Measuring Fiscal Sustainability for Practical Use in Short-Term Policy Making
This study aims to assess the gross domestic debt sustainability of Turkey through construction of a risk index suitable for short-term policy making. Construction of the risk index follows a methodology similar to the Garcia and Rigobon’s Risk Management Approach (2004). However, unlike most fiscal sustainability studies carried out for Turkey, our index is based on a finite time horizon approach and emphasizes the importance of having a forward-looking measure of fiscal dynamics rather than a test based on past behavior. Within this framework, the main contribution of this paper is to introduce the uncertainty and finite horizon approach into the analysis of the fiscal sustainability of Turkey. A vector-autoregression (VAR) model is used primarily to estimate the joint dynamics of the related macro-variables for the 1990:1-2007:9 periods. Then, the simulated fiscal variables are used to construct the risk index. This index is based on a comparison of a target level of the debt ratio with a simulated debt ratio. Female murderers: Examination of the relationship between childhood traumatic experiences and anger expression
Adverse childhood period and abuse experiences may lead to some problems later in life. One of these problems is aggressive behavior, which is thought to be a reflection of the child’s increasing anger (Page, 2004; Olive, 2007). Based on the fact that negative childhood experiences can lead to aggressive emotions, investigating the relationship between traumatic childhood experiences and female convicts’ aggression expression styles was considered important.Sample of the research consists of 77 females who are homicide convicts selected from correctional institutes in three different cities. Data gathered from the participants were examined by using the Turkish versions of The Childhood Trauma Questionnaire and The State-Trait Anger Scale.A positive and meaningful relationship between childhood trauma experiences and trait anger levels of participants was observed. In addition, there was a significant relationship between childhood trauma experiences and domestic violence as well as perceived problematic relationship with family members during childhood. Trait anger and internal anger were also found to be significantly related to perceived problematic relationship with family members during childhood. Results of the analyses were discussed in detail

Anların Yolcusu, Bora’nın Kitabı, Dönüş and Handan novels, Murathan Mungan’s
Son İstanbul, Cenk Hikâyeleri, Kaf Dağının Önü, Üç Aynalı Kırk Oda stories and
Hasan Ali Toptaş’s Sonsuzluğa Nokta, Bin Hüzünlü Haz, Gölgesizler and Uykuların
Doğusu novels. This study compares Ayşe Kulin and Murathan Mungan’s texts that
are shown under the title of “LGBTI literature” and Hasan Ali Toptaş novels which
have never been analysed with the focus of LGBTI and queer themes, and these texts
are being subjected to a closer look from queer theory perspective. It was aimed to
investigate the way of character creation and fiction in texts and also to investigate
effects of the qualities of literary works shown under LGBTI literature on the
construction of the bodies and performances of the characters of heteronormative and
dichotomous sex, sexual orientation, sexuality and desire dynamics.Queer theory brings new meanings to performances, bodies, species,
discourses and policies by being out of the normative field and violating norms.
Queer theory also strives to deconstruct the dichotomous, sharp and straight
boundaries of the norm and identity constructions. In this context, queer theory
enables to regard the fragility, transcendence, fluidity and movement of the
boundaries in the construction of identities. Thus, Mungan’s works differentiate from
Ayşe Kulin’s way of creating characters and fiction by deconstructing
heteronormativity and the dichotomous construction of gendered identities and
sexualities, while drawing a parallel path with Hasan Ali Toptaş’s novels. By this
way, through the queer potential in Mungan’s and Toptaş’s texts it is shown how the
fictional items, which have no straight boundaries, cannot easily be considered by

Investigation of Ultrasound-Measured Flow Rate and Wall Shear Rate in Wrist Arteries Using Flow Phantoms
The aim of this study was to evaluate the errors in measurement of volumetric flow rate and wall shear rate measured in radial and ulnar arteries using a commercial ultrasound scanning system. The Womersley equations were used to estimate the flow rate and wall shear rate waveforms, based on the measured vessel diameter and centerline velocity waveform. In the experiments, each variable (vessel depth, diameter, flow rate, beam-vessel angle and different waveform) in the phantom was investigated in turn, and its value was varied within a normal range while others were fixed at their typical values. The outcomes revealed that flow rate and wall shear rate were overestimated in all cases, from around 13% to nearly 50%. It is concluded that measurements of flow rate and wall shear rate in radial and ulnar arteries with a clinical ultrasound scanner are vulnerable to overestimation.</p
pH-responsive rotaxanes and polypseudorotaxanes
Cataloged from PDF version of article.In this study, a series of mechanically interlocked molecules like
polypseudorotaxanes, rotaxanes and pseudorotaxanes have been synthesized via CB6
catalyzed 1,3-dipolar cycloaddition using diazide and dialkyne monomers, which
contain long dodecyl and short propyl aliphatic spacers.
