Partisan Monetary Policies: Presidential Influence through the Power of Appointment
We investigate the channels through which partisan influence from a Presidential administration could affect monetary policy-making.Influence could be a result of direct Presidential pressure exerted on members of the Federal Open Market Committee (FOMC), or it could be a result of partisan considerations in Presidential appointments to the Board of Governors. To investigate these two channels of influence, we devise and apply a method for estimating parameters of monetary policy reaction functions that can vary across individual members of the FOMC Our results suggest that the appointments process is the primary mechanism by which partisan differences in monetary policies arise
Pilots' use of a traffic alert and collision-avoidance system (TCAS 2) in simulated air carrier operations. Volume 2: Appendices
Pilots' use of and responses to a traffic alert and collision-avoidance system (TCAS 2) in simulated air carrier line operations are discribed in Volume 1. TCAS 2 monitors the positions of nearby aircraft by means of transponder interrogation, and it commands a climb or descent which conflicting aircraft are projected to reach an unsafe closest point-of-approach within 20 to 25 seconds. A different level of information about the location of other air traffic was presented to each of three groups of flight crews during their execution of eight simulated air carrier flights. A fourth group of pilots flew the same segments without TCAS 2 equipment. Traffic conflicts were generated at intervals during the flights; many of the conflict aircraft were visible to the flight crews. The TCAS equipment successfully ameliorated the seriousness of all conflicts; three of four non-TCAS crews had hazardous encounters. Response times to TCAS maneuver commands did not differ as a function of the amount of information provided, nor did response accuracy. Differences in flight experience did not appear to contribute to the small performance differences observed. Pilots used the displays of conflicting traffic to maneuver to avoid unseen traffic before maneuver advisories were issued by the TCAS equipment. The results indicate: (1) that pilots utilize TCAS effectively within the response times allocated by the TCAS logic, and (2) that TCAS 2 is an effective collision avoidance device. Volume 2 contains the appendices referenced in Volume 1, providing details of the experiment and the results, and the text of two reports written in support of the program

Monetary Policy Preferences of Individual FOMC Members: A Content Analysis of the Memoranda of Discussion
The Memoranda of Discussion provide detailed records of Federal Open Market Committee (FOMC) meeting deliberations. Procedures are developed for coding the textual data in the Memoranda and assessing the reliability of those codings. The codings are then used in the estimation of parameters of individual FOMC members\u27 reaction functions. Data from the 1970 to 1976 period are employed in the estimation. In the future, similar methods could be used to analyze newly released transcripts of FOMC meetings held after 1976

A thrips vector of tomato spotted wilt virus responds to tomato acylsugar chemical diversity with reduced oviposition and virus inoculation.
There is increasing evidence that acylsugars deter insect pests and plant virus vectors, including the western flower thrips (WFT), Frankliniella occidentalis (Pergande), vector of tomato spotted wilt virus (TSWV). Acylsugars are sugar-polyesters composed of saturated, un-saturated, and variously branched short and long chain fatty acids (FAs) esterified to a glucose (acylglucose) or sucrose (acylsucrose) moiety. We sought to understand how acylsucrose amount and composition of associated FA profiles interacted to mediate resistance to WFT oviposition and TSWV inoculation on tomato leaves. Towards this goal, we examined WFT oviposition and TSWV inoculation behavior on tomato lines bred to exude varying amounts of acylsucrose in association with diverse FA profiles. Our data show that as acylsucrose amounts increased, WFT egg-laying (oviposition) decreased and TSWV inoculation was suppressed. Western flower thrips also responded to FA profiles that included iC4, iC11, nC12 and nC10 FA. These findings support improving acylsugar-mediated resistance against WFT by breeding tomatoes exuding greater amounts of acylsucrose associated with specific FA profiles. We show that increasing acylsucrose amount output by type IV trichomes and selecting for particular FA profiles through advanced breeding profoundly affects WFT behavior in ways that benefit management of WFT as direct pests and as TSWV vectors
Association between optic disc pallor and lacunar stroke
Objective: To test for associations between optic disc pallor and two clinical variables – ischaemic stroke subtype (cortical, lacunar), and cerebral small vessel disease (SVD) scores in a cohort of hospital patients admitted with mild stroke (Mild Stroke Study 1).Methods: We used previously validated software PallorMetrics to quantify optic disc pallor in colour fundus photographs of patients diagnosed as having either cortical (N = 92) or lacunar (N = 92) stroke. We used logistic regression to assess the relationship between stroke type and disc pallor in several zones, and ordinal logistic regression to assess the relationship between disc pallor and total SVD score. Left and right eyes were analysed separately. Results: In the right eye, independent of age, sex, disc area, hypertension, and diabetes, increased optic disc pallor was significantly associated with lacunar stroke in all zones (for global pallor: OR per SD increase = 1.55 [CI: 1.11 – 2.17], p = 0.011) and total SVD score in the temporal superior (standardized β = 0.36, SE = 0.15, p = 0.020) and nasal-inferior zones (standardized β = 0.44, SE = 0.15, p = 0.004) in the right eye. Weaker trends were observed in the left eye; however, these did not reach statistical significance. Conclusion: Optic disc pallor may be associated with SVD severity and lacunar stroke, which may reflect vascular damage to the optic nerve or its pathways. Our findings underscore the utility of colour fundus photography to learn more about SVD pathology.<br/
Absorbent particles, especially catamenials, having improved fluid directionality, comfort and fit
Absorbent articles, especially sanitary napkins, contain fibers with intra-fiber capillary channels. In-use, the capillary channel fibers direct menses to a storage layer, thereby minimizing product failure and staining of undergarments. The capillary channel fibers can protrude into, or through, a topsheet to provide very aggressive transport of vaginal discharges
Theory of Cylindrical Tubules and Helical Ribbons of Chiral Lipid Membranes
We present a general theory for the equilibrium structure of cylindrical
tubules and helical ribbons of chiral lipid membranes. This theory is based on
a continuum elastic free energy that permits variations in the direction of
molecular tilt and in the curvature of the membrane. The theory shows that the
formation of tubules and helical ribbons is driven by the chirality of the
membrane. Tubules have a first-order transition from a uniform state to a
helically modulated state, with periodic stripes in the tilt direction and
ripples in the curvature. Helical ribbons can be stable structures, or they can
be unstable intermediate states in the formation of tubules.Comment: 43 pages, including 12 postscript figures, uses REVTeX 3.0 and
