    Questioning calls to consensus in conservation: a Q study of conservation discourses on Galápagos

    Efforts to frame conservation interventions in terms of idealized outcomes that benefit both human well-being and biodiversity, and the rhetoric of consensus that often accompanies these, have been criticized. Acknowledgement of trade–offs between often incommensurable interests and perspectives, has been argued to be more democratic and transparent. This paper critically examines calls to consensus in conservation on the Galápagos Islands, where the population has been urged to unite around a shared vision of conservation in order to secure a sustainable future. Q methodology was used to examine the discourses of conservation on the islands, and to assess whether a shared vision of Galápagos is either achievable or desirable. Thirty-three participants carried out Q sorts about Galápagos conservation. Three discourses emerged from the analysis: conservation of Galápagos as an international/global concern; conservation linked with sustainable development; and social welfare and equitable development. The results highlight the subjective and political nature of the different discourses, and the paper concludes that calls to consensus or shared visions, while seductive in their promise of harmonious cooperation for conservation, can be read as attempts to depoliticize debates around conservation, and as such should be treated with caution

    Measuring human wellbeing: A protocol for selecting local indicators

    Improving human wellbeing is a major focus of international environmental and sustainable development policy. However, clearly defined measures of wellbeing are needed as an empirical base for the formulation and evaluation of policies. Despite conceptual progress towards agreement of universally relevant dimensions of wellbeing, consensus is still lacking on how to translate these dimensions into locally appropriate indicators to measure wellbeing in different contexts. This paper focuses on three interrelated challenges associated with this knowledge gap: (1) navigating trade-offs between complexity versus simplicity of concept; (2) integrating top-down and bottom-up perspectives; (3) ensuring a cost-effective and flexible approach suitable for different policy contexts. We contribute to filling this gap by developing a step-by-step Wellbeing Indicator Selection Protocol (WISP) for measuring wellbeing. The protocol integrates perspectives through an interdisciplinary mixed methods design that includes cross-validation between quantitative approaches of redundancy analysis and statistical modelling and qualitative approaches of focus groups and thematic analysis. In this way we promote a pragmatic approach suitable for a range of social and environmental contexts. We tested WISP in rural Tanzania, identifying 111 candidate wellbeing indicators. This list was simplified to a subset of 19 indicators that retained 91 % of measured variation among all wellbeing indicators. The simplified list was representative of both a multidimensional concept of wellbeing and the diversity of opinions sampled. We conclude that the protocol provides practical, statistically validated guidance to support the design of wellbeing assessments, maintaining coherence between universal theory and local realities

    REDD+, hype, hope and disappointment : The dynamics of expectations in conservation and development pilot projects

    We explore the dynamics of expectations in international forest conservation and development programs, and the impacts and implications of (unfulfilled) expectations for actors involved. Early stages of new international conservation and development programs, often involving pilot projects designed to test intervention concepts at village level, are characterized by large amounts of resources and attention, along with high expectations of success. However, evidence shows that these early expectations are rarely fulfilled. Despite this repeated pattern and growing engagement with expectations in critical conservation and development literature, little is known about the dynamics of expectations in conservation and development pilot projects. We address this knowledge gap first by exploring concepts from the sociology of expectations. We then unpack expectations in a case study of REDD+ pilot projects in Tanzania, using extensive qualitative data reflecting the perspectives and experiences of a wide range of actors involved. Our study finds that expectations play a performative role, mobilizing actors and resources, despite uncertainty identified among policy-makers and practitioners. We also find that once raised, expectations are dynamic and continually mediated by actors and social contexts, which conflicts with attempts to ‘manage’ them. We argue therefore that a trade-off exists between fully piloting new initiatives and raising expectations. We also argue that failure to address this trade-off has implications beyond pilot project objectives and timelines, which are experienced most acutely by village communities. We argue for more critical engagement with expectations and the embedding of accountability for expectations in conservation and development practice. Our findings also challenge the discourse of ‘needing’ to pilot, which prioritizes awareness, impact and innovation without fully considering the potential negative impact of unfulfilled expectations