To reach these novel interlocked molecules, first appropriate monomeric units were
designed and synthesized. These monomeric units were diazido and dialkyne
functionalized, propyl and dodecyl spacers containing, diamine salts. These
monomers were fully characterized by spectroscopic techniques like 1H, 13C-NMR
and FT-IR and elemental analysis.
After the preparation of the monomers, polypseudorotaxanes were synthesized via
CB6 catalyzed 1,3-dipolar cycloaddition. The polymer formation proceeded through
step-growth polymerization in the presence of CB6. The reaction was followed by
1H-NMR spectroscopy easily, because the appearance of a diagnostic peak at 6.5
ppm indicated the formation of triazole ring, which joins the monomers.
The polypseudorotaxane was also characterized by spectroscopic techniques like 1H,
13C-NMR and FT-IR and matrix assisted laser desorption time-of-flight mass
spectrometry (MALDI-TOF MS). It produced a maximum mass at around 15600 Da which corresponds to about six repeating units that is basically 12 CB6s threaded
triazoles. The experimental results reveal that this polypseudorotaxane behaves as a
pH-driven polymeric switch. Thus, when amine groups are protonated at an
appropriate pH, CB6s are located on the triazole rings due to ion–dipole interaction,
whereas at high pH they move onto the hydrophobic aliphatic spacer rather than
slipping off the polypseudorotaxane.
After the synthesis of the polypseudorotaxanes, a series of rotaxanes and
pseudorotaxanes have also been synthesized using the already prepared dialkyne and
diazide monomers. Rotaxanation was also carried out via a 1, 3-dipolar cycloaddition
reaction catalyzed by CB6. Among them, a bistable CB6-based [3]rotaxane
synthesized through CB6 catalyzed 1,3-dipolar cycloaddition contains two
recognition sites and behaves as a reversible molecular switch. It exhibits
conformational changes caused by the movement of rings under base, acid and heat

Kent içi ulaşımda bisiklet : Kastamonu örneği
06.03.2018 tarihli ve 30352 sayılı Resmi Gazetede yayımlanan “Yükseköğretim Kanunu İle Bazı Kanun Ve Kanun Hükmünde Kararnamelerde Değişiklik Yapılması Hakkında Kanun” ile 18.06.2018 tarihli “Lisansüstü Tezlerin Elektronik Ortamda Toplanması, Düzenlenmesi ve Erişime Açılmasına İlişkin Yönerge” gereğince tam metin erişime açılmıştır.Dünya genelinde şehirlerde artan trafik beraberinde pek çok sorunu getirmektedir. Trafik, çevresel etkiler yanında insanlar ve canlılar üzerinde başta sağlık olmak üzere pek çok fiziksel ve ruhsal problemlere sebep olmaktadır. Şehirlerin yaşanabilir hale getirilmesi ve insanların hareketsizlikten kaynaklanan sağlık problemlerini çözmek için bisiklet ve bisiklet yolları alternatif bir çözüm olarak düşünülebilir. Ayrıca gelişmemiş ve gelişmekte olan ülkelerin enerjide dışa bağımlılığını azaltmak için de bir ulusal politika olarak bisiklet bir ulaşım aracı olarak dikkate alınabilir. Türkiye'de son yıllarda şehirlerde bisiklet kullanımına yönelik önemli çalışmalar yapılmakta ve bisiklete olan ilgi artmaktadır. Ancak bisiklet yollarının belirlenmesiyle ilgili olarak mutlaka bisiklet yolu tasarım kriterlerinin dikkate alınması ve ulaşım planlama teknikleri ile yolculuk analizlerinin yapılması gerekmektedir. Bu çalışmada, bisiklet yolu tasarım ilkeleri ve ulaşım planlaması teknikleri kullanılarak ve bisiklet kullanımı ile ilgili anket çalışmaları yapılarak Kastamonu ili ölçeğinde bisiklet yollarının belirlenmesine yönelik bir araştırma yapılmıştır. Anket çalışmaları değerlendirilmiş ve bisiklet yolu tasarım kriterleri de dikkate alınarak Kastamonu ili için uygun bisiklet yolu güzergahları belirlenmiştir. Kastamonu ilinin yol ağı, toplu taşıma güzergahları, güzergahlarda gerçekleşen otobüs seferleri ve