A minimal stochastic model for influenza evolution

We introduce and discuss a minimal individual-based model for influenza dynamics. The model takes into account the effects of specific immunization against viral strains, but also infectivity randomness and the presence of a short-lived strain transcending immunity recently suggested in the literature. We show by simulations that the resulting model exhibits substitution of viral strains along the years, but that their divergence remains bounded. We also show that dropping any of these features results in a drastically different behavior, leading either to the extinction of the disease, to the proliferation of the viral strains, or to their divergence

Pemanfaatan Digital Marketing oleh Pelaku UMKM Desa Melati 1 Kecamatan Perbaungan dalam Perspektif Ekonomi Islam

Pandangan mengenai digital marketing dalam konteks ekonomis Islam sebagai proses panjang maupun strategi yang efektif digunakan dalam berbagai konteks maupun kesejahteraan hingga kesepakatan bersama. Proses pemasaran digital ini mengandalkan syarat dan ketentuan dalam Islam. Beberapa kecanggihan teknologi yang memiliki korelasi dengan promosi juga harus mengacu pada nilai religious atau syariah sebagai contoh tidak boleh terdapat transaksi yang mengandung riba hingga adanya batasan pada tampilan di media sosial untuk menghindari judi (maisir) hingga berhubungan dengan tindakan jual beli produk yang bersifat haram atau dilarang dalam Islam. Proses pesatnya kecanggihan digital marketing ini sangat lekat kaitannya dengan kegiatan pencarian segmen pasar maupun kegiatan promosi yang dilakukan secara online. Beberapa jejaring atau media sosial sangat efisien untuk meningkatkan sarana promosi ini. Hal ini memberikan peluang bagi pemilik UMKM dalam menawarkan produknya secara online sekaligus memberikan deskripsi sebuah produk dengan berintegrasi pada kegiatan promosi di era digital. Penelitian ini bertujuan untuk memberikan penjelasan mengenai manfaat dari digital marketing terhadap adanya perkembangan UMKM yang terjadi di Desa Melati 1 Kecamatan Perbaungan serta memberikan pemaparan mengenai hal tersebut dengan prespektif ekonomi Islam sekaligus manfaat hal tersebut dilakukan di UMKM Desa Melati 1 Kecamatan Perbaungan. Metode penelitian yang dipergunakan adalah metode penelitian tipe kualitatif dengan menggunakan permodelan triangulasi serta menggunakan metode wawancara secara terstruktur sekaligus mendalam hingga melakukan observasi secara langsung pada pemilik UMKM yang teregistrasi di Kantor Lurah Desa Melati 1 Kecamatan Perbaungan. Hasil penelitian menunjukkan bahwa proses digital marketing menimbulkan manfaat yang positif bagi perkembangan UMKM di Desa Melati 1 Kecamatan Perbaungan serta dalam prespektif ekonomi Islam sendiri dapat diketahui bahwa digital marketing memberikan kemudahan bagi pemilik UMKM untuk menawarkan produknya di kalangan luas khususnya pada konsumen. Manfaat lainnya diimplementasikan dengan perluasan pangsa pasar yang secara Islam hal ini dinilai memiliki kesamaan dengan pemasaran yang dilakukan secara offline dengan syarat tidak diperbolehkan menyimpang dari syariah Islam

EKSISTENSI KEMENTERIAN NEGARA DALAM SISTEM PRESIDENSIL BERDASARKAN UNDANG-UNDANG NOMOR 39 TAHUN 2008 TENTANG KEMENTERIAN NEGARA

Pasal 4 ayat (1) UUD Negara RI Tahun 1945 dinyatakan bahwa wewenang eksekutif ada pada Presiden. Hal ini menunjukkan salah satu ciri penting dalam pemerintahan presidensial. Kemudian Pasal 17 UUD Negara RI Tahun 1945 mempertegas hal ini dengan menetapkan bahwa presidenlah yang memilih menterimenterinya. Dalam sistem presidensial ini, kedudukan eksekutif tidak tergantung kepada badan perwakilan rakyat. Adapun dasar hukum dari kekuasaan eksekutif dikembalikan kepada pemilihan rakyat. Sebagai kepala eksekutif, Presiden menunjuk pembantu-pembantu yang akan memimpin departemennya masingmasing dan mereka hanya bertanggung jawab kepada Presiden. Permasalahan yang akan dibahas dalam penelitian ini adalah Bagaiamanakah Kedudukan Kementerian Negara dalam Sistem Ketatanegaraan Indonesia Berdasarkan Undang-Undang Nomor 39 Tahun 2008 tentang Kementerian Negara. dan apakah Tugas dan Fungsi Kementerian Negara dalam Sistem Ketatanegaraan Indonesia Berdasarkan UndangUndang Nomor 39 Tahun 2008 tentang Kementerian Negara. Metode yang akan digunakan dalam penelitian ini adalah metode penelitian hukum normatif yang merupakan penelitian hukum kepustakaan, yaitu penelitian hukum yang dilakukan dengan cara meneliti bahan pustaka. Hasil penelitian ini menunjukan bahwa kedudukannya telah jelas dalam struktur ketatanegaraan kementerian berada dibawah dan bertanggung jawab kepada presiden secara langsung atas segala tugas dan kewajiban yang diemban oleh masing-masing menteri sesuai dengan bidangnya masing-masing. Sedangkan tugas, fungsi dan susunan organisasi Kementerian Negara diatur dengan Peraturan Presiden Nomor 68 Tahun 2019. On the accuracy of language trees

Historical linguistics aims at inferring the most likely language phylogenetic tree starting from information concerning the evolutionary relatedness of languages. The available information are typically lists of homologous (lexical, phonological, syntactic) features or characters for many different languages. From this perspective the reconstruction of language trees is an example of inverse problems: starting from present, incomplete and often noisy, information, one aims at inferring the most likely past evolutionary history. A fundamental issue in inverse problems is the evaluation of the inference made. A standard way of dealing with this question is to generate data with artificial models in order to have full access to the evolutionary process one is going to infer. This procedure presents an intrinsic limitation: when dealing with real data sets, one typically does not know which model of evolution is the most suitable for them. A possible way out is to compare algorithmic inference with expert classifications. This is the point of view we take here by conducting a thorough survey of the accuracy of reconstruction methods as compared with the Ethnologue expert classifications. We focus in particular on state-of-the-art distance-based methods for phylogeny reconstruction using worldwide linguistic databases. In order to assess the accuracy of the inferred trees we introduce and characterize two generalizations of standard definitions of distances between trees. Based on these scores we quantify the relative performances of the distance-based algorithms considered. Further we quantify how the completeness and the coverage of the available databases affect the accuracy of the reconstruction. Finally we draw some conclusions about where the accuracy of the reconstructions in historical linguistics stands and about the leading directions to improve it.Comment: 36 pages, 14 figure
