -servoja ja kasvoina kÀytettiin Raspberry Pi:tÀ ja siihen kytkettyÀ nÀyttöÀ. Nivelten ohjaamista varten toteutettiin ROS-paketti, joka pystyy kommunikoimaan eri moduulien kanssa ja muuttamaan tilaansa kommunikoinnin perusteella. Jatkossa niskan luonnollisuutta voitaisiin tutkia erilaisten runkorakenteiden, yksityiskohtaisemman ja luotettavan servon ohjauksen, ja persoonallisuutta tuovan ilmeikkÀiden kasvojen avulla.Constructing a robot neck with servos and a monitor. Abstract. Robots are used to help people in various tasks, and as robotics becomes more common, humans and robots are constantly interacting more. Robotics comprises of three fields: artificial intelligence, sensors and motorics. When developing robotics, it is essential to keep these fields in mind. The head of the robot is especially important, since humans have a natural tendency to focus on faces. In this project we created a head for a chess playing robot. The head comprises of a neck with two joints and microcomputer and a monitor attached to the neck. It was necessary for the neck that it would be able to turn, as if to look around, and spot possible opponents and the chess board. The frame was 3D-modelled and laser-cut. The joints were Dynamixel XL430-250 servos. Raspberry Pi doubled as the face and the microcontroller. The control of the servos was done with Robot Operating System, or ROS, which we created a module for. The module can communicate with other compatible modules and changing its state accordingly. With further development the neck could be improved for example with different structural solutions, more detailed and robust servo control, and a more complex and expressive face

    Evaluation of Innotrac Aio! Second-Generation Cardiac Troponin I Assay: The Main Characteristics for Routine Clinical Use

    The availability of a simple, sensitive, and rapid test using whole blood to facilitate processing and to reduce the turnaround time could improve the management of patients presenting with chest pain. The aim of this study was an evaluation of the Innotrac Aio! second-generation cardiac troponin I (cTnI) assay. The Innotrac Aio! second-generation cTnI assay was compared with the Abbott AxSYM first-generation cTnI, Beckman Access AccuTnI, and Innotrac Aio! first-generation cTnI assays. We studied serum samples from 15 patients with positive rheumatoid factor but with no indication of myocardial infarction (MI). Additionally, the stability of the sample with different matrices and the influence of hemodialysis on the cTnI concentration were evaluated. Within-assay CVs were 3.2%–10.9%, and between-assay precision ranged from 4.0% to 17.2% for cTnI. The functional sensitivity (CV = 20 %) and the concentration giving CV of 10% were approximated to be 0.02 and 0.04, respectively. The assay was found to be linear within the tested range of 0.063–111.6 ÎŒ g/L. The correlations between the second-generation Innotrac Aio!, Access, and AxSYM cTnI assays were good (r coefficients 0.947–0.966), but involved differences in the measured concentrations, and the biases were highest with cTnI at low concentrations. The second-generation Innotrac Aio! cTnI assay was found to be superior to the first-generation assay with regard to precision in the low concentration range. The stability of the cTnI level was best in the serum, lithium-heparin plasma, and lithium-heparin whole blood samples (n = 10 , decrease < 10 % in 24 hours at +20°C and at +4°C. There was no remarkable influence of hemodialysis on the cTnI release. False-positive cTnI values occurred in the presence of very high rheumatoid factor values, that is, over 3000 U/L. The 99th percentile of the apparently healthy reference group was ≀ 0.03   ÎŒ g/L. The results demonstrate the very good analytical performance of the second-generation Innotrac Aio! cTnI assay

    Relation between heart rate variability and spontaneous and induced ventricular arrhythmias in patients with coronary artery disease

