    The International Management of Aboriginal Whaling

    Prior to the development of commercial whaling, several indigenous communities undertook hunts of whales to fulfill their subsistence needs. Fortunately, the two international conventions that implemented the regulation of commercial whaling did not lose sight of the needs of these aboriginal communities. How this was done, as well as the eventual evolution of the management of aboriginal whaling, is summarized in this review. The record shows that, whether in terms of exempting these aboriginal hunts from required management actions or of setting precautionary catch limits for otherwise protected stocks, an overriding management principle has emerged wherein international managers have been willing to accept conservation risks for aboriginal hunts that they otherwise would not assume for commercial operations. Although these risks were accepted, it was done at the cost to the aboriginal hunters of undertaking conservation measures often not applied to commercial hunts. While it is not clear from the record whether this guiding principle arose explicitly or implicitly, it is nevertheless explicitly clear that it has been and continues to be applied, and successfully so, when considering the conservation of the affected stocks

    Landscape transformations produce favorable roosting conditions for turkey vultures and black vultures

    Recent increases in turkey vulture (Cathartes aura) and black vulture (Coragyps atratus) populations in North America have been attributed in part to their success adapting to human-modified landscapes. However, the capacity for such landscapes to generate favorable roosting conditions for these species has not been thoroughly investigated. We assessed the role of anthropogenic and natural landscape elements on roosting habitat selection of 11 black and 7 turkey vultures in coastal South Carolina, USA using a GPS satellite transmitter dataset derived from previous research. Our dataset spanned 2006–2012 and contained data from 7916 nights of roosting. Landscape fragmentation, as measured by land cover richness, influenced roosting probability for both species in all seasons, showing either a positive relationship or peaking at intermediate values. Roosting probability of turkey vultures was maximized at intermediate road densities in three of four seasons, and black vultures showed a positive relationship with roads in fall, but no relationship throughout the rest of the year. Roosting probability of both species declined with increasing high density urban cover throughout most of the year. We suggest that landscape transformations lead to favorable roosting conditions for turkey vultures and black vultures, which has likely contributed to their recent proliferations across much of the Western Hemisphere

    The whaling issue: Conservation, confusion, and casuistry

    Morishita’s “multiple analysis”of the whaling issue [Morishita J. Multiple analysis of the whaling issue: Understanding the dispute by a matrix. Marine Policy 2006;30:802–8] is essentially a restatement of the Government of Japan’s whaling policy, which confuses the issue through selective use of data, unsubstantiated facts, and the vilification of opposing perspectives. Here, we deconstruct the major problems with Morishita’s article and provide an alternative view of the whaling dispute. For many people in this debate, the issue is not that some whales are not abundant, but that the whaling industry cannot be trusted to regulate itself or to honestly assess the status of potentially exploitable populations. This suspicion has its origin in Japan’s poor use of science, its often implausible stock assessments, its insistence that culling is an appropriate way to manage marine mammal populations, and its relatively recent falsification of whaling and fisheries catch data combined with a refusal to accept true transparency in catch and market monitoring. Japanese policy on whaling cannot be viewed in isolation, but is part of a larger framework involving a perceived right to secure unlimited access to global marine resources.