    Climate Science, Development Practice, and Policy Interactions in Dryland Agroecological Systems

    The literature on drought, livelihoods, and poverty suggests that dryland residents are especially vulnerable to climate change. However, assessing this vulnerability and sharing lessons between dryland communities on how to reduce vulnerability has proven difficult because of multiple definitions of vulnerability, complexities in quantification, and the temporal and spatial variability inherent in dryland agroecological systems. In this closing editorial, we review how we have addressed these challenges through a series of structured, multiscale, and interdisciplinary vulnerability assessment case studies from drylands in West Africa, southern Africa, Mediterranean Europe, Asia, and Latin America. These case studies adopt a common vulnerability framework but employ different approaches to measuring and assessing vulnerability. By comparing methods and results across these cases, we draw out the following key lessons: (1) Our studies show the utility of using consistent conceptual frameworks for vulnerability assessments even when quite different methodological approaches are taken; (2) Utilizing narratives and scenarios to capture the dynamics of dryland agroecological systems shows that vulnerability to climate change may depend more on access to financial, political, and institutional assets than to exposure to environmental change; (3) Our analysis shows that although the results of quantitative models seem authoritative, they may be treated too literally as predictions of the future by policy makers looking for evidence to support different strategies. In conclusion, we acknowledge there is a healthy tension between bottom-up/ qualitative/place-based approaches and top-down/quantitative/generalizable approaches, and we encourage researchers from different disciplines with different disciplinary languages, to talk, collaborate, and engage effectively with each other and with stakeholders at all levels

    Assessing the Integration of Climate Change and Development Strategies at Local Levels: Insights from Muheza District, Tanzania

    Integration of climate change measures in local development planning and delivery of Climate Compatible Development (CCD) at local levels is widely advocated to assist achievement of the Sustainable Development Goals. Such integration is not straightforward, and limited knowledge on multi-level governance of CCD exists. To progress this critical enquiry, we build on the concept of Climate Policy Integration (CPI) to assess how climate change measures are integrated in local development planning. We investigate the existing institutional arrangements across local levels (village to district) and sectors, and the barriers to and opportunities for CCD within local government authorities (LGAs). Particularly, we draw on qualitative analysis of local development policy and interviews conducted with LGAs in Muheza District of Tanzania. Findings show that several barriers, including under-resourcing, unreliable information on climate impacts, and the lack of guidelines for climate-development in key national policies are hindering the process towards CCD in local development planning. This study suggests that building capacity both within LGAs and at the national level are required to achieve CCD at sub-national levels. Currently, measures to address climate change are mostly implemented by development partners, so coordination between LGAs and these external stakeholders is essential to ensure consistency between climate and development objectives. Finally, our findings support a flexible approach to CCD, where emphasis on each of the three components of CCD—mitigation, adaptation, and development—can vary across time and space

    Examining the impact of forest protection status on firewood sufficiency in rural Africa

    Millions of people living in poverty depend on non-timber forest products (NTFPs), yet forest protection causes displacement, replacement or reduction of NTFP extraction activities, with implications for human welfare. Here, we assess the impact of forest protection on a novel measure of wellbeing that incorporates both objective and subjective components of people's lives. In five villages near forests with mixed protection status in Tanzania, household perceived need for firewood is compared with actual consumption in order to provide a simple metric of firewood sufficiency. Firewood sufficiency varied with forest protection status, with non-compliance inferred by household ability to meet firewood needs despite forest access restrictions. Fuel-efficient stove ownership improved the perceived ability to meet firewood needs; however, actual consumption remained unchanged. Firewood sufficiency was significantly lower for those sourcing firewood outside forests, and increased household awareness of the management authority significantly reduced firewood consumption. In a forest landscape of mixed protection status, pressure will likely be displaced to the forest with the least active management authority, affecting their efficiency as non-extractive reserves. Our findings reinforce the need for a landscape approach to forest management planning that accounts for local needs, to avoid leakage to other less well-protected forests and detriment to household welfare

