    Linear theory of nonlocal transport in a magnetized plasma

    A system of nonlocal electron-transport equations for small perturbations in a magnetized plasma is derived using the systematic closure procedure of V. Yu. Bychenkov et al., Phys. Rev. Lett. 75, 4405 (1995). Solution to the linearized kinetic equation with a Landau collision operator is obtained in the diffusive approximation. The Fourier components of the longitudinal, oblique, and transversal electron fluxes are found in an explicit form for quasistatic conditions in terms of the generalized forces: the gradients of density and temperature, and the electric field. The full set of nonlocal transport coefficients is given and discussed. Nonlocality of transport enhances electron fluxes across magnetic field above the values given by strongly collisional local theory. Dispersion and damping of magnetohydrodynamic waves in weakly collisional plasmas is discussed. Nonlocal transport theory is applied to the problem of temperature relaxation across the magnetic field in a laser hot spot.Comment: 27 pages, 13 figure

    Фискальные эффекты применения методологии инициативного бюджетирования в сфере общественных финансов

    The subject of the research is the methodology and practice of initiative budgeting (the Russian term for participatory budgeting) as applied to taxation. The relevance of the study is explained by the fact that the experience accumulated in Russia allows us to speak about the productivity of the initiative budgeting methodology in relation to other areas of public finance. The initiative budgeting methodology is part of a more general theory of citizens’ participation in governance and budget decision-making, which is being formed in Russian and foreign studies. The article aims to study the emergence of fiscal effects of applying the methodology of initiative budgeting in public finance and to develop proposals on this basis aimed at finding reserves for increasing local budget revenues. To formulate conclusions and recommendations, the authors use methods such as content analysis of scientific publications on the development of participatory budgeting practices abroad and logical generalization. The study substantiates that one of the promising practices of initiative budgeting may be the participation of citizens in decision-making on the allocation of part of the expenditures of local budgets to co-finance projects of initiative budgeting. At the same time, additional positive effects appear in the form of increased motivation for collection and an overall increase in the volume of local taxes and fees. Thus, there is a productive integration of the initiative budgeting methodology and tax policy at the local level. The authors propose possible strategies for introducing an initiative budgeting experiment in Russian regions. The authors conclude that the initiative budgeting methodology allows creating ways to motivate local governments and citizens to increase local budget revenues. There is a prospect of expanding the scope of application of initiative budgeting tools to solve the financial problems of municipalities.Предметом исследования являются методология и практики инициативного бюджетирования применительно к налогообложению. Актуальность исследования объясняется тем, что опыт, накопленный инициативным бюджетированием в России, позволяет говорить о продуктивности методологии инициативного бюджетирования применительно к иным сферам общественных финансов. Методология инициативного бюджетирования является частью более общей теории вовлечения граждан в государственное управление и бюджетные решения, формирующейся в российских и зарубежных исследованиях. Целью статьи является исследование возникновения фискальных эффектов применения методологии инициативного бюджетирования в сфере общественных финансов и разработка на этой основе предложений, направленных на нахождение резервов увеличения доходов местных бюджетов. Использованы такие методы, как контент-анализ научных публикаций о развитии практик партисипаторного бюджетирования за рубежом, логическое обобщение для формулировки выводов и рекомендаций. Обосновано, что одной из перспективных практик инициативного бюджетирования может стать участие граждан в решениях о направлении части расходов местных бюджетов на софинансирование проектов инициативного бюджетирования. При этом появляются дополнительные положительные эффекты в форме повышения мотивации собираемости и общего роста объема поступлений местных налогов и сборов. Таким образом возникает продуктивная интеграция методологии инициативного бюджетирования и налоговой политики на местном уровне. Авторы предложили вероятные стратегии разворачивания эксперимента в субъектах Российской Федерации по внедрению инициативного бюджетирования. Сделан вывод, что методология инициативного бюджетирования позволяет создать способы мотивации органов местного самоуправления и граждан к увеличению объемов доходов местных бюджетов. В перспективе предполагается расширение сферы применения инструментария инициативного бюджетирования для решения финансовых проблем муниципальных образований

