THE (BEHAVIORAL) ECONOMICS OF MEDIA ACCOUNTABILITY
Abstract. This paper takes a closer look at three highly interrelated areas of media accountability: the âthree Csâ. The Cs are defined as follows: 1. corrections policies, 2. complaints management, and 3. coverage of journalism and media by the media. Focusing on the US, the UK, Germany, Switzerland and Italy, we will try to explain the extent to which ârational economicâ behavior can be found in this specific field of self-inspection, and how âpredictably irrationalâ (Ariely 2008) media owners, media managers and journalists make decisions, and how cultural norms and behavior patterns influence media accountability and the processing of âunethicalâ or unprofessional behavior. Key words: the behavioral economics, media accountability, ârational economicâ behavior, cultural norms and behavior patterns.  Â
The ageing society: analyzing the coverage of the population ageing in a Belgian quality newspaper
This study has examined how the âAgeing Societyâ -a society with a rapidly ageing population, a growing share of older persons and a decreasing share of younger persons- and its implications for the Belgian population are represented in the Belgian quality newspaper De Standaard (2011-2013). As such, the study delivered first-time Belgian empirical findings about the coverage of the Ageing Society. For most people, media are a central information source and an important factor in their opinion building. It is therefore highly important to increase the knowledge regarding the Ageing Society-media coverage they are provided with, and will possibly act upon. The study has applied a mixed methods approach. First, a qualitative content analysis inductively identified the labels and frames in the Ageing Society-coverage. Subsequently the frequencies of these labels and frames have been assessed. This two-step approach allowed identifying new labels and frames while considering their individual importance in the coverage as well. The Ageing Society mostly appeared in the newspaper De Standaard as a threat for the public budget, labour market and health- and social systems. The newspaper dominantly applied political- and economic frames to cover the Ageing Society, and hence established the Ageing Society mainly as a political-economic concern. Frequently applied as well in the coverage of the Ageing Society was the health frame. To a much lesser extent, the Ageing Society was also framed in terms of education and awareness. Several Ageing Society-related topics appeared seldom in the coverage; e.g. the (non- financial) contributions of older persons to society, the connectedness between the various generations, the implications of the Ageing Society for the individual and the human-made element in population ageing. Also, the dominant normative perspective of the Ageing Society as threat for the welfare state excluded other, more positive perspectives. Such perspectives could nevertheless complement the existing coverage by exploring the opportunities of the Ageing Society, and reporting about alternative policies to address its implications. The policies to address the Ageing Society were critically reflected upon in the newspaperâs comments and opinion articles. Most of these opinionating articles nevertheless did not attribute responsibility to specific persons or instances deemed accountable for addressing the Ageing Society. Sources for the Ageing Society-coverage in De Standaard were mainly professional experts, such as politicians or researchers. Other potential non-professional expert sources, such as representatives from the civil society, communities or individual (possibly ageing) persons were less represented. The research findings and theoretical insights have been translated into journalistic recommendations for a more varied and balanced media coverage of the Ageing Society

News Accuracy in Switzerland and Italy
