    This project conducted by Milwaukee Area Technical College provides an in-depth analysis of the new populations of mothers (with children ages three to twelve months of age) that Wisconsin is now requiring to secure and hold employment as a condition of their receipt of public assistance under Wisconsin welfare policies eliminating AFDC. In all, 1,551 mothers participated in the assessment program. The three to four hour orientation and assessment process included a group session which detailed the upcoming changes in “W-2” (Wisconsin’s new system), child support policies, rights and responsibilities, followed by reading and math tests and in-depth interviews by project staff. Employment plans for each caretaker included an assessment of the employability of the individual using a classification system developed by project staff in cooperation with the Private Industry Council. These assessments represent one of the most comprehensive studies available on the population of mothers with young children who are expected to enter the labor force under many new state welfare initiatives. The recommendations and demographic analysis are based on the information obtained during the assessment process and the observations of MATC project staff

    Charge storage characteristics of ultra-small Pt nanoparticle embedded GaAs based non-volatile memory

    Charge storage characteristics of ultra-small Pt nanoparticle embedded devices were characterized by capacitance-voltage measurements. A unique tilt target sputtering configuration was employed to produce highly homogenous nanoparticle arrays. Pt nanoparticle devices with sizes ranging from ∼0.7 to 1.34 nm and particle densities of ∼3.3–5.9 × 1012 cm−2 were embedded between atomic layer deposited and e-beam evaporated tunneling and blocking Al2O3 layers. These GaAs-based non-volatile memory devices demonstrate maximum memory windows equivalent to 6.5 V. Retention characteristics show that over 80% charged electrons were retained after 105 s, which is promising for device applications

The article consists of six major area of interest; parent-child custody, sentencing, procedure, jurisdiction, evidentiary and constitutional which will be used to highlight some of the more significant decisions in the past year, thus enabling the reader to assess changes occurring in the juvenile system

    Ground Movement Characteristics above Mined Panels in Appalachia-an Empirical Approach

    The growing recognition of mining subsidence and its effects has provoked numerous investigations into the modeling and prediction of this phenomenon. Through an analysis of case histories and examination of the various modeling techniques, it has become apparent that empirical studies currently represent the most realistic approach to this problem. However, the collection, analysis and interpretation of subsidence and strain data acquired from case studies presents substantial difficulties, due to varying monitoring techniques and methods of analysis. In this paper it is suggested that a prescribed monitoring program could eliminate these problems and ensure quality data by standardizing the measurement process. Such an effort may also increase the number of case studies available for analysis, allowing more intense investigations of subsidence prediction methods. Finally, some basic subsidence relationships developed from the established subsidence data bank on longwall and room and pillar mines in Appalachia are discussed in detail. These relationships may provide important information on the characteristics of ground movements above mined areas and thus greatly facilitate engineering design under these conditions
