    Terrorist Experts’ Perceptions of How the Internet Has Shaped International Terrorism

    The use of the Internet by terrorists has greatly contributed to international terrorism. The Internet is a main strategic communication asset for terrorists who use online message boards and chat rooms to share information, coordinate attacks, spread propaganda, raise money, and recruit. The Internet gives terrorists a medium to legitimize, propagate, and intimidate citizens to their cause. Their strategies are based on careful analysis of human communications; thus, messages are adapted and carefully delivered to appeal to people who may need something to believe in. This study bridged the gap in knowledge by exploring, understanding, and explaining the perceptions of 10 American terrorist experts on how the use of the Internet by terrorists has shaped international terrorism. Findings of the study indicate that the use of the Internet by terrorists has shaped international terrorism, which resulted in major challenges for counterterrorism agencies in the United States and abroad due to the ability of terrorists to easily close, change, and create new websites or accounts. In addition, counterterrorism experts also have to deal with advanced encryption software and the anonymity of terrorist suspects. Terrorists are able to attract other like-minded individuals or sympathizers to their cause by using the Internet as the medium of communication. The research is significant in that it is directed at the U.S. intelligence community and international counterterrorism entities in order to make continuous improvements in the United States’ homeland security by recognizing terrorist Internet tactics so they can quickly and effectively respond to them. This requires collaboration among counterterrorism agencies and organizations in the U.S. as well as collaboration among member states

    RECQ1 Helicase Interacts with Human Mismatch Repair Factors That Regulate Genetic Recombination

    Understanding the molecular and cellular functions of RecQ helicases has attracted considerable interest since several human diseases characterized by premature aging and/or cancer have been genetically linked to mutations in genes of the RecQ family. Although a human disease has not yet been genetically linked to a mutation in RECQ1, the prominent roles of RecQ helicases in the maintenance of genome stability suggest that RECQ1 helicase is likely to be important in vivo. To acquire a better understanding of RECQ1 cellular and molecular functions, we have investigated its protein interactions. Using a co-immunoprecipitation approach, we have identified several DNA repair factors that are associated with RECQ1 in vivo. Direct physical interaction of these repair factors with RECQ1 was confirmed with purified recombinant proteins. Importantly, RECQ1 stimulates the incision activity of human exonuclease 1 and the mismatch repair recognition complex MSH2/6 stimulates RECQ1 helicase activity. These protein interactions suggest a role of RECQ1 in a pathway involving mismatch repair factors.     The base excision repair DNA glycosylase MutY homolog (MYH) is responsible for removing adenines misincorporated into DNA opposite guanine or 7,8-dihydro-8-oxo-guanine (8-oxoG), thereby preventing G:C to T:A mutations. Biallelic germline mutations in the human MYH gene predispose individuals to multiple colorectal adenomas and carcinoma. We have recently demonstrated that hMYH interacts with the mismatch repair protein hMSH6, and that the hMSH2/hMSH6 (hMutSα) heterodimer stimulates hMYH activity. Here, we characterize the functional effect of two missense mutations (R227W and V232F) associated with hMYH polyposis that lie within, or adjacent to, the putative hMSH6 binding domain. Neither missense mutation affects the physical interaction between hMYH and hMSH6. However, hMYH(R227W) has a severe defect in A/8-oxoG binding and glycosylase activities, while hMYH(V232F) has reduced A/8-oxoG binding and glycosylase activities. The glycosylase activity of the V232F mutant can be partially stimulated by hMutSα but cannot be restored to the wild-type level. Both mutants also fail to complement mutY-deficiency in Escherichia coli. These data define the pathogenic mechanisms underlying two further hMYH polyposis-associated mutations

    Evidence For A Precessing Accretion Disk in the Nucleus of NGC 1097

    We present new spectroscopic observations of the LINER (and now Seyfert 1) nucleus of NGC 1097, and discuss the evolution of its broad, double-peaked Balmer lines. When originally discovered in 1991, the red peak of the double-peaked H-alpha line was stronger than the blue, while by 1994 the H-alpha profile had become almost symmetric and the integrated line flux had decreased to half its original value. Our new spectrum, taken in 1996, shows that the broad, double-peaked lines have returned to almost their original strengths, the profiles of H-beta and H-alpha are identical to within errors, and the broad-line emitting region is unreddened. However, the profile of the Balmer lines is now such that the blue peak is stronger than the red, opposite to the asymmetry observed in 1991. Various models are considered for the observed behavior, all assuming that the emission lines originate in an accretion disk. We present a refined version of the precessing, planar, elliptical accretion ring model proposed by Storchi-Bergmann et al. and Eracleous et al. This model provides an acceptable fit to the line profiles. We also consider the possibility that the line profile evolution results from a precessing warp in the disk, induced by irradiation from the center, and show that the range of radii and precession time scales expected in this model are consistent with the observations. The sudden appearance of the "disk-like" broad line profiles in NGC 1097 could have resulted from the formation of a new accretion disk due to, for example, the tidal disruption of a star, or the illumination of a pre-existing disk by a transient ionizing source at the center of the disk.Comment: Accepted for publication in the Astrophysical Journal.     From “trust” to “trustworthiness”: Retheorizing dynamics of trust, distrust, and water security in North America

    Assumptions of trust in water systems are widespread in higher-income countries, often linked to expectations of “modern water.” The current literature on water and trust also tends to reinforce a technoscientific approach, emphasizing the importance of aligning water user perceptions with expert assessments. Although such approaches can be useful to document instances of distrust, they often fail to explain why patterns differ over time, and across contexts and populations. Addressing these shortcomings, we offer a relational approach focused on the trustworthiness of hydro-social systems to contextualize water-trust dynamics in relation to broader practices and contexts. In doing so, we investigate three high-profile water crises in North America where examples of distrust are prevalent: Flint, Michigan; Kashechewan First Nation; and the Navajo Nation. Through our theoretical and empirical examination, we offer insights on these dynamics and find that distrust may at times be a warranted and understandable response to experiences of water insecurity and injustice. We examine the interconnected experiences of marginality and inequity, ontological and epistemological injustice, unequal governance and politics, and histories of water insecurity and harm as potential contributors to untrustworthiness in hydro-social systems. We close with recommendations for future directions to better understand water-trust dynamics and address water insecurity
