    Understanding Law Enforcement Intelligence Processes: Report to the Office of University Programs, Science and Technology Directorate

    Despite clear evidence of significant changes, very little research exists that examines issues related to the intelligence practices of state, local, and tribal (SLT) law enforcement agencies. Important questions on the nature of the issues that impact SLT intelligence practices remain. While there is some uncertainty among SLT law enforcement about current terrorism threats, there is certainty that these threats evolve in a largely unpredictable pattern. As a result there is an ongoing need for consistent and effective information collection, analysis and sharing. Little information is known about perceptions of how information is being shared between agencies and whether technologies have improved or hurt information sharing, and little is known about whether agencies think they are currently prepared for a terrorist attack, and the key factors distinguishing those that think they are compared to those who do not.     Understanding the Intelligence Practices of State, Local, and Tribal Law Enforcement Agencies

    In addition, the study examined the activities of three fusion centers in order to identify strategies that are successful in increasing the information flow across agencies, the major obstacles to effective intelligence-gathering and information-sharing, and identify key practices for integrating domestic intelligence into the information-sharing environment and overcoming these obstacles. The study found that although significant progress has been made since 9/11 in installing fundamental policy and procedures related to building the intelligence capacity of law enforcement, there is significant room for improvement and a need to move agencies forward to be consistent with key requirements. Also, fusion centers are further along in instituting intelligence policies and practices than are individual law enforcement agencies. This is most likely because there has been a focus on developing fusion center operations and expertise by both the Department of Homeland Security and the Department of Justice. In addition, both samples of respondents emphasized that they have worked at building relationships with a diverse range of agencies, but they also indicated that they are not completely satisfied with these relationships. Further, there is a significant amount of information coming into and going out of these agencies. It is likely that without sufficient analysts within the organizations or poorly trained analysts, there are missed opportunities for strategic and tactical understanding of homeland security and criminal threats.     The September 11 attacks impacted society generally, and law enforcement specifically, in dramatic ways. One of the major trends has been changing expectations regarding criminal intelligence practices among state, local, and tribal (SLT) law enforcement agencies and the need to coordinate intelligence efforts and share information at all levels of government. In fact, enhancing intelligence efforts has emerged as a critical issue for the prevention of all threats and crimes. To date, an increasing number of SLT law enforcement agencies have expanded their intelligence capacity, and there have been fundamental changes in the national, state, and local information sharing infrastructure. Moreover, critical to these expanding information sharing expectations is the institutionalization of fusion centers (FCs). Despite these dramatic changes, an expanding role, and the acknowledgement that local law enforcement intelligence is critical to the prevention and deterrence of threats and crimes, very little research exists that highlights issues related to the intelligence practices of SLT law enforcement agencies and FCs.1 This research describes what agencies are doing to build an intelligence capacity and assesses the state of information sharing among agencies. Specifically, a national survey was developed to examine the experiences of SLT agencies and FCs for building an intelligence capacity as well as to understand critical gaps in the sharing of information regarding intelligence

    Simulation of underground gravity gradients from stochastic seismic fields

    We present results obtained from a finite-element simulation of seismic displacement fields and of gravity gradients generated by those fields. The displacement field is constructed by a plane wave model with a 3D isotropic stochastic field and a 2D fundamental Rayleigh field. The plane wave model provides an accurate representation of stationary fields from distant sources. Underground gravity gradients are calculated as acceleration of a free test mass inside a cavity. The results are discussed in the context of gravity-gradient noise subtraction in third generation gravitational-wave detectors. Error analysis with respect to the density of the simulated grid leads to a derivation of an improved seismometer placement inside a 3D array which would be used in practice to monitor the seismic field.Comment: 24 pages, 12 figure

    Anthropic reasoning in multiverse cosmology and string theory

    Anthropic arguments in multiverse cosmology and string theory rely on the weak anthropic principle (WAP). We show that the principle, though ultimately a tautology, is nevertheless ambiguous. It can be reformulated in one of two unambiguous ways, which we refer to as WAP_1 and WAP_2. We show that WAP_2, the version most commonly used in anthropic reasoning, makes no physical predictions unless supplemented by a further assumption of "typicality", and we argue that this assumption is both misguided and unjustified. WAP_1, however, requires no such supplementation; it directly implies that any theory that assigns a non-zero probability to our universe predicts that we will observe our universe with probability one. We argue, therefore, that WAP_1 is preferable, and note that it has the benefit of avoiding the inductive overreach characteristic of much anthropic reasoning.Comment: 7 pages.     Functional network changes and cognitive control in schizophrenia

