    Reproductive citizenship in Turkey: Abortion chronicles

    Cataloged from PDF version of article.This paper discusses the gendered nature of reproductive citizenship in contemporary Turkey through reading the abortion chronicles and exposes the utilization of women's bodies and subjection of women to demographic state policies. To this end, we focus on recent abortion debates originating from Prime Minister Erdoğan's statement on May 25, 2012 that suggested that “every abortion is a murder”. Our paper is a qualitative analysis of the arguments of the members of the parliament following PM's statement on abortion. We documented and contextualized the recurrent themes; (1) abortion as a rhetorical tool, (2) trivialization of abortion, (3) medicalization of abortion, (4) abortion in the cases of rape, (5) abortion as an economic imperative. As a result, we unravel the gendered discursive limits of “pro-abortion” arguments in Turkey and reveal the frameworks within which the political debates are shaped when women's bodies, sexualities and reproductive capacities are at stake

    Spectral formation in a radiative shock: application to anomalous X-ray pulsars and soft gamma-ray repeaters

    In the fallback disk model for the persistent emission of Anomalous X-ray pulsars (AXPs) and soft gamma-ray repeaters (SGRs), the hard X-ray emission arises from bulk- and thermal Comptonization of bremsstrahlung photons, which are generated in the accretion column. The relatively low X-ray luminosity of these sources implies a moderate transverse optical depth to electron scattering, with photons executing a small number of shock crossings before escaping sideways. We explore the range of spectral shapes that can be obtained with this model and characterize the most important parameter dependencies. We use a Monte Carlo code to study the crisscrossing of photons in a radiative shock in an accretion column and compute the resulting spectrum. As expected, high-energy power-law X-ray spectra are produced in radiative shocks with photon-number spectral index larger than or about 0.5. We find that the required transverse optical depth is between 1 and 7. Such spectra are observed in low-luminosity X-ray pulsars. We demonstrate here with a simple model that Compton upscattering in the radiative shock in the accretion column can produce hard X-ray spectra similar to those seen in the persistent and transient emission of AXPs and SGRs. In particular, one can obtain a high-energy power-law spectrum, with photon-number spectral index ~ 1 and a cutoff at 100 - 200 keV, with a transverse Thomson optical depth of ~ 5, which is shown to be typical in AXPs/SGRs.Comment: Accepted for publication in A&

    Characteristics of Marine Recreational Fishing in the anakkale Strait (Turkey)

    The economic and harvest impacts of Marine Recreational Fishing (MRF) in Çanakkale Strait were analysed along with fishing policy, sociology and habits of fishers. Data sources included field survey data carried out along the entire length of the Çanakkale strait and policy information gathered from published sources. MRF policy is commendable, even in the fishing tourism sector, and is better developed than that in many other European countries. In Çanakkale, 9.9% of the population is recreational fishers. Recreational fishers are typically men (90%), primarily those between the ages of 25 and 49 yrs. The occupation of the recreational fishers ranged from self-employed (28%), students (28%), retired persons (22%) and public employees (15%), to currently-unemployed persons (7%). An analysis of diel behaviour showed that most recreational fishers preferred fishing during the day (56.1%), while the evening was the next most preferred time for fishing (18%), followed by the night-time (9.8%), while a substantial number of recreational fishers (16.1%) reported that they fished at any time of day. The most popular type of fishing was shore-based (68%), followed by boat-based (21%), and underwater fishing (11%). The mean daily fishing times were 6.07 h d-1, 6.18 h d-1 4.75 d-1 for boat-based, underwater and shore-based fishing, respectively. Summer and autumn were the preferred seasons for shore-based and underwater fishing, while autumn and winter were preferred for boat-based fishing. The highest Catch per Unit Effort (CPUE) was observed for boat-based fishing (2.77 kg h-1), followed by underwater (0.97 kg h-1) and shore-based fishing (0.81 kg h-1). The catch composition included 51 species, though the catch composition of each fishing type was mostly comprised of only 3 or 4 species. The impact of the MRF harvest was high (30% of commercial fishing), particularly for bluefish (Pomatomus saltatrix) and picarel (Spicara smaris) species. The economic impact of MRF was highly negative. Several indicators including the following revealed a high percentage of trading catch (47%) being conducted under the guise of a recreational label: annual fishing intensity, total costs, target species, and sales. At present, it is evident that the highly developed recreational fishing policy in Turkey is not sufficient to ensure that recreational fishing is sustainable or to prevent fishing conflicts in Turkey.     Vulnerable identities: Pious women columnists' narratives on Islamic feminism and feminist self-identification in contemporary Turkey

    This paper presents the findings of a qualitative study on pious women columnists' negotiation of feminist self-identification in contemporary Turkey. Given the rise of the anti-feminist gender politics under the pro-Islamist AKP (Adalet ve Kalkinma Partisi) [Justice and Development Party] rule, it discusses how pious women columnists as crucial intellectual figures in the public sphere interpret feminism, Islamic feminism, and feminist self-identification. In this frame, the main aim of this study is to put forward the complexities of pious women columnists' positions in the public sphere and how this positionality affects their narratives about feminist self-identification in contemporary Turkey. Making use of the theoretical perspective provided by concepts such as "positionality" and "situatedness," this study concludes that negotiation of identity categories always takes place within the frame of reference, the contours of which is mapped out by one's position in the power configuration in society. Moreover, it brings into the open that the dialectical openings of Islamic feminism in pious women columnists' narratives can enhance the feminist coalitional politics in contemporary Turkey. © 2015 Elsevier Ltd

    Sex scandals in politics lead to intense public debates about fundamental issues, such as morality, publicity, and privacy, rendering gender inequalities more visible than ever. This article aims to reveal the complex gendered dynamics of the political culture by looking at sex scandals in contemporary Turkey. The ways in which these scandals have been narrated, negotiated, and resolved among the public and political actors provide grounds for analysis about the nature of patriarchal dynamics regarding women’s agency and public credibility communicated through their sexuality in contemporary Turkey.     Comparison of PI Controllers Designed for the Delay Model of TCP/AQM Networks

In order to address this problem in TCP/IP networks, Active Queue Management (AQM) scheme is recommended. AQM aims to minimize the congestion by regulating the average queue size at the routers. To improve upon AQM, recently, several feedback control approaches were proposed. Among these approaches, PI controllers are gaining attention because of their simplicity and ease of implementation. In this paper, by utilizing the fluid-flow model of TCP networks, we study the PI controllers designed for TCP/AQM. We compare these controllers by first analyzing their robustness and fragility. Then, we implement these controllers in ns-2 platform and conduct simulation experiments to compare their performances in terms of queue length. Taken together, our results provide a guideline for choosing a PI controller for AQM given specific performance requirements. (C) 2013 Elsevier B.V. All rights reserved
