    Layered Rhetorics and Multiple Realities: China and Africa

    This chapter reflects on the ways in which China’s official rhetoric on its approach towards and activities in Africa have developed since the mid-1950s. It suggests that there are three different ‘layers’ to this rhetoric that broadly reflect three different periods of China’s own internal development and its understanding of its position in foreign affairs as well as a very new ‘outer wrapper’ in which Africa is folded into China’s much larger Belt and Road Initiative. The first, foundational layer stresses China’s strict adherence to non-interference and help for fraternal countries on the basis of self-reliance, the second the pursuit of comparative advantage in a globalized world of ‘win–win’ exchange, the third a softening of comparative advantage around the notion of ‘common development’ and the final Africa’s participation in China’s effort to bring infrastructure and connectivity to the rest of the globe. The chapter finds that even given the tensions and contradictions within these different layers, China seldom jettisons earlier iterations, and that the most important consumers of the official rhetoric are the enormously varied voices in Africa itself

    On a random Tuesday in May 2019, I found myself in Shanghai's Pudong International Airport, waiting in a fortunately short and quickly moving immigration line prior to a return flight home. Just to the right was an immigration desk with what appeared to be a new sign: a “Belt-and-Road” channel (Yidai yilu tongdao). There was no one behind the BRI desk. I was intrigued by this, but of course did not dare to take a photograph of the sign in a restricted zone. Twenty minutes later I attempted to log on from the airline lounge, and ended with failure. The relevant two-step process now involved a passport scan, the receipt of a registration number that required inputting an (overseas) mobile number and receiving SMS verification with further password. The juxtaposition of the fast-track but empty BRI immigration desk and the clunky double verification procedure to get online at all seemed to encapsulate much China's current position in the world

    Prematurity has adverse effects on basic mathematic processing following birth at all gestations <36 weeks and on IQ and mathematic attainment <34 weeks GA. The ability to predict IQ and mathematic processing scores from one cohort to another among children cared for in different eras and countries indicates that universal neurodevelopmental factors explain the effects of gestation at birth. In contrast, mathematic attainment may be improved by schooling

    Learning disabilities among extremely preterm children without neurosensory impairment: Comorbidity, neuropsychological profiles and scholastic outcomes

    Background: Children born extremely preterm are at high risk for intellectual impairment, learning disabilities, executive dysfunction and special educational needs, but little is understood about the comorbidity of intellectual and learning disorders in this population. Aims: This study explored comorbidity in intellectual disability (ID) and learning disabilities (LD) in children born extremely preterm (EP; <26+0 weeks’ gestation). Subjects and study design: A UK national cohort of 161 EP children and 153 term-born controls without neurosensory impairments was assessed at 11 years of age (the EPICure Study). Outcome measures: IQ, mathematics and reading attainment, executive function, visuospatial processing and sensorimotor skills were assessed using standardised tests, and curriculum-based attainment and special educational needs (SEN) using teacher reports. Results: Overall, 75 (47%) EP children and 7 (4.6%) controls had ID or LD (RR 10.12; 95% CI 4.81, 21.27). Comorbidity in ID/LD was more common among EP children than controls (24% vs. 0%). EP children with comorbid ID/LD had significantly poorer neuropsychological abilities and curriculum-based attainment than EP children with isolated or no disabilities. LD were associated with a 3 times increased risk for SEN. However, EP children with ID alone had poorer neuropsychological abilities and curriculum-based attainment than children with no disabilities, yet there was no increase in SEN provision among this group. Conclusions: EP children are at high risk for comorbid intellectual and learning disabilities. Education professionals should be aware of the complex nature of EP children’s difficulties and the need for multi-domain assessments to guide intervention

    Emotion in business-to-business service relationships regarding cargo services is explored. The service relationship is characterised by mutual trust and cooperation. Contact is mainly via telephone or e-mail with some face-to-face interactions and participants providing a complex, multi-skilled seamless service. Experience rather than training plays a vital role with long-term service relationships built up and maintained. Emotional sensitivity is acquired partly by experience and a repeat customer base but mainly through a genuine desire to help and get to know others. In contrast to the view of emotional labour bringing managerial control or adverse affects to service staff, the emotion engendered by this work is authentic expression bringing personal satisfaction

    A survey that can cover the sky in optical bands over wide fields to faint magnitudes with a fast cadence will enable many of the exciting science opportunities of the next decade. The Large Synoptic Survey Telescope (LSST) will have an effective aperture of 6.7 meters and an imaging camera with field of view of 9.6 deg^2, and will be devoted to a ten-year imaging survey over 20,000 deg^2 south of +15 deg. Each pointing will be imaged 2000 times with fifteen second exposures in six broad bands from 0.35 to 1.1 microns, to a total point-source depth of r~27.5. The LSST Science Book describes the basic parameters of the LSST hardware, software, and observing plans. The book discusses educational and outreach opportunities, then goes on to describe a broad range of science that LSST will revolutionize: mapping the inner and outer Solar System, stellar populations in the Milky Way and nearby galaxies, the structure of the Milky Way disk and halo and other objects in the Local Volume, transient and variable objects both at low and high redshift, and the properties of normal and active galaxies at low and high redshift. It then turns to far-field cosmological topics, exploring properties of supernovae to z~1, strong and weak lensing, the large-scale distribution of galaxies and baryon oscillations, and how these different probes may be combined to constrain cosmological models and the physics of dark energy.Comment: 596 pages.