    AbstractObjectives. The aim of this study was to determine the relation between autonomic control of heart rate and the spontaneous occurrence and inducibility of ventricular arrhythmias in patients with coronary artery disease.Background. Low heart rate variability increases the risk of arrhythmic events. It is not known whether impaired autonomic heart rate control reflects alterations in functional factors that contribute to the initiation of spontaneous arrhythmias or whether it is the consequence of an anatomic substrate for reentrant tachyarrhythmias.Methods. Fifty-four patients with coronary artery disease with a history of sustained ventricular tachycardia (n = 25) or cardiac arrest (n = 29) were studied by 24-h ambulatory electrocardiographic recording and by programmed electrical stimulation. Heart rate variability was compared among the patients with and without spontaneous ventricular arrhythmias and with and without inducibility of sustained ventricular tachyarrhythmias.Results. Eight patients had a total of 21 episodes of sustained ventricular tachycardia on Holter recordings. Standard deviation of RR intervals and low frequency and very low frequency components of heart rate variability were significantly blunted in patients with sustained ventricular tachycardias compared with those without repetitive ventricular ectopic activity (p < 0.05, p < 0.01 and p < 0.05, respectively). However, no significant alterations were observed in heart rate variability before the onset of 21 episodes of sustained ventricular tachycardia. Heart rate variability did not differ between the patients with or without nonsustained episodes of ventricular tachycardia. In patients with frequent ventricular ectopic activity, low frequency and very low frequency power components were significantly blunted compared with those with infrequent ventricular ectopic activity (p < 0.01 and p < 0.001, respectively). Heart rate variability did not differ significantly between the patients with and without inducible sustained ventricular tachyarrhythmias.Conclusions. Impaired very low and low frequency oscillation of heart rate reflects susceptibility to the spontaneous occurrence of ventricular arrhythmias but may not reflect the instantaneous triggers for life-threatening arrhythmias or a specific marker of the arrhythmic substrate for ventricular tachyarrhythmias

    HybridDeepRx: Deep Learning Receiver for High-EVM Signals

    In this paper, we propose a machine learning (ML) based physical layer receiver solution for demodulating OFDM signals that are subject to a high level of nonlinear distortion. Specifically, a novel deep learning based convolutional neural network receiver is devised, containing layers in both time- and frequency domains, allowing to demodulate and decode the transmitted bits reliably despite the high error vector magnitude (EVM) in the transmit signal. Extensive set of numerical results is provided, in the context of 5G NR uplink incorporating also measured terminal power amplifier characteristics. The obtained results show that the proposed receiver system is able to clearly outperform classical linear receivers as well as existing ML receiver approaches, especially when the EVM is high in comparison with modulation order. The proposed ML receiver can thus facilitate pushing the terminal power amplifier (PA) systems deeper into saturation, and thereon improve the terminal power-efficiency, radiated power and network coverage.Comment: To be presented in the 2021 IEEE International Symposium on Personal, Indoor and Mobile Radio Communication

    Self-Assembly of Supramolecular Triblock Copolymer Complexes

    Four different poly(tert-butoxystyrene)-b-polystyrene-b-poly(4-vinylpyridine) (PtBOS-b-PS-b-P4VP) linear triblock copolymers, with the P4VP weight fraction varying from 0.08 to 0.39, were synthesized via sequential anionic polymerization. The values of the unknown interaction parameters between styrene and tert-butoxystyrene and between tert-butoxystyrene and 4-vinylpyridine were determined from random copolymer blend miscibility studies and found to satisfy 0.031<χS,tBOS<0.034 and 0.39<χ4VP,tBOS<0.43, the latter being slightly larger than the known 0.30<χS,4VP≀0.35 value range. All triblock copolymers synthesized adopted a P4VP/PS core/shell cylindrical self-assembled morphology. From these four triblock copolymers supramolecular complexes were prepared by hydrogen bonding a stoichiometric amount of pentadecylphenol (PDP) to the P4VP blocks. Three of these complexes formed a triple lamellar ordered state with additional short length scale ordering inside the P4VP(PDP) layers. The self-assembled state of the supramolecular complex based on the triblock copolymer with the largest fraction of P4VP consisted of alternating layers of PtBOS and P4VP(PDP) layers with PS cylinders inside the latter layers. The difference in morphology between the triblock copolymers and the supramolecular complexes is due to two effects: (i) a change in effective composition and, (ii) a reduction in interfacial tension between the PS and P4VP containing domains. The small angle X-ray scattering patterns of the supramolecules systems are very temperature sensitive. A striking feature is the disappearance of the first order scattering peak of the triple lamellar state in certain temperature intervals, while the higher order peaks (including the third order) remain. This is argued to be due to the thermal sensitivity of the hydrogen bonding and thus directly related to the very nature of these systems.