Nearly 80 years of accuracy research in the United States has documented that the press frequently errs, but empirical study about news accuracy elsewhere in the world is absent. This article presents an accuracy audit of Swiss and Italian daily regional newspapers. Replicating US research, the study offers a trans-Atlantic perspective of news accuracy. To compare newspaper accuracy in Switzerland and Italy to longitudinal accuracy research in the United States, the study followed closely the methodology pioneered by Charnley (1936) and adapted by Maier (2005). News sources found factual inaccuracy in 60 percent of Swiss newspaper stories they reviewed, compared to 48 percent of US and 52 percent of Italian newspapers examined. The results show that newspaper inaccuracyâand its corrosive effect on media credibilityâtranscends national borders and journalism cultures. Nowadays, digitization offers new ways of implementing correction policies. Media organizations need, however, to adapt to these changes and to adapt their structures in particular to new forms of participative and interactive two-way communication
Gli ombudsman dei giornali come strumento di gestione della qualitĂ giornalistica
Press ombudsmen are particularly visible in Anglo-Saxon countries and in Sweden, but they are also present in most European and Latin American countries. Many studies have been conducted to understand the origins, the role and the effectiveness of Anglo-Saxon ombudsmen but not much was known about ombudsmen active in the rest of the world. On the occasion of the function's 40th anniversary - the first press ombudsman took up his job in 1967 in Louisville, Kentucky - this research fills that gap. This descriptive study analyzes the state of the art of the profession at an international level, identifies some crucial needs for its future and formulates recommendations to improve its effectiveness. The analysis of the data is characterised by a comparative approach to three analysis groups - the "Anglo-Saxon sphere", the "European sphere" and the "Latin sphere" - and by comparison with previous research results. The empirical analysis, mainly carried out using questionnaires, highlights analogies and differences in the profile of the ombudsman, in the exploitation of communication channels and in ways of playing the role. The quantitative analysis is completed by a brief qualitative analysis of ombudsmen's articles which offers a panoramic view of the topics, the selection criteria and the presentation of the issues in their columns. This research shows that press ombudsmen are evolving, slowly but steadily, both from a numeric and a qualitative point of view - exploiting the polyvalence of their role more and more. Through the empirical study and the comparative analysis this research highlights areas of activity in the Latin and in the European spheres that, in comparison to the Anglo-Saxon one, still offer room for improvement.Gli ombudsman della stampa sono particolarmente visibili nei paesi anglosassoni e in Svezia, ma sono presenti anche in altri paesi europei e in America latina. Sono state fatte numerose ricerche sulle origini, il ruolo e lâefficacia dei mediatori anglosassoni. Degli ombudsman attivi nel resto del mondo, invece, si sapeva poco. In occasione del suo quarantesimo compleanno - era il 1967 quando a Louisville, Kentucky, il primo ombudsman della stampa entrĂČ in servizio - questa ricerca colma tale mancanza. Lo studio, prevalentemente descrittivo, analizza lo stadio di sviluppo di questa figura a livello internazionale, individua alcune esigenze cruciali per il suo futuro e formula raccomandazioni per migliorarne lâefficacia. Lâanalisi empirica - realizzata tramite questionario - evidenzia analogie e differenze in diverse culture giornalistiche. Lâanalisi dei dati Ăš caratterizzata da un approccio comparativo che si concretizza nel raffronto fra tre grandi gruppi di analisi - «sfera europea», «sfera latina» e «sfera anglosassone» - e nella comparazione con ricerche precedenti. Lâanalisi empirica Ăš completata da una breve analisi delle rubriche, che offre una panoramica sui temi trattati e le modalitĂ di presentazione. Dalla ricerca emerge che la figura dellâombudsman si sta affermando: lentamente, ma in modo stabile sia dal punto di vista numerico, sia qualitativo - sfruttando sempre di piĂč la propria polivalenza. Tramite lo studio empirico e la comparazione tra le diverse sfere di analisi, la ricerca Ăš riuscita ad evidenziare alcune differenze nel profilo degli ombudsman e a rilevare aree di attivitĂ delle sfere latina e europea che, in confronto a quella anglosassone, offrono margini di miglioramento
Zusammenarbeit statt Konkurrenz : Kooperationsmöglichkeiten zwischen der SRG SSR und privaten Medienunternehmen in der Schweiz
