    Convex semi-infinite programming: implicit optimality criterion based on the concept of immobile points

    The paper deals with convex Semi-In¯nite Programming (SIP) problems. A new concept of immobility order is introduced and an algorithm of determination of the immobility orders (DIO algorithm) and so called immobile points is suggested. It is shown that in the presence of the immobile points SIP problems do not satisfy the Slater condition. Given convex SIP problem, we determine all its immobile points and use them to formulate a Nonlinear Programming (NLP) problem in a special form. It is proved that optimality conditions for the (in¯nite) SIP problem can be formulated in terms of the analogous conditions for the corresponding (¯nite) NLP problem. The main result of the paper is the Implicit Optimality Criterion that permits to obtain new e±cient optimality conditions for the convex SIP problems (even not satisfying the Slater condition) using the known results of the optimality theory of NLP

    Optimality criteria without constraint qualications for linear semidenite problems

    We consider two closely related optimization problems: a problem of convex Semi- Infinite Programming with multidimensional index set and a linear problem of Semidefinite Programming. In study of these problems we apply the approach suggested in our recent paper [14] and based on the notions of immobile indices and their immobility orders. For the linear semidefinite problem, we define the subspace of immobile indices and formulate the first order optimality conditions in terms of a basic matrix of this subspace. These conditions are explicit, do not use constraint qualifications, and have the form of criterion. An algorithm determining a basis of the subspace of immobile indices in a finite number of steps is suggested. The optimality conditions obtained are compared with other known optimality conditions

    Проаналізовано сучасний стан проблем дослідження слідів дактилоскопічного походження. Визначено основні проблеми виявлення, фіксації та упакування слідів рук, які обумовлюються як об’єктивними, так і суб’єктивними чинниками. Надано пропозиції щодо вирішення проблем дослідження слідів дактилоскопічного походження. Виділено перспективні напрямки роботи зі слідами рук. Зазначено, що одними з пріоритетних напрямків роботи правоохоронних органів та Експертної служби мають бути цілеспрямоване розроблення й упровадження перспективних методів роботи зі слідами дактилоскопічного походження.The current state of problems of examining traces of dactyloscopic origin has been analyzed. It has been determined that the perspective of forensic examination of dactyloscopic origin’s traces depends on the correct work with such traces at the crime scene. It has been noted that one should follow general and special recommendations in order to ensure further quality expert examination and identification of the person by handprints during the crime scene search. The main problems of detection, fixation and packing the handprints, which are due to objective and subjective reasons: intensive and stressful work at the crime scene, inadequate forensic provision of law enforcement agencies, lack of staff, low qualification of forensic inspectors, negligence in the performance of official duties by authorized persons. Two ways of obtaining handprints have been identified: during the crime scene search and during dactyloscopic registration of persons. Suggestions for solving problems of examining the traces of dactyloscopic origin have been provided. It has been proved that they should be solved comprehensively at the national level: by improving the logistics of law enforcement agencies, improving the quality of training of highly qualified personnel for forensic investigation units, improving the procedure for introducing the latest advances in science and technology into expert and forensic activities. The author has distinguished the perspective areas of work with handprints. It has been noted that one of the priority areas of work of law enforcement agencies and the Expert Service should be the purposeful development and implementation of perspective methods of work with traces of dactyloscopic origin.Проанализировано современное состояние проблем исследования следов дактилоскопического происхождения. Определены основные проблемы выявления, фиксации и изьятия следов рук, которые обусловливаются как объективными, так и субъективными факторами. Даны предложения по решению проблем исследования следов дактилоскопического происхождения. Выделены перспективные направления работы со следами рук. Отмечено, что одними из приоритетных направлений работы правоохранительных органов и Экспертной службы должны быть целенаправленная разработка и внедрение перспективных методов работы со следами дактилоскопического происхождения

    Development of Instruction and Methodical Data Basis of the Institution as an Element of Biosafety Provision as Regards Works with Pathogenic Biological Agents

