Hydrogen bonding and coordination in normal and supercritical water from X-ray inelastic scattering

A direct measure of hydrogen bonding in water under conditions ranging from the normal state to the supercritical regime is derived from the Compton scattering of inelastically-scattered X-rays. First, we show that a measure of the number of electrons $n_e$ involved in hydrogen bonding at varying thermodynamic conditions can be directly obtained from Compton profile differences. Then, we use first-principles simulations to provide a connection between $n_e$ and the number of hydrogen bonds $n_{HB}$. Our study shows that over the broad range studied the relationship between $n_e$ and $n_{HB}$ is linear, allowing for a direct experimental measure of bonding and coordination in water. In particular, the transition to supercritical state is characterized by a sharp increase in the number of water monomers, but also displays a significant number of residual dimers and trimers.Comment: 14 pages, 5 figures, 1 tabl

Les pratiques infra-droit du dispositif parisien des mineurs étrangers isolés sous le feu des critiques du Défenseur des droits

C’est une énième condamnation du dispositif français de prise en charge des mineurs isolés étrangers (MIE) qui vient d’être prononcée le 29 août 2014 par le Défenseur des droits. Saisi par un collectif d’associations et après investigations sur place, celui-ci a eu l’occasion de constater le mépris flagrant des principes juridiques les plus élémentaires quant à la prise en charge des mineurs isolés étrangers. Cette décision s’inscrit dans une dynamique de dénonciation de la situation de ces mineurs sur le sol français qui tend à s’intensifier mais qui demeure encore insuffisante afin de recadrer les largesses prises par les services départementaux et l’association France Terre d’Asile, souvent situés en marge de la légalité. Ainsi, rappelant l’intérêt de la bienveillance et les méfaits de la suspicion, le défenseur des droits s’emploie à rétablir le cadre légal et à promouvoir les perspectives d’intégration des mineurs étrangers isolés

Emergence of ferromagnetism and Jahn-Teller distortion in low Cr-substituted LaMnO3

The emergence of a ferromagnetic component in $LaMnO_{3}$ with low Cr-for-Mn substitution has been studied by x-ray absorption spectroscopy and x-ray magnetic circular dichroism at the Mn and Cr K edges. The local magnetic moment strength for the Mn and Cr are proportional to each other and follows the macroscopic magnetization. The net ferromagnetic components of $Cr^{3+}$ and $Mn^{3+}$ are found antiferromagnetically coupled. Unlike hole doping by La site substitution, the inclusion of $Cr^{3+}$ ions up to x = 0.15 does not decrease the Jahn-Teller (JT) distortion and consequently does not significantly affect the orbital ordering. This demonstrates that the emergence of the ferromagnetism is not related to JT weakening and likely arises from a complex orbital mixing.Comment: 5 figure

Après un an d’application, la CNCDH fustige le dispositif de la circulaire « Taubira » relative aux mineurs isolés étrangers

Tout juste un an après l’entrée en vigueur de la circulaire du 31 mai 2013 « relative aux modalités de prise en charge des jeunes isolés étrangers », la Commission nationale consultative des droits de l’homme s’est autosaisie conformément à l’article 2 du décret n° 2007-1137 du 26 juillet 2007 pour rendre un avis sur la situation des mineurs isolés étrangers (MIE) présents sur le territoire national. Dans cet avis en date du 26 juin 2014, sont mises en exergue les nombreuses carences qui n’ont pu être comblées – ou qui ont été suscitées – par les orientations énoncées dans la circulaire « Taubira ». À cette occasion, la Commission insiste particulièrement sur la nécessité d’assurer la pleine effectivité des droits de ces mineurs et présente à cette fin d’utiles recommandations en vue de faire évoluer le cadre normatif français, insuffisant en l’état actuel pour leur garantir une protection optimale

A thermosyphon-driven hydrothermal flow-through cell for in situ and time-resolved neutron diffraction studies

A flow-through cell for hydrothermal phase transformation studies by in situ and time-resolved neutron diffraction has been designed and constructed. The cell has a large internal volume of 320 ml and can operate at temperatures up to 573 K under autogenous vapor pressures (ca 8.5 106 Pa). The fluid flow is driven by a thermosyphon, which is achieved by the proper design of temperature difference around the closed loop. The main body of the cell is made of stainless steel (316 type), but the sample compartment is constructed from non-scattering Ti–Zr alloy. The cell has been successfully commissioned on Australia’s new high-intensity powder diffractometer WOMBAT at the Australian Nuclear Science and Technology Organization, using two simple phase transformation reactions from KAlSi2O6 (leucite) to NaAlSi2O6H2O (analcime) and then back from NaAlSi2O6H2O to KAlSi2O6 as examples. The demonstration proved that the cell is an excellent tool for probing hydrothermal crystallization. By collecting diffraction data every 5 min, it was clearly seen that KAlSi2O6 was progressively transformed to NaAlSi2O6H2O in a sodium chloride solution, and the produced NaAlSi2O6H2O was progressively transformed back to KAlSi2O6 in a potassium carbonate solution
