To what extent can dynamical models describe statistical features of turbulent flows?
Statistical features of "bursty" behaviour in charged and neutral fluid
turbulence, are compared to statistics of intermittent events in a GOY shell
model, and avalanches in different models of Self Organized Criticality (SOC).
It is found that inter-burst times show a power law distribution for turbulent
samples and for the shell model, a property which is shared only in a
particular case of the running sandpile model. The breakdown of self-similarity
generated by isolated events observed in the turbulent samples, is well
reproduced by the shell model, while it is absent in all SOC models considered.
On this base, we conclude that SOC models are not adequate to mimic fluid
turbulence, while the GOY shell model constitutes a better candidate to

Transitions and Probes in Turbulent Helium
Previous analysis of a Paris turbulence experiment \cite{zoc94,tab95} shows a
transition at the Taylor Reynolds number \rel \approx 700. Here correlation
function data is analyzed which gives further evidence for this transition. It
is seen in both the power spectrum and in structure function measurements. Two
possible explanations may be offered for this observed transition: that it is
intrinsic to the turbulence flow in this closed box experiment or that it is an
effect of a change in the flow around the anemometer. We particularly examine a
pair of ``probe effects''. The first is a thermal boundary layer which does
exist about the probe and does limit the probe response, particularly at high
frequencies. Arguments based on simulations of the response and upon
observations of dissipation suggests that this effect is only crucial beyond
\rel\approx 2000. The second effect is produced by vortex shedding behind the
probe. This has been seen to produce a large modification in some of the power
spectra for large \rel. It might also complicate the interpretation of the
experimental results. However, there seems to be a remaining range of data for
\rel < 1300 uncomplicated by these effects, and which are thus suggestive of

Research-policy partnerships - experiences of the Mental Health and Poverty Project in Ghana, South Africa, Uganda and Zambia
Background: Partnerships are increasingly common in conducting research. However, there is little published evidence about processes in research-policy partnerships in different contexts. This paper contributes to filling this gap by analysing experiences of research-policy partnerships between Ministries of Health and research organisations for the implementation of the Mental Health and Poverty Project in Ghana, South Africa, Uganda and Zambia. Methods: A conceptual framework for understanding and assessing research-policy partnerships was developed and guided this study. The data collection methods for this qualitative study included semi-structured interviews with Ministry of Health Partners (MOHPs) and Research Partners (RPs) in each country. Results: The term partnership was perceived by the partners as a collaboration involving mutually-agreed goals and objectives. The principles of trust, openness, equality and mutual respect were identified as constituting the core of partnerships. The MOHPs and RPs had clearly defined roles, with the MOHPs largely providing political support and RPs leading the research agenda. Different influences affected partnerships. At the individual level, personal relationships and ability to compromise within partnerships were seen as important. At the organisational level, the main influences included the degree of formalisation of roles and responsibilities and the internal structures and procedures affecting decision-making. At the contextual level, political environment and the degree of health system decentralisation affected partnerships. Conclusions: Several lessons can be learned from these experiences. Taking account of influences on the partnership at individual, organisation and contextual/system levels can increase its effectiveness. A common understanding of mutually-agreed goals and objectives of the partnership is essential. It is important to give attention to the processes of initiating and maintaining partnerships, based on clear roles, responsibilities and commitment of parties at different levels. Although partnerships are often established for a specific purpose, such as carrying out a particular project, the effects of partnership go beyond a particular initiative

Pandemic Boredom: Little Evidence That Lockdown-Related Boredom Affects Risky Public Health Behaviors Across 116 Countries
Some public officials have expressed concern that policies mandating collective public health behaviors (e.g., national/regional "lockdown ") may result in behavioral fatigue that ultimately renders such policies ineffective. Boredom, specifically, has been singled out as one potential risk factor for noncompliance. We examined whether there was empirical evidence to support this concern during the COVID-19 pandemic in a large cross-national sample of 63,336 community respondents from 116 countries. Although boredom was higher in countries with more COVID-19 cases and in countries that instituted more stringent lockdowns, such boredom did not predict longitudinal within-person decreases in social distancing behavior (or vice versa; n = 8,031) in early spring and summer of 2020. Overall, we found little evidence that changes in boredom predict individual public health behaviors (handwashing, staying home, self-quarantining, and avoiding crowds) over time, or that such behaviors had any reliable longitudinal effects on boredom itself. In summary, contrary to concerns, we found little evidence that boredom posed a public health risk during lockdown and quarantine
