    Performance Evaluation Indexes in Public Administration Some issues of their actual usefulness

    The paper examines the approach to usefulness of performance indicator systems in Public Administration (PA). There are many international studies about this subject, especially from the point of view of efficiency, effectiveness and adequacy. The used approach considers the difference among these indicators based on the level of difficulty in PA implementation. The research compares some indicator systems in European Public Administration considering their easiness and feasibility to apply and connecting these qualities to the basic structures of efficiency, effectiveness and adequacy. The paper aims to compare performance indicator systems of Austria, Italy and Slovenia, emphasizing the relationship between the indicators and their diffusion in government managerial control. In particular the paper underlines the connection between the difficulty of indexes application and the level of diffusion. in Public Administrations

    The diffusion of ICT applications in virtual worlds as Second Life (SL), Forterra, There and Multiverse created many interesting research opportunities, particularly in knowledge management and e-learning. Virtual worlds are strongly immersive and produce entrepreneurial and social initiatives in which personal, professional and business relationships move quickly and could be transferred into the real environment. Enterprises, Municipalities, Universities and Chambers of Commerce are increasing the use of SL enforcing the methodological relevance of networking, a new approach that bases its impact, for the development of business, on the creation and maintenance of net links. This paper will consider the case of Perting Ltd, the simulated enterprise created in 2001 by Forlì Faculty of Economics, that established in February 2008 its premises in SL and started managing businesses in different sectors. The main subject of this analysis is the use of virtual reality in management not only for business but also in research and didactics. In managerial theories the research would be an opportunity for a new perspective to know the symmetries among ICT business platforms and to understand, in a better way, how the learning process could support organizations in their approach to the market of internet relationships

    NETWORK ANALYSIS FOR PERFORMANCE CONTROL IN THE GOVERNANCE OF INTERCONNECTED LOCAL TRANSPORT COMPANIES

    This paper discusses a network-analysis approach to the performance control of integrated built-environment systems based on efficiency, effectiveness, and adequacy. We apply this perspective to the governance of systems of local transport companies in built environments, which are frequently organized as networks. To this end, we propose a multi-dimensional grid of first- and second-order ties to locate network units and individuate the adequacy or appropriateness of network structures for performance control. In this field, issues connected to transport systems such as sustainability play a crucial role in defining structures and processes of network performance control. We empirically examine a pilot case of local public transport companies in the Forlì-Cesena area (Italy), testing network adequacy and giving evidence for the optimal localization of governance among units dedicated to providing transport services. Our results also support the hypothesis that, although structural centralization was ostensibly oriented towards increasing governance, the structure actually devolved into decentralized control at the periphery of the network, diminishing the effectiveness of initiatives

    El papel de los vínculos organizativos en las empresas virtuales. El caso de Perting SRL

    El artículo analiza los vínculos organizativos recreados en los departamentos o áreas funcionales de Perting LtD, empresa virtual que desde 2001 se ha venido desarrollando en la Universidad de Bolonia. Estos vínculos se analizaron entre dichos departamentos y los profesores/tutores (vínculos educativos), entre los propios departamentos (vínculos operativos internos), y con agentes externos (vínculos operativos externos), durante el primer semestre del curso académico 2016/2017. Los resultados delatan una cierta estabilidad en la evolución de los vínculos y una prevalencia de vínculos internos. Además, en relación al feedback o tiempo de espera en la respuesta fue menor en las relaciones internas entre los departamentos de Perting que en los contactos externos

    Touristic websites performance and governance typologies

    The paper discusses the results of research, still in progress, regarding the influence of website governance for the promotion of tourism and the balance between delivered services and information. The research aims to test if, according to the common belief, websites owned by private sector organisations focus on the provision of services, compared to public and not-for-profit websites that focus on the provision of information. The relevance of this research topic derives from consideration that the web is a channel for the diffusion, processing, search and storage of tourism information. Therefore, the research can make a contribution to increasing our understanding of how different types of websites (public or private) affect investment in tourism. The study confirms the absence of evidence to suggest that private sector tourism websites offer more services than public or not-for-profit ones. Moreover, public sector websites offer more and different services, compared to private sector websites.Este documento discute los resultados de la investigación, todavía en progreso, con respecto a la influencia de las páginas web para la promoción del turismo y el balance entre los servicios y la información prestadas. El estudio busca probar si; de acuerdo a la creencia común, las webs pertenecientes a organizaciones privadas se centran en la prestación de servicios, en comparación con las públicas y las webs sin fines de lucro que se centran en proveer información. La relevancia de este tema de investigación se deriva de que consideramos que la web es un canal de difusión, procesamiento, búsqueda y almacenamiento de la información turística. Por tanto, la investigación, puede contribuir a un aumento de nuestro entendimiento de como diferentes tipos de páginas web (públicas y privadas) afectan a la inversión turística. El estudio confirma la ausencia de evidencia que sugiere que el sector privado de las páginas web de turismo ofrecen más servicios que las públicas o las que no tienen fines de lucro. Es más, las páginas web del sector público ofrecen más y diferentes servicios en comparación con webs del sector privado

    The diffusion of Information and Communication Technologies (ICTs) and their application in virtual worlds as Second Life (2nd Life), Forterra, There, Multiverse created many interesting research fields, particularly as it regards the knowledge management and distance learning, for academic and not academic communities. Virtual worlds are fundamentally immersive, visually compelling and highly social experiences in which trusted relationships, personal and professional, developed quickly and can carry over into the real world (Kish 2007). Particularly the increasing use of 2nd Life, one of the most diffused virtual worlds, by Enterprises, Municipalities, Universities, Chamber of commerce, and in general by all entities of a local system, underlined the networking approach based on the creation of links and relationships for sharing knowledge. To this purpose the paper will consider the case in progress of Perting ltd, the simulated enterprise created in 2001 by the University of Bologna, Faculty of Economics of Forlì, that established, in an experimental way, a premise in 2nd Life in February 2008. This place is composed by the forum area for videoconference and lectures, the exhibition hall to show the international projects and the main building in which are located the operative offices of this company. The paper aims to define and discuss the use of virtual reality in business management not only for branding and marketing but also in didactics and research techniques for services innovation development.