    Cognitive control is a cognitive and neural mechanism that contributes to managing the complex demands of day-to-day life. Studies have suggested that functional impairments in cognitive control associated brain circuitry contribute to a broad range of higher cognitive deficits in schizophrenia. To examine this issue, we assessed functional connectivity networks in healthy adults and individuals with schizophrenia performing tasks from two distinct cognitive domains that varied in demands for cognitive control, the RiSE episodic memory task and DPX goal maintenance task. We characterized general and cognitive control-specific effects of schizophrenia on functional connectivity within an expanded frontal parietal network (FPN) and quantified network topology properties using graph analysis. Using the network based statistic (NBS), we observed greater network functional connectivity in cognitive control demanding conditions during both tasks in both groups in the FPN, and demonstrated cognitive control FPN specificity against a task independent auditory network. NBS analyses also revealed widespread connectivity deficits in schizophrenia patients across all tasks. Furthermore, quantitative changes in network topology associated with diagnostic status and task demand were observed. The present findings, in an analysis that was limited to correct trials only, ensuring that subjects are on task, provide critical insights into network connections crucial for cognitive control and the manner in which brain networks reorganize to support such control. Impairments in this mechanism are present in schizophrenia and these results highlight how cognitive control deficits contribute to the pathophysiology of this illness

    Noninvasive Monitoring of Elevated Intramuscular Pressure in a Model Compartment Syndrome via Quantitative Fascial Motion

    Compartment syndromes, conditions of elevated intramuscular pressure (IMP) resulting from trauma or chronic overuse, frequently require invasive IMP monitoring for accurate diagnosis. Our objective was to test a noninvasive ultrasound technique For estimating IMP based on fascial displacement waveforms from arterial blood pressure pulses. IMP was increased in the legs of 23 healthy adult subjects LIP to 80 mmHg Using two blood pressure cuffs covering the region from the knee to the ankle. Receiver operator characteristic curves and recursive partitioning were used to determine the sensitivity and specificity of diagnosing elevated IMP using fascial displacement, For one curve. in which several ultrasonic measurement parameters were used along with subject body mass index and blood pressure, the sensitivity and specificity for diagnosing normal IMP (below 30 mmHg) from elevated IMP (30 mm Hg and up) was 0.61 and 0.94, respectively. Recursive partitioning, in which IMP was divided into three ranges (normal \u3c30 \u3emmHg, midrange of 30-40 mmHg, and elevated \u3e= 50 mmHg), resulted in improved diagnostic sensitivity (0.77) with almost no change in specificity (0.93).     Explaining and inducing savant skills: privileged access to lower level, less-processed information

    I argue that savant skills are latent in us all. My hypothesis is that savants have privileged access to lower level, less-processed information, before it is packaged into holistic concepts and meaningful labels. Owing to a failure in top-down inhibition, they can tap into information that exists in all of our brains, but is normally beyond conscious awareness. This suggests why savant skills might arise spontaneously in otherwise normal people, and why such skills might be artificially induced by low-frequency repetitive transcranial magnetic stimulation. It also suggests why autistic savants are atypically literal with a tendency to concentrate more on the parts than on the whole and why this offers advantages for particular classes of problem solving, such as those that necessitate breaking cognitive mindsets. A strategy of building from the parts to the whole could form the basis for the so-called autistic genius. Unlike the healthy mind, which has inbuilt expectations of the world (internal order), the autistic mind must simplify the world by adopting strict routines (external order)

    Euthanasia-related strain and coping strategies in animal shelter employees

    Objective—To identify and evaluate coping strategies advocated by experienced animal shelter workers who directly engaged in euthanizing animals. Design—Cross-sectional study. Sample Population—Animal shelters across the United States in which euthanasia was conducted (5 to 100 employees/shelter). Procedures—With the assistance of experts associated with the Humane Society of the United States, the authors identified 88 animal shelters throughout the United States in which animal euthanasia was actively conducted and for which contact information regarding the shelter director was available. Staff at 62 animal shelters agreed to participate in the survey. Survey packets were mailed to the 62 shelter directors, who then distributed them to employees. The survey included questions regarding respondent age, level of education, and role and asked those directly involved in the euthanasia of animals to provide advice on strategies for new euthanasia technicians to deal with the related stress. Employees completed the survey and returned it by mail. Content analysis techniques were used to summarize survey responses. Results—Coping strategies suggested by 242 euthanasia technicians were summarized into 26 distinct coping recommendations in 8 categories: competence or skills strategies, euthanasia behavioral strategies, cognitive or self-talk strategies, emotional regulation strategies, separation strategies, get-help strategies, seek long-term solution strategies, and withdrawal strategies. Conclusions and Clinical Relevance—Euthanizing animals is a major stressor for many animal shelter workers. Information regarding the coping strategies identified in this study may be useful for training new euthanasia technicians