    This Info Note summarizes the findings of 228 interviews with smallholder farmers participating in two CSA interventions in Tanga Region, Tanzania. The study examines how agricultural innovation happens in the context of CSA interventions, and explores differentiated experiences of innovation within and across the two case study programs. Through exploring innovation processes, this brief highlights the diversity of actors, approaches and outcomes of CSA interventions, who does and does not benefit, and raises questions about the viability of, and challenges with global ambitions to upscaling CSA

    From local scenarios to national maps : a participatory framework for envisioning the future of Tanzania

    Tackling societal and environmental challenges requires new approaches that connect top-down global oversight with bottom-up subnational knowledge. We present a novel framework for participatory development of spatially explicit scenarios at national scale that model socioeconomic and environmental dynamics by reconciling local stakeholder perspectives and national spatial data. We illustrate results generated by this approach and evaluate its potential to contribute to a greater understanding of the relationship between development pathways and sustainability. Using the lens of land use and land cover changes, and engaging 240 stakeholders representing subnational (seven forest management zones) and the national level, we applied the framework to assess alternative development strategies in the Tanzania mainland to the year 2025, under either a business as usual or a green development scenario. In the business as usual scenario, no productivity gain is expected, cultivated land expands by ~ 2% per year (up to 88,808 km²), with large impacts on woodlands and wetlands. Despite legal protection, encroachment of natural forest occurs along reserve borders. Additional wood demand leads to degradation, i.e., loss of tree cover and biomass, up to 80,426 km² of wooded land. The alternative green economy scenario envisages decreasing degradation and deforestation with increasing productivity (+10%) and implementation of payment for ecosystem service schemes. In this scenario, cropland expands by 44,132 km² and the additional degradation is limited to 35,778 km². This scenario development framework captures perspectives and knowledge across a diverse range of stakeholders and regions. Although further effort is required to extend its applicability, improve users’ equity, and reduce costs the resulting spatial outputs can be used to inform national level planning and policy implementation associated with sustainable development, especially the REDD+ climate mitigation strategy

    A framework to assess forest-agricultural landscape management for socioecological well-being outcomes

    Global demand for agricultural products continues to grow. However, efforts to boost productivity exacerbate existing pressures on nature, both on farms and in the wider landscape. There is widespread appreciation of the critical need to achieve balance between biodiversity and human well-being in rural tropical crop production landscapes, that are essential for livelihoods and food security. There is limited empirical evidence of the interrelationships between natural capital, the benefits and costs of nature and its management, and food security in agricultural landscapes. Agroforestry practices are frequently framed as win-win solutions to reconcile the provision of ecosystem services important to farmers (i.e., maintaining soil quality, supporting pollinator, and pest control species) with nature conservation. Yet, underlying trade-offs (including ecosystem disservices linked to pest species or human-wildlife conflicts) and synergies (e.g., impact of ecosystem service provision on human well-being) are seldom analysed together at the landscape scale. Here, we propose a systems model framework to analyse the complex pathways, with which natural capital on and around farms interacts with human well-being, in a spatially explicit manner. To illustrate the potential application of the framework, we apply it to a biodiversity and well-being priority landscape in the Southern Agricultural Growth Corridor of Tanzania, a public-private partnership for increasing production of cash and food crops. Our framework integrates three main dimensions: biodiversity (using tree cover and wildlife as key indicators), food security through crop yield and crop health, and climate change adaptation through microclimate buffering of trees. The system model can be applied to analyse forest-agricultural landscapes as socio-ecological systems that retain the capacity to adapt in the face of change in ways that continue to support human well-being. It is based on metrics and pathways that can be quantified and parameterised, providing a tool for monitoring multiple outcomes from management of forest-agricultural landscapes.