Diese explorative Studie liefert zumindest zwei ĂŒberraschende Ergebnisse, die fĂŒr die weitere Entwicklung der privatwirtschaftlichen Medienbranche und des Service public in der Schweiz unter Bedingungen der Digitalisierung und Medienkonvergenz relevant sind: - Einerseits ist das Interesse an Public Private Partnerships (PPP) und die Bereitschaft zur Kooperation privater Medienakteure mit der SRG SSR grösser als von uns erwartet. Ob solche Zusammenarbeit unter den derzeit eher schwierigen Ausgangsbedingungen tatsĂ€chlich zustande kommen wird, hĂ€ngt allerdings von deren konkreter Ausgestaltung ab â und wohl auch von einem âChange of Mindsetâ, der auf beiden Seiten vor allem auf den FĂŒhrungsebenen erforderlich wĂ€re. - Andererseits zeigt sich, dass in den europĂ€ischen NachbarlĂ€ndern und auch anderswo bereits eine Vielzahl von PPP bestehen, von denen viele eher informell und unterhalb der Schwelle öffentlicher Aufmerksamkeit entwickelt wurden. Es dĂŒrfte sich mithin lohnen, in diesem Bereich zu experimentieren. Bei entsprechender Ausgestaltung sind WinâwinâwinâSituationen denkbar â Synergieeffekte, von denen private Medienanbieter und die SRG SSR sowie vor allem das Schweizer Medienpublikum profitieren wĂŒrden. - Nicht zu unterschĂ€tzen sind allerdings ordnungspolitische Probleme, die mit verstĂ€rkten PPP einhergehen könnten: zum einen Wettbewerbsverzerrungen; zum anderen wird, je zahlreicher die PPP, desto unangreifbarer der entstehende Medienverbund und insbesondere die SRG SSR, die der zentrale Knotenpunkt des Verbundes wĂ€re. - Wir plĂ€dieren deshalb fĂŒr zeitlich befristete, möglichst vielfĂ€ltige und gegebenenfalls rĂŒcknehmbare Pilotprojekte, die vor allem kleineren Medienunternehmen und StartâUps zugutekommen sollten. Unsere Forschungsarbeit begann zu einem eher ungĂŒnstigen Zeitpunkt â kurz nach VerkĂŒndung der Werbeallianz der SRG SSR mit Ringier und Swisscom. Wir konnten nicht, wie eigentlich vorgesehen, auf beiden Seiten, sondern nur im privatwirtschaftlichen Mediensektor sowie unter von der SRG SSR unabhĂ€ngigen Medienexperten Kooperationsbereitschaft sowie Interesse an PPP ausloten. Mitarbeiter der SRG durften, trotz aller öffentlichen Beteuerungen von Kooperationswillen der FĂŒhrungsspitze, an unseren Befragungen nicht teilnehmen. Gleichwohl gehen wir davon aus, dass unsere Erkenntnisse sowie die explorativen GesprĂ€che selbst Nutzen stiften: Zum einen ist jetzt die Kooperationsbereitschaft auf der privaten Seite dokumentiert, zum anderen ist mit unseren Interviews auch ein StĂŒck âAction ReseResearchâ verbunden. Viele GesprĂ€chspartner haben auf diese Weise zumindest konzentriert ĂŒber Kooperationspotentiale nachgedacht â und vielleicht war ja das schon ein erster Schritt in die richtige Richtung. ErwartungsgemĂ€ss sind dabei die GesprĂ€chspartner geteilter Meinung im Blick auf gemeinsame ContentâProduktion und auf ContentâSharing, und es lohnt sich, die Proâ und ContraâArgumente nachzulesen. Kooperationen könnten sich als das âkleinere Ăbelâ zu einem mörderischen VerdrĂ€ngungswettbewerb erweisen, in dem viele kleine Medienunternehmen unter den Bedingungen der Medienkonvergenz mittelfristig bei weiter schwindenden Aboâ und Werbeerlösen keine Ăberlebenschance hĂ€tten: Ohne Kooperationen mit der SRG SSR besteht Gefahr, dass die Vielfalt der OnlineâInformationsangebote im (nicht professionellen) sogenannten âLongtailââBereich digitaler Netzwerke verschwindet. Soll heissen: Neben der SRG SSR, die mit ihren GebĂŒhreneinkĂŒnften online andere Anbieter konkurrenziert und verdrĂ€ngt, wĂŒrden schweizweit womöglich nicht einmal eine Handvoll kommerzieller Medienâ und NachrichtenâAnbieter ĂŒberleben. FĂŒr die SRG selbst wĂ€ren Kooperationen ein guter Weg, zunehmendem politischen Druck zu begegnen. Kooperationen mĂŒssten aber so gestaltet werden, dass sie nicht den Wettbewerb verzerren: Statt einer langfristig ausgelegten Kooperation mit mĂ€chtigen Partnern wie der Swisscom und Ringier sollte sich die SRG SSR eher aktiv um vielfĂ€ltige und projektbezogene und damit befristete Kooperationen mit möglichst vielen Schweizer Medienunternehmen bemĂŒhen. Diese zu gestalten, ist jedoch aufwĂ€ndig und kaum zentral von der Unternehmensspitze her steuerbar. Deshalb ist möglicherweise eine interne Umstrukturierung der SRG SSR in Richtung Dezentralisierung/Föderalisierung eine Erfolgsvoraussetzung von PPP: Echte Partnerschaften dĂŒrften eher dann entstehen, wenn sie auf der mittleren Ebene der SRG SSR gewollt werden und sich die Partner auf Augenhöhe begegnen, als wenn sie von oben verordnet werden. Ein FolgeâForschungsprojekt, das gemeinsam mit der SRG SSR auf den Weg zu bringen wĂ€re, sollte weiter ausloten, was funktionieren kann und was nicht
