Dynamical Emergence of FRW Cosmological Models

Recent astronomical observations strongly indicate that the current Universe is undergoing an accelerated phase of expansion. The discovery of this fact was unexpected and resulted in the comeback of cosmological constant. The conception of standard cosmological model has its roots in this context. The paper relates to the methodological status of effective theories in the context of cosmological investigations. We argue that the standard cosmological model (LCDM model) as well as the CDM have a status of effective theories only, similarly to the standard model of particle physics. The LCDM model is studied from the point of view of the methodological debate on reductionism and epistemological emergence in the science. It is shown in the paper that bifurcation as well as structural instability notion can be useful in the detection of emergence the LCDM model from the CDM model. We demonstrate that the structural stability of the LCDM model can explain the flexibility of the model to accommodation of the observational data. We show that LCDM model can be derived from CDM as the bifurcation. It is an example of acausal derivation of Lambda term. The case study of emergence of LCDM model suggests that it can be understood in terms of bifurcation and structural stability issue. The reduction from the upper models represented in terms of dynamical system to low-level ones can be realized in any case by application of a mathematical limit (boundary crossing) with respect to the model parameter. Idea dynamicznego Wszechświata : style myślowe w kosmologii

Patrząc na korzenie współczesnej kosmologii odnajdujemy dwie ważne okoliczności: przejście z kosmologii na podstawie koncepcji czasoprzestrzeni newtonowskiej do kosmologii relatywistycznej i akceptacji idei dynamicznego relatywistycznego wszechświata. Uważamy, że podczas gdy pierwsza jest rewolucją naukową w sensie Kuhna, druga nie ma takiego charakteru. Powodem jest to, że przejście od statycznego Wszechświata Einsteina do Friedmanna dynamicznego Wszechświata odbywa się na fundamentach stworzonych przez ogólną teorię względności. Teoretyczna możliwość dynamicznego wszechświata jest naturalną konsekwencją ogólnej koncepcji względności krzywizny czasoprzestrzeni, ale nie została uznana od samego początku, gdyż Einstein był przekonany, że Wszechświat jest statyczny i nie istnieje rozwiązanie, zgodne z rozszerzającym się wszechświatem. Uważamy, że koncepcja Flecka stylu myślowego jest bardziej adekwatna w rekonstrukcji bardzo skomplikowanego procesu tworzenia się dynamicznego relatywistycznego obrazu Wszechświata (Weltbilt).Looking at the roots of modern cosmology we find two important circumstances: the transition from cosmology based on the Newtonian concept of space-time to relativistic cosmology and the acceptance of the idea of dynamical relativistic Universe. We argue that while the former is a scientific revolution in the Kuhn’s sense, the latter has no such a character. The reason is that the transition from Einstein’s static to Friedmann’s dynamic Universe takes place on foundations set up by general relativity theory. The theoretical possibility of dynamic Universe is a natural consequence of general relativity concept of curvature space-time, but it was not recognized from the very beginning, when Einstein was convinced that the Universe is static and did not admit the solutions of expanding Universe. We argue that Fleck’s conception of thought style is more adequate to reconstruct the very complicated process of the dynamical relativistic picture of the Universe (‘Weltbilt’) formation

Financing healthcare in central and Eastern European Countries : how far are we from Universal Health Coverage?

After the fall of communism, the healthcare systems of Central and Eastern European countries underwent enormous transformation, resulting in departure from publicly financed healthcare. This had significant adverse effects on equity in healthcare, which are still evident. In this paper, we analyzed the role of government and households in financing healthcare in eight countries (EU-8): Czechia, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia, and Slovenia. A desk research method was applied to collect quantitative data on healthcare expenditures and qualitative data on gaps in universal health coverage. A linear regression analysis was used to analyze a trend in health expenditure over the years 2000-2018. Our results indicate that a high reliance on out-of-pocket payments persists in many EU-8 countries, and only a few countries have shown a significant downward trend over time. The gaps in universal coverage in the EU-8 countries are due to explicit rationing (a limited benefit package, patient cost sharing) and implicit mechanisms (wait times). There is need to increase the role of public financing in CEE countries through budget prioritization, reducing patient co-payments for medical products and medicines, and extending the benefit package for these goods, as well as improving the quality of care