    Broad‐scale patterns of the Afro‐Palaearctic landbird migration

    Aim: Knowledge of broad-scale biogeographical patterns of animal migration is important for understanding ecological drivers of migratory behaviours. Here, we present a flyway-scale assessment of the spatial structure and seasonal dynamics of the Afro-Palaearctic bird migration system and explore how phenology of the environment guides long-distance migration. Location: Europe and Africa. Time period: 2009–2017. Major taxa studied: Birds. Methods: We compiled an individual-based dataset comprising 23 passerine and near-passerine species of 55 European breeding populations, in which a total of 564 individuals were tracked during migration between Europe and sub-Saharan Africa. In addition, we used remotely sensed primary productivity data (the normalized difference vegetation index) to estimate the timing of vegetation green-up in spring and senescence in autumn across Europe. First, we described how individual breeding and non-breeding sites and the migratory flyways link geographically. Second, we examined how the timing of migration along the two major Afro-Palaearctic flyways is tuned with vegetation phenology at the breeding sites. Results: We found the longitudes of individual breeding and non-breeding sites to be related in a strongly positive manner, whereas the latitudes of breeding and non-breeding sites were related negatively. In autumn, migration commenced ahead of vegetation senescence, and the timing of migration was 5–7 days earlier along the Western flyway compared with the Eastern flyway. In spring, the time of arrival at breeding sites was c. 1.5 days later for each degree northwards and 6–7 days later along the Eastern compared with the Western flyway, reflecting the later spring green-up at higher latitudes and more eastern longitudes. Main conclusions: Migration of the Afro-Palaearctic landbirds follows a longitudinally parallel leapfrog migration pattern, whereby migrants track vegetation green-up in spring but depart before vegetation senescence in autumn. The degree of continentality along migration routes and at the breeding sites of the birds influences the timing of migration on a broad scale

    High-Dose Vitamin D Supplementation Does Not Prevent Allergic Sensitization of Infants

    Objective To investigate the effect of vitamin D supplementation dose on allergic sensitization and allergic diseases in infants, and to evaluate whether vitamin D status in pregnancy and at birth are associated with infant allergy outcomes. Study design Altogether, 975 infants participated in a randomized, controlled trial of daily vitamin D supplementation of 10 mu g (400 IU) or 30 mu g (1200 IU) from the age of 2 weeks. At 12 months of age, food and aeroallergen IgE antibodies were measured, and the occurrence of allergic diseases and wheezing were evaluated. Results We found no differences between the vitamin D supplementation groups in food (OR, 0.98; 95% CI, 0.66-1.46) or aeroallergen sensitization at 12 months (OR, 0.76; 95% CI,0.34-1.71). Allergic diseases or wheezing did not differ between groups, except for milk allergy which occurred more often in infants administered 30 mu g vitamin D compared with the 10 mu g dose (OR, 2.23; 95% CI, 1.00-4.96). Infants with high cord blood 25-hydroxyvitamin D (>= 100 nmol/L) had a higher risk of food allergen sensitization compared with those with lower 25(OH)D concentration (75-99.9 nmol/L; OR, 2.00; 95% CI, 1.19-3.39). Conclusions High-dose vitamin D supplementation did not prevent allergic sensitization, allergic diseases, or wheezing during the first year of life. In contrast, we observed an increased risk of milk allergy in infants randomized to higher vitamin D supplementation, and an increased risk of allergic sensitization in infants with high cord blood vitamin D status, indicating a possible adverse effect of high concentrations of vitamin D.Peer reviewe
