Situational awareness and adherence to the principle of distinction as a necessary condition for lawful autonomy
As a contribution to the CCW’s third informal meeting of experts on lethal autonomous weapon systems (LAWS), this briefing paper focuses on the implications of the requirement of situational awareness for autonomous action – whether by humans, machines or complex human-machine systems. For the purposes of this paper, ‘autonomy’ refers to self-directed action, and more specifically the action-according-to-rule that comprises military discipline. Unlike the algorithmic sense of a rule as that term is used in Artificial Intelligence (AI), military rules always require interpretation in relation to a specific situation, or situational awareness. Focusing on the principle of distinction, I argue that International Humanitarian Law (IHL) presupposes capacities of situational awareness that it does not, and cannot, fully specify. At the same time, autonomy or ‘self-direction’ in the case of machines requires the adequate specification (by human designers) of the conditions under which associated actions should be taken. This requirement for unambiguous specification of condition/action rules marks a crucial difference between autonomy as a legally accountable human capacity, and machine autonomy. The requirement for situational awareness in the context of combat, as a prerequisite for action that adheres to IHL, raises serious doubts regarding the feasibility of lawful autonomy in weapon systems

A study of the economic benefits of meteorological satellite data
Satellite data, while most useful in data poor areas, serves to fine tune forecasts in data rich areas. It consequently has a resulting significant economic benefit because, as previously stated, even one improved forecast per client per year can save each client thousands of dollars. Multiply this by several hundred clients and the dollar savings are sizeable. The great educational value which experience with satellite data gives undoubtedly leads to improved forecasts. Any type of future satellite data delivery system should take into account the needs and facilities of the user community to make it most useful

Applications of the AVE-Sesame data sets to mesoscale studies
Data collected by the lightning data concentrator are available for research. The Mark 3 McIDAS capability provides greater flexibility for the Marshall user community and serves as a model of future UW McIDAS to remote computer links. Techniques were investigated for the display of dynamic 3-D data sets. To date the most promising display technology is a polarized two CRT perspective display which allows both dynamic 3-D images and graphics presentations with full color capability. Algorithms were for the preparation and display of conventional and satellite based weather data in 3-D. These include gridding, contouring, and streamlining processors which operate on both real time and case study data bases. An upper air trajectory model was implemented which creates a display of air parcel trajectories in perspective 3-D. A subsystem for the generation of 3-D solid surface display with shading and hidden surface display with shading and hidden surface removal was tested and its products are currently being evaluated. Motion parallax introduced by moving the point of observation during display is an important depth cue, which, when added to the perspective parallax creates a very realistic appearing display

Interaction turns on the outmoded idea that there is a natural separation between people and things. Technologies have always been about producing dense, interconnected relationships of humans and non-humans. Seeing design as performing expansive networks of relations opens up possibilities beyond the human-computer interactions. The relations go much deeper than any discrete interactions between user and machine. Extensive investigations have also demonstrated how cognitive capacities can extend beyond the individual's mind and into the interactions between people
Characteristics of drug users who do or do not have care of their children
Aims - To compare the relative frequency of eight indicators of problem drug use and potentially adverse social circumstances in drug using parents and non-parents and to explore whether a profile based on these characteristics differs according to whether or not dependent children live with their drug-using parent.
Design – The study utilises a 5-year national UK treatment monitoring system dataset.
Sample – 61,425 users with, and 105,473 without dependent children accessing drug treatment services in England and Wales between January 1996 and December 2000.
Measurements – Information about parenthood and children’s residence was routinely collected. Drug use and social circumstance indicators were daily heroin use, daily alcohol use, regular stimulant use, sharing of injecting equipment, living with another user, living alone, unstable accommodation, and criminal justice referral.
Findings – There were clear differences between drug using parents according to where children live. Parents with children at home and non-parents showed fewer of the indicators than parents with children in care or elsewhere. Sixty-five percent of parents with none of the indicators lived with their children, compared to only 28% of those with three indicators and 9% of those with six or more indicators. Parents with children in care or living elsewhere showed the highest prevalence for each individual indicator.
Conclusions – Drug using parents demonstrate a range of potentially unfavourable drug use behaviours and social circumstances but those whose children live with them use drugs less frequently and live in more favourable conditions than those whose children live elsewhere. Protective factors may operate in family situations while severe drug use and adverse social circumstances may result in a breakdown of family structures
Writing PD: accounting for socially-engaged research
As participants in participatory process, PD academics report on the practices and outcomes of their work and thereby shape what is known of individual projects and the wider field of participatory design. At present, there is a dominant form for this reporting, led by academic publishing models. Yet, the politics of describing others has received little discussion. Our field brings diverging sensibilities to co-design, conducting experiments and asking what participation means in different contexts. How do we match this ingenuity in designing with ingenuity of reporting? Should designers, researchers and other participants all be writing up participatory work, using more novel and tailored approaches? Should we write more open and playful collaborative texts? Within some academic discourse, considerable value is placed on reflexivity, positionality, inclusivity and auto-ethnography as part of reflecting. Yet, PD spends no time in discussing its written outputs. Drawing on the results of a PDC’16 workshop, I encourage us to challenge this silence and discuss “Writing PD”
