From Development To Evolution: The Re-Establishment Of The Alexander Kowalevsky Medal
The Saint Petersburg Society of Naturalists has reinstated the Alexander O. Kowalevsky Medal. This article announces the winners of the first medals and briefly reviews the achievements of A.O. Kowalevsky,the Russian comparative embryologist whose studies on amphioxus, tunicates and germ layer homologies pioneered evolutionary embryology and confirmed the evolutionary continuity between invertebrates and vertebrates. In re-establishing this international award, the Society is pleased to recognize both the present awardees and the memory of Kowalevsky, whose work pointed to that we now call evolutionary developmental biology
Negative Differential Resistivity and Positive Temperature Coefficient of Resistivity effect in the diffusion limited current of ferroelectric thin film capacitors
We present a model for the leakage current in ferroelectric thin- film
capacitors which explains two of the observed phenomena that have escaped
satisfactory explanation, i.e. the occurrence of either a plateau or negative
differential resistivity at low voltages, and the observation of a Positive
Temperature Coefficient of Resistivity (PTCR) effect in certain samples in the
high-voltage regime. The leakage current is modelled by considering a
diffusion-limited current process, which in the high-voltage regime recovers
the diffusion-limited Schottky relationship of Simmons already shown to be
applicable in these systems

Reynolds number effect on the velocity increment skewness in isotropic turbulence
Second and third order longitudinal structure functions and wavenumber
spectra of isotropic turbulence are computed using the EDQNM model and compared
to results of the multifractal formalism. At the highest Reynolds number
available in windtunnel experiments, , both the multifractal
model and EDQNM give power-law corrections to the inertial range scaling of the
velocity increment skewness. For EDQNM, this correction is a finite Reynolds
number effect, whereas for the multifractal formalism it is an intermittency
correction that persists at any high Reynolds number. Furthermore, the two
approaches yield realistic behavior of second and third order statistics of the
velocity fluctuations in the dissipative and near-dissipative ranges.
Similarities and differences are highlighted, in particular the Reynolds number
dependence
Domain wall roughness in epitaxial ferroelectric PbZr0.2Ti0.8O3 thin films
The static configuration of ferroelectric domain walls was investigated using
atomic force microscopy on epitaxial PbZr0.2Ti0.8O3 thin films. Measurements of
domain wall roughness reveal a power law growth of the correlation function of
relative displacements B(L) ~ L^(2zeta) with zeta ~ 0.26 at short length scales
L, followed by an apparent saturation at large L. In the same films, the
dynamic exponent mu was found to be ~ 0.6 from independent measurements of
domain wall creep. These results give an effective domain wall dimensionality
of d=2.5, in good agreement with theoretical calculations for a two-dimensional
elastic interface in the presence of random-bond disorder and long range
dipolar interactions.Comment: 5 pages, 4 figure
Electron irradiation of tandem junction solar cells
The electrical behavior of 100 micron thick tandem junction solar cells manufactured by Texas Instruments was studied as a function of 1 MeV electron fluence, photon irradiation, and 60 C annealing. These cells are found to degrade rapidly with radiation, the most serious loss occurring in the blue end of the cell's spectral response. No photon degradation was found to occur, but the cells did anneal a small amount at 60 C
High-Symmetry Polarization Domains in Low-Symmetry Ferroelectrics
We present experimental evidence for hexagonal domain faceting in the
ferroelectric polymer PVDF-TrFE films having the lower orthorhombic
crystallographic symmetry. This effect can arise from purely electrostatic
depolarizing forces. We show that in contrast to magnetic bubble shape domains
where such type of deformation instability has a predominantly elliptical
character, the emergence of more symmetrical circular harmonics is favored in
ferroelectrics with high dielectric constant
Estimation and Analysis of Expenses of In-Lieu-Fee Projects that Mitigate Damage to Streams from Land Disturbance in North Carolina
As North Carolina’s economy has grown, the need to mitigate adverse impacts of land disturbance on aquatic ecosystems has also grown. When land disturbance adversely affects streams, a developer or the state’s Department of Transportation can satisfy mitigation requirements through payment of fees to the state’s Ecosystem Enhancement Program (EEP). EEP then manages a stream mitigation project on behalf of the responsible party. EEP has had regulatory authority to require stream mitigation for 10 years. The needs of EEP to reassess its mitigation fee and identify ways to reduce costs of the program have grown over the decade. The first objective of this study was to account for all EEP expenses of design-bid and design-bid-build projects. The second objective was to analyze the determinants of contractual expenses with a cost function. EEP has spent or committed to spend 242.12. Given its mandate to cover expenses for stream mitigation, EEP must raise mitigation fees, especially those for urban projects, make changes to reduce project expenses, or do both. As the length of a restored or enhanced stream increases, the expenses per foot decrease. The decrease is more pronounced in undeveloped, rural areas. Thus, EEP could produce mitigation for less expense by financing fewer projects with longer reaches or by financing more projects in undeveloped, rural areas. Other states with in-lieu-fee programs for compensatory mitigation might also use these results to reduce contractual expenses.Environmental Economics and Policy,
Phase Separation of Bismuth Ferrite into Magnetite under Voltage Stressing
Micro-Raman studies show that under ~700 kV/cm of d.c. voltage stressing for
a few seconds, thin-film bismuth ferrite BiFeO3 phase separates into magnetite
Fe3O4. No evidence is found spectroscopically of hemite alpha-Fe2O3, maghemite
gamma-Fe2O3, or of Bi2O3. This relates to the controversy regarding the
magnitude of magnetization in BiFeO3.Comment: 9 pages and 2 figure
Correlation length scalings in fusion edge plasma turbulence computations
The effect of changes in plasma parameters, that are characteristic near or
at an L-H transition in fusion edge plasmas, on fluctuation correlation lengths
are analysed by means of drift-Alfven turbulence computations. Scalings by
density gradient length, collisionality, plasma beta, and by an imposed shear
flow are considered. It is found that strongly sheared flows lead to the
appearence of long-range correlations in electrostatic potential fluctuations