bölgeler arası otomobil yolculukları gibi veriler toplanarak Visum ulaşım planlama programına aktarılmıştır. Visum programında ulaşım planlaması atama teknikleri kullanılarak özel oto ve toplu taşın yolculuklarının yol ağına ataması yapılmıştır. Bisiklet yolu yapımına uygun yol ağlarında atama analizi sonucu bulunan yolcuklardan bisiklet kullanımını tercih edeceklerin oranı belirlenmiş ve kapasite analizleri yapılmıştır. Ayrıca Kastamonu'da bisiklet kullanımı ile şehir içi yol ağlarında ve toplu taşıma sisteminde oluşacak rahatlamanın değerlendirilmesi yapılmıştır.Around the world there is an increasing traffic in cities causing many problems. Besides environmental effects, traffic causes many physical and psychological problems, especially health, on people and animals. Bicycle and bicycle routes can be considered as an alternative solution to make the cities liveable and to solve the health problems of people basically originated from inactivity. In addition, bicycles can be regarded as a means of transportation to reduce the energy dependency of underdeveloped and developing countries considering as a national policy. In recent years, important studies have been carried out in Turkey on the use of bicycles and there is an increasing demand to the bicycles and bicycles routes. However, it is absolutely important to consider bicycle route design principles and to use transportation planning and trip analyses techniques to determination bicycle routes. In this study, a survey was conducted to determine the bicycle routes in Kastamonu province by using bicycle route design principles, transportation planning techniques and conducting survey studies on bicycle use. Survey studies were evaluated bicycle route design criteria were taken into consideration and finally bicycle routes were determined in Kastamonu province. The road network, public transport routes, bus services taking place along the routes and car journeys between the regions were collected and transferred to Visum transportation planning program. In the Visum program, private car and public transport journeys were assigned to the road network using transportation planning assignment techniques. The percentage of cycling users on the suitable bicycle routs were determined by considering and finally capacity analyses were performed for the bicycle routes. In addition, evaluation was made for Kastamonu province's transportation system in case of bicycle rout design and bicycle use with their advantages
“Angel Investors” in Entrepreneurship: An Assessment on Turkey Model

country there is little if any in Turkey regarding of scientific research. As well as any quantitative research not exist on the field, the searches carried out are discussed as qualitative and literature study. Abstract This research aims to identify the attitudes of university students, who are assumed to keep up with innovative changes and developments, towards technology. It is also aimed to test and improve the validity and reliability of the scale through methods such as factor analysis and confirmatory factor analysis. Students are asked questions about their purpose in following up the technology, the effect of innovation on their lives as well as the questions about their level of using Internet and smart phone, which have a significant place in technology. Considering the answers of students having participated in the research, it is possible to state that their reactions to the concepts of technology and innovation are at the medium level. They also think that technology is now a lifestyle rather than a madness and they see technology as a part of their lives. It is possible to say assume that the uncertainty in their answers is the indicator of this fact
