Possibility to study eta-mesic nuclei and photoproduction of slow eta-mesons at the GRAAL facility
A new experiment is proposed with the aim to study eta-mesic nuclei and
low-energy interactions of eta with nuclei. Two decay modes of eta produced by
a photon beam inside a nucleus will be observed, namely a collisional decay
\eta N \to \pi N inside the nucleus and the radiative decay \eta \to \gamma
\gamma outside. In addition, a collisional decay of stopped S_{11}(1535)
resonance inside the nucleus, S_{11}(1535) N \to N N, will be studied. The
experiment can be performed using the tagged photon beam at ESRF with the
end-point energy 1000 MeV and the GRAAL detector which includes a
high-resolution BGO calorimeter and a large acceptance lead-scintillator
time-of-flight wall. Some results of simulation and estimates of yields are

The structural and parametrical organization of elements of a power supply system in the conditions of network centrism
Purpose. Development of indicators of the structural and parametrical organization of effective active and adaptive system of service of power supply systems in the conditions of ideology of Smart Grid. Methodology. In the conditions of application of ideology of Smart Grid for increase of intellectualization of electrical power system there is a need of introduction of the principle of a network centrism in the structural and parametrical organization of elements of power supply systems that involves performance of conditions on implementation of provisions of the principle of Situational Awareness. The essence of this principle consists in that, information on a condition of system has to be presented in the form convenient for the analysis, recognition, transfer, distribution and storage, to be coordinated for flexible and optimum development at the subsystem and object-by-object levels. Results. Structural and parametrical optimization of elements of power supply systems in the conditions of a network centrism and the concept of SG involves use of provisions of the theory of systems and concepts of multicriteria optimizing synthesis. It is offered to use the modified adaptive indicator of the generalizing effect of synthesis of structure of active and adaptive system of service of power supply systems in the form of a difference of the generalizing effects: the introduced option of structure of system and basic. Originality. Introduction of an adaptive indicator of synthesis of system of service of power supply systems considers the concept of Β«service of system on the basis of a responseΒ» in the presence of false and true refusals. Practical value. Turbine Spirometers Metrological Support
This article deals with the description of the device and principle of the turbine spirometer action. Mathematic model of the rotation of the rotor of the measuring turbine is shown. According to the results of the turbine research the method of determine the coefficients of the conversion function is proposed. In this paper experimental studies of the proposed method are conducted. Research results have shown the adequacy of the description of the transformation function and methods for determining the coefficients
Numerical computation of electric fields in presence of curvilinear interface between conductive and non-conductive media
Purpose. To elaborate a method of electric field numerical calculation in systems with curved boundaries between conductive and non-conductive media at final volume method usage and application of the rectangular grids. Methodology. At electric field calculation in quasi-stationary approximation, potential of the whole conductive object (rod) is constant. At final difference scheme writing, presence of the curved part of the boundary between conducting and non-conducting media has been taking into account as follows. It was supposed that curved section complements the closed loop on which integration of the solvable equation is done instead of a straight section which extends within a conducting medium. Usage of this approach allows taking into account square of the curved sections of the boundary and distance between surface of non conductive medium and nearest nodes of the computational grid. Results. Dependence of the maximum electric field intensity on the height and radius of curvature peaks rods has been got with the help of calculations. Russian authority and the Internet: safety vs freedom of speech
The Internet, in the era of its availability and popularity in modern Russia, plays the most important role both in the dissemination of information and in the daily communications of people. Mass media also use Internet platforms as the main ones in their activities, because traditional forms of media already have a smaller audience coverage, than online-editions. Due to the fact, that in the modern Russia traditional mass media are controlled by the authorities, the Internet remains the last platform, on which independent sources can lead their activities. For today, Internet is the main force, shaping public opinion and trends. In this regard, the current Russian government has a need to develop new measures and introduce new laws to regulate this area. But is it really the primary authority`s task to ensure security within the Russian Internet, or is it driven by the desire to take control of the Internet and restrict its freedom?The main actions of the Russian authorities, taken to ensure the security of the Russian Internet, in chronological order, have been considered and analyzed. Both texts of laws and their real results after adoption have been reviewed and analyzed. For each such action an assessment of public opinion in relation to these innovations has been adduced. The compliance of the stated goals and objectives of the draft laws with their actual results has been considered. The analysis of international assessments of freedom of the mass media, freedom of the Internet and individual freedom in the Russian Federation during various periods of the implementation of these laws in everyday life has been given
TO THE 100TH ANNIVERSARY OF THE NATIONAL ACADEMY OF SCIENCES OF UKRAINE β THE CRADLE OF DOMESTIC SCIENCE AND TECHNOLOGY
Purpose. Preparation of short scientifically-historical essay about creation and development of the National Academy of Sciences (NAS) of Ukraine. Methodology. Known scientific methods of collection, analysis and analytical treatment of scientific and technical information, touching creation and development of NAS of Ukraine and resulted in scientific monographs, journals and internet-reports. Results. A short scientifically-historical essay is presented about creation and development of NAS of Ukraine. The main scientific achievements of NAS of Ukraine in various fields of science are presented. It is pointed that a large scientifically-organizational contribution to these achievements brought by present President of NAS of Ukraine, Academician B.Ye. Paton, his 100th Birthday (27 November, 2018) coincides surprising appearance with the 100th anniversary of NAS of Ukraine. An important role of NAS of Ukraine in the development of society and international scientific and technical cooperation was noted. The results of scientific research, achieved over the past few years by the Institute of Technical Problems of Magnetism of the NAS of Ukraine (Kharkiv), as well as by the Institute of Ionosphere of the NAS and Departments of education and science (DES) of Ukraine (Kharkiv) are briefly presented. The research cooperation in the field of electrical engineering of NTU Β«KhPIΒ» with scientific institutions of the NAS of Ukraine is highlighted. Originality. Certain systematization is executed of known from scientific journals and other mass of scientific and technical materials, touching the results of activity of research workers of institutes of NAS of Ukraine in the last few years. Practical value.
