    Pelanggaran Kode Etik Jurnalistik Dalam Berita Kampanye Pemilihan Umum Calon Kepala Daerah Jawa Timur Periode 2014-2019 Di TVRI Jawa Timur

    TVRI pernah menyiarkan konvensi partai demokrat yang ditayangkan live. Atas kasus tersebut, TVRI kemudian dianggap tidak lagi menjadi lembaga yang netral. Dalam kaitannya dengan pemilihan umum kepala daerah JawaTimur, terdapat seorang pasangan incumbent yang kembali maju sebagai calon kepala kepala daerah Jawa Timur. Pasangan tersebut berasal dari Partai Demokrat dan juga merupakan bagian dari pemerintahan yang turut menyuplai pendanaan TVRI Jawa Timur. Oleh sebab itu menarik untuk dilihat dari sisi etika pemberitaan, apakah terdapat pelanggaran Kode Etik Jurnalistik dalam berita kampanye pemilihan umum kepala daerah JawaTimur periode 2014-2019 di TVRI Jawa Timur. Etika adalah standar moral jurnalis dalam berprofesi, dan kekuatannya terletak pada hati nurani, sehingga rentan untuk dilanggar.Penelitian ini mengambil pendekatan kuantitatif dengan metode analisis isi. Hasil penelitian menunjukkan, dalam menayangkan berita kampanye pemilihan umum kepala daerah Jawa Timur periode 2014-2019, terdapat pelanggaran yang dilakukan oleh TVRI Jawa Timur. Pelanggaran ditemukan terkait Pasal 1 dan Pasal 3 Kode Etik Jurnalistik. Terdapat beberapa berita yang tidak melakukan verifikasi maupun pengujian informasi atas data maupun keterangan dari narasumber. Terdapat pula berita yang tidak berimbang, baik dalam cover both sides maupun durasi pemberitaan kampanye masing-masing calon. Selain itu, ditemukan pula adanya berita yang mencampurkan fakta dan opini yang menghakimi

    Potential Implications of a Special Safeguard Mechanism in the WTO: the Case of Wheat

    The Special Safeguard Mechanism (SSM) was a key issue in the July 2008 failure to reach agreement in the WTO negotiations under the Doha Development Agenda. It includes both price (P-SSM) and quantity-triggered measures (Q-SSM). This paper uses a stochastic simulation model of the world wheat market to investigate the effects of policy makers implementing policies based on the SSM rules. As expected, implementation of the Q-SSM is found to reduce imports, raise domestic prices, and boost mean domestic production in the SSM regions. However, rather than insulating countries that use it from price volatility, it would actually increase domestic price volatility in developing countries, largely by restricting imports when domestic output is low and prices high. We estimate that implementation of the Q-SSM would shrink average wheat imports by nearly 50% in some regions, with world wheat trade falling by 4.7%.     Results of aircraft open-loop tests of an experimental magnetic leader cable system for guidance during roll-out and turnoff

    An experimental magnetic leader cable (MLC) system designed to measure aircraft lateral displacement from centerline and heading relative to centerline during rollout, turnoff, and taxi was tested at NASA's Wallops Flight Facility using NASA's Transport System Research Vehicle (TSRV), a modified B-737. The MLC system consisted of ground equipment that produced a magnetic field about a wire along runway centerline and airborne equipment that detected the strength and direction of this field and computed displacement and heading. Results of these tests indicate that estimates of aircraft displacement from centerline produced by the magnetic leader cable system using either of the two algorithms appear to be adequate for use by an automatic control system during rollout, turnoff, and taxi. Estimates of heading, however, are not sufficiently accurate for use, probably because of distortion of the magnetic field by the metal aircraft

    Bilinear modeling and nonlinear estimation

    New methods are illustrated for online nonlinear estimation applied to the lateral deflection of an elastic beam on board measurements of angular rates and angular accelerations. The development of the filter equations, together with practical issues of their numerical solution as developed from global linearization by nonlinear output injection are contrasted with the usual method of the extended Kalman filter (EKF). It is shown how nonlinear estimation due to gyroscopic coupling can be implemented as an adaptive covariance filter using off-the-shelf Kalman filter algorithms. The effect of the global linearization by nonlinear output injection is to introduce a change of coordinates in which only the process noise covariance is to be updated in online implementation. This is in contrast to the computational approach which arises in EKF methods arising by local linearization with respect to the current conditional mean. Processing refinements for nonlinear estimation based on optimal, nonlinear interpolation between observations are also highlighted. In these methods the extrapolation of the process dynamics between measurement updates is obtained by replacing a transition matrix with an operator spline that is optimized off-line from responses to selected test inputs

    A prosthetic device has been developed for below-the-elbow amputees. The device consists of a cuff, a stem, a housing, two hook-like fingers, an elastic band for holding the fingers together, and a brace. The fingers are pivotally mounted on a housing that is secured to the amputee's upper arm with the brace. The stem, which also contains a cam, is rotationally mounted within the housing and is secured to the cuff, which fits over the amputee's stump. By rotating the cammed stem between the fingers with the lower arm, the amputee can open and close the fingers