    A set of documents concerning biological safety at the institutional level is prepared and put in to practice. Three levels of specialists` admission for works with pathogenic biological agents of the I-IV groups have been developed, substantiated and introduced. Considered are the variants of execution of coupled (simultaneous) work with PBA of different groups. The statement on control of disinfectants received by the institution defines the order of control execution as regards newly received disinfectants and correspondence of disinfectants` working solutions in the laboratories to the requirements of sanitary regulations. Demonstrated is practicability of the assessment of protective efficacy of air-cleaning filters in the exhaust ventilation systems of “contaminated” area rooms in the laboratories carrying out the works with PBA using bacterial aerosol and physical method

    The article presents study results towards a problem of psychological and educational support of substituting family selection for orphaned children of pre-school age. This problem is the issue of the day in modern Russia. We conducted a survey with a primary objective to study social and psychological particularities of substituting families and their educational deficits in development and upbringing of a pre-school age child. The obtained results showed generalized social and psychological difficulties of parents which require special psychological and educational support and selection criteria of parents who are going to adopt pre-school age children without parental care

    Presented are the results of assessment of the national regulatory framework in the field of pathogenic biological agents handling in comparison with the same foreign one and WHO recommendations. Shown is the necessity of timely introduction of amendments or revision of the national regulatory documents. The topical issues requiring decision are specified. The proposals on improvement of normative legal regulations are submitted. The development of the common regulatory document integrating the issues of biological safety provision seems to be advisable

    Tropomodulin’s Actin-Binding Abilities Are Required to Modulate Dendrite Development

    There are many unanswered questions about the roles of the actin pointed end capping and actin nucleation by tropomodulins (Tmod) in regulating neural morphology. Previous studies indicate that Tmod1 and Tmod2 regulate morphology of the dendritic arbor and spines. Tmod3, which is expressed in the brain, had only a minor influence on morphology. Although these studies established a defined role of Tmod in regulating dendritic and synaptic morphology, the mechanisms by which Tmods exert these effects are unknown. Here, we overexpressed a series of mutated forms of Tmod1 and Tmod2 with disrupted actin-binding sites in hippocampal neurons and found that Tmod1 and Tmod2 require both of their actin-binding sites to regulate dendritic morphology and dendritic spine shape. Proximity ligation assays (PLAs) indicate that these mutations impact the interaction of Tmod1 and Tmod2 with tropomyosins Tpm3.1 and Tpm3.2. This impact on Tmod/Tpm interaction may contribute to the morphological changes observed. Finally, we use molecular dynamics simulations (MDS) to characterize the structural changes, caused by mutations in the C-terminal helix of the leucine-rich repeat (LRR) domain of Tmod1 and Tmod2 alone and when bound onto actin monomers. Our results expand our understanding of how neurons utilize the different Tmod isoforms in development

    Ultra-bright gamma-ray emission and dense positron production from two laser-driven colliding foils

    Matter can be transferred into energy and the opposite transformation is also possible by use of high-power lasers. A laser pulse in plasma can convert its energy into γ-rays and then e −e + pairs via the multi-photon Breit-Wheeler process. Production of dense positrons at GeV energies is very challenging since extremely high laser intensity ∼ 1024 Wcm−2 is required. Here we propose an all-optical scheme for ultra-bright γ-ray emission and dense positron production with lasers at intensity of 1022−23 Wcm−2 . By irradiating two colliding elliptically-polarized lasers onto two diamondlike carbon foils, electrons in the focal region of one foil are rapidly accelerated by the laser radiation pressure and interact with the other intense laser pulse which penetrates through the second foil due to relativistically induced foil transparency. This symmetric configuration enables efficient Compton back-scattering and results in ultra-bright γ-photon emission with brightness of ∼ 1025 photons/s/mm2 /mrad2 /0.1%BW at 15 MeV and intensity of 5×1023 Wcm−2 . Our first three-dimensional simulation with quantum-electrodynamics incorporated shows that a GeV positron beam with density of 2.5×1022 cm−3 and flux of 1.6×1010/shot is achieved. Collective effects of the pair plasma may be also triggered, offering a window on investigating laboratory astrophysics at PW laser facilities