    RNF17 blocks promiscuous activity of PIWI proteins in mouse testes

    PIWI proteins and their associated piRNAs protect germ cells from the activity of mobile genetic elements. Two classes of piRNAs-primary and secondary-are defined by their mechanisms of biogenesis. Primary piRNAs are processed directly from transcripts of piRNA cluster loci, whereas secondary piRNAs are generated in an adaptive amplification loop, termed the ping-pong cycle. In mammals, piRNA populations are dynamic, shifting as male germ cells develop. Embryonic piRNAs consist of both primary and secondary species and are mainly directed toward transposons. In meiotic cells, the piRNA population is transposon-poor and largely restricted to primary piRNAs derived from pachytene piRNA clusters. The transition from the embryonic to the adult piRNA pathway is not well understood. Here we show that RNF17 shapes adult meiotic piRNA content by suppressing the production of secondary piRNAs. In the absence of RNF17, ping-pong occurs inappropriately in meiotic cells. Ping-pong initiates piRNA responses against not only transposons but also protein-coding genes and long noncoding RNAs, including genes essential for germ cell development. Thus, the sterility of Rnf17 mutants may be a manifestation of a small RNA-based autoimmune reaction

    We consider rotation of polarization plane of the laser light when a gas laser is placed in a longitudinal electric field (10~kV/cm). It is shown that residual anisotropy of the laser cavity 10^{-6} and the sensitivity to the angle of polarization plane rotation about 10^{-11} -10^{-12} rad allows one to measure an electron EDM with the sensitivity about 10^{-30} e cm.Comment: 12 page

    Pattern of expression of immune- and stroma-associated genes in blood of mice with experimental B16 melanoma

    The interaction between malignant and stromal cells represents a major cross-talk pathway upon carcinogenesis. Cellular elements of the reactive tumor stroma are a heterogeneous population which are represented specifically by cancer-associated fibroblasts (CAFs) and tumor-associated macrophages (TAM). It is not known whether expression of CAF- and TAM-associated genes could be detected in the peripheral blood of cancer patients to monitor a course of disease. The aim of the study was to assess the relative expression (RE) of cancer-related genes in peripheral blood of mice with experimental melanoma. Quantitative PCR was used to determine RE of 15 genes in the blood of C57BL/6j control mice and mice with injected B16 melanoma cells. The Kruskal-Wallis and the Fischer exact tests with correction on multiple comparisons, according­ to the Benjamini-Hochberg procedure with FDR = 0.2 were used for statistical analysis. Analysis of 15 immune and stromal markers RE showed differentiated expression of several CAF and TAM markers in mice with experimental melanoma in comparison with the control animals. Thus, CAF markers Acta2, Cxcl14, Fap and TAM markers Cd68, Ccl22 and Ccl17 were significantly upregulated, while Cd4, Cd3 were downregulated. This, together with increased expression of Cox-2 suggested a stable immunosuppressive state of mice with experimental melanomas. The results of the study showed that potential markers of cancer-associated fibroblasts and tumor-associated macrophages in peripheral blood of mice with experimental melanoma could be used for non-invasive detection of melanoma cell progression

    Cytoplasmic Compartmentalization of the Fetal piRNA Pathway in Mice

    Derepression of transposable elements (TEs) in the course of epigenetic reprogramming of the mouse embryonic germline necessitates the existence of a robust defense that is comprised of PIWI/piRNA pathway and de novo DNA methylation machinery. To gain further insight into biogenesis and function of piRNAs, we studied the intracellular localization of piRNA pathway components and used the combination of genetic, molecular, and cell biological approaches to examine the performance of the piRNA pathway in germ cells of mice lacking Maelstrom (MAEL), an evolutionarily conserved protein implicated in transposon silencing in fruit flies and mice. Here we show that principal components of the fetal piRNA pathway, MILI and MIWI2 proteins, localize to two distinct types of germinal cytoplasmic granules and exhibit differential association with components of the mRNA degradation/translational repression machinery. The first type of granules, pi-bodies, contains the MILI-TDRD1 module of the piRNA pathway and is likely equivalent to the enigmatic “cementing material” first described in electron micrographs of rat gonocytes over 35 years ago. The second type of granules, piP-bodies, harbors the MIWI2-TDRD9-MAEL module of the piRNA pathway and signature components of P-bodies, GW182, DCP1a, DDX6/p54, and XRN1 proteins. piP-bodies are found predominantly in the proximity of pi-bodies and the two frequently share mouse VASA homolog (MVH) protein, an RNA helicase. In Mael-mutant gonocytes, MIWI2, TDRD9, and MVH are lost from piP-bodies, whereas no effects on pi-body composition are observed. Further analysis revealed that MAEL appears to specifically facilitate MIWI2-dependent aspects of the piRNA pathway including biogenesis of secondary piRNAs, de novo DNA methylation, and efficient downregulation of TEs. Cumulatively, our data reveal elaborate cytoplasmic compartmentalization of the fetal piRNA pathway that relies on MAEL function
