Strategic Regulators and the Choice of Rulemaking Procedures: The Selection of Formal vs. Informal Rules in Regulating Hazardous Waste
The selection of decisionmaking procedures by regulatory agencies is examined, using the EPA and its implementation of the Resource Conservation and Recovery Act as a source of data. The role that congressional selection of agency procedures plays in the efforts of Congress to control agency policy is refined
Molecular Model of the Contractile Ring
We present a model for the actin contractile ring of adherent animal cells.
The model suggests that the actin concentration within the ring and
consequently the power that the ring exerts both increase during contraction.
We demonstrate the crucial role of actin polymerization and depolymerization
throughout cytokinesis, and the dominance of viscous dissipation in the
dynamics. The physical origin of two phases in cytokinesis dynamics ("biphasic
cytokinesis") follows from a limitation on the actin density. The model is
consistent with a wide range of measurements of the midzone of dividing animal

Some remarks on the visible points of a lattice
We comment on the set of visible points of a lattice and its Fourier
transform, thus continuing and generalizing previous work by Schroeder and
Mosseri. A closed formula in terms of Dirichlet series is obtained for the
Bragg part of the Fourier transform. We compare this calculation with the
outcome of an optical Fourier transform of the visible points of the 2D square

Air hydrodynamics of the ultrafast laser-triggered spark gap
We present space and time resolved measurements of the air hydrodynamics
induced by ultrafast laser pulse excitation of the air gap between two
electrodes at high potential difference. We explore both plasma-based and
plasma-free gap excitation. The former uses the plasma left in the wake of
femtosecond filamentation, while the latter exploits air heating by
multiple-pulse resonant excitation of quantum molecular wavepackets. We find
that the cumulative electrode-driven air density depression channel initiated
by the laser plays the dominant role in the gap evolution leading to breakdown
Evidence for multiple structural genes for the γ chain of human fetal hemoglobin
A sequence with a specific residue at each position was proposed for the γ chain of human fetal hemoglobin by Schroeder et al. (1) after a study in which hemoglobin from a number of individual infants was used. We have now examined in part the fetal hemoglobin components of 17 additional infants and have observed that position 136 of the γ chain may be occupied not only by a glycyl residue, as previously reported, but also by an alanyl residue
Specific Resistance of Pd/Ir Interfaces
From measurements of the current-perpendicular-to-plane (CPP) total specific
resistance (AR = area times resistance) of sputtered Pd/Ir multilayers, we
derive the interface specific resistance, 2AR(Pd/Ir) = 1.02 +/- 0.06 fOhmm^2,
for this metal pair with closely similar lattice parameters. Assuming a single
fcc crystal structure with the average lattice parameter, no-free-parameter
calculations, including only spd orbitals, give for perfect interfaces,
2AR(Pd/Ir)(Perf) = 1.21 +/-0.1 fOhmm^2, and for interfaces composed of two
monolayers of a random 50%-50% alloy, 2AR(Pd/Ir)(50/50) = 1.22 +/- 0.1 fOhmm^2.
Within mutual uncertainties, these values fall just outside the range of the
experimental value. Updating to add f-orbitals gives 2AR(Pd/Ir)(Perf) = 1.10
+/- 0.1 fOhmm^2 and 2AR(Pd/Ir)(50-50) = 1.13 +/- 0.1 fOhmm^2, values now
compatible with the experimental one. We also update, with f-orbitals,

Post deposition annealing of epitaxial Ce1-xPrxO2-δ films grown on Si(111)
In this work the structural and morphological changes of Ce1−xPrxO2−δ (x = 0.20, 0.35 and 0.75) films grown on Si(111) due to post deposition annealing are investigated by low energy electron diffraction combined with a spot profile analysis. The surface of the oxide films exhibit mosaics with large terraces separated by monoatomic steps. It is shown that the Ce/Pr ratio and post deposition annealing temperature can be used to tune the mosaic spread, terrace size and step height of the grains. The morphological changes are accompanied by a phase transition from a fluorite type lattice to a bixbyite structure. Furthermore, at high PDA temperatures a silicate formation via a polycrystalline intermediate state is observed
