    Consensus on the Colorado: Issues in the allocation of a limited resource

    The purpose of this study was to identify current issues in water allocation in the Lower Colorado River Basin and to locate existing areas of consensus among its stakeholders. Surveys, both paper and web-based provided the data required to measure overwhelming agreement on issues. The data analysis served to locate the areas of agreement within and between interest groups. While overwhelming agreement between all groups proved to be a relatively rare occurrence, the existence of issue specific agreement between two or more groups was more common than expected. Accord was demonstrated in all four major areas: allocation, augmentation, conservation, and environmental protection. The conclusion here is that while important differences of opinion remain in the basin, agreement is more prevalent than anticipated. The existence of these areas of consensus augurs the possibility of successful future negotiations on the reallocation of Colorado River water. If managed well, through practiced consensus building techniques, stakeholders exhibit the potential to navigate future shortages competently while protecting the interests of their respective constituencies

    Finding compound structures in images using image segmentation and graph-based knowledge discovery

    We present an unsupervised method for discovering compound image structures that are comprised of simpler primitive objects. An initial segmentation step produces image regions with homogeneous spectral content. Then, the segmentation is translated into a relational graph structure whose nodes correspond to the regions and the edges represent the relationships between these regions. We assume that the region objects that appear together frequently can be considered as strongly related. This relation is modeled using the transition frequencies between neighboring regions, and the significant relations are found as the modes of a probability distribution estimated using the features of these transitions. Experiments using an Ikonos image show that subgraphs found within the graph representing the whole image correspond to parts of different high-level compound structures. ©2009 IEEE

    Effect of acute copper sulfate exposure on olfactory responses to amino acids and pheromones in goldfish (Carassius auratus)

    Exposure of olfactory epithelium to environmentally relevant concentrations of copper disrupts olfaction in fish. To examine the dynamics of recovery at both functional and morphological levels after acute copper exposure, unilateral exposure of goldfish olfactory epithelia to 100 μM CuSO4 (10 min) was followed by electro-olfactogram (EOG) recording and scanning electron microscopy. Sensitivity to amino acids (L-arginine and L-serine), generally considered food-related odorants, recovered most rapidly (three days), followed by that to catecholamines(3-O-methoxytyramine),bileacids(taurolithocholic acid) and the steroid pheromone, 17,20 -dihydroxy-4-pregnen- 3-one 20-sulfate, which took 28 days to reach full recovery. Sensitivity to the postovulatory pheromone prostaglandin F2R had not fully recovered even at 28 days. These changes in sensitivity were correlated with changes in the recovery of ciliated and microvillous receptor cell types. Microvillous cells appeared largely unaffected by CuSO4 treatment. Cilia in ciliated receptor neurones, however, appeared damaged one day post-treatment and were virtually absent after three days but had begun to recover after 14 days. Together, these results support the hypothesis that microvillous receptor neurones detect amino acids whereas ciliated receptor neurones were not functional and are responsible for detection of social stimuli (bile acidsandpheromones).Furthermore, differences in sensitivity to copper may be due to different transduction pathways in the different cell types
