    The authors have analyzed organizations of the performing arts sector, one of the classic key benefits in the economy. The empirical research has been based on the economic pattern of “cost disease”. A unique statistical database has been compiled on the basis of the information database of the Federal State Statistics Service and the Ministry of culture of the Russian Federation. The research presents the Baumol’s indices calculations updated in 2001–2015. There have been confirmed such symptoms of Baumol’s cost disease as: labor productivity in cultural organizations lagging behind the average regional rate, super-inflationary growth for ticket prices in theaters, and catch-up wage growth in the theater in relation to the average wage level in the region. The author’s approach to the analysis of the Baumol’s cost disease is a modification of the overall Baumol index as a replacement for the income deficit indicator for the share of expenses covered by budget funds. New results have been obtained for estimating the income deficit and the share of expenditures covered by public funding by using the panel data model and quantile regression. The practical value of this research is the systematization of budgetary and extra-budgetary support for cultural organizations. New institutions of financial support such as the institute of participatory budgeting and the institution of individual budget allocations have been suggested to create favorable environment for the development of cultural organizationsАвторы анализируют функционирование учреждений сферы культуры и искусства, которая является одним из классических примеров опекаемых благ в экономике. Эмпирическое исследование опирается на экономическую закономерность «болезнь цен». Составлена уникальная статистическая база данных на основе информации Росстата и информационной базы данных Министерства культуры РФ. В исследовании обновлены расчеты индексов Баумоля за период 2001–2015 гг. Получено подтверждение наличия таких симптомов «болезни Баумоля», как: отстающая от среднерегионального темпа производительность труда в учреждениях культуры, сверхинфляционный рост цен на билеты в театрах, догоняющий рост заработных плат в театре по отношению к среднему уровню заработных плат в регионе. Авторским подходом к анализу «болезни цен» Баумоля можно считать модификацию общего индекса Баумоля в виде замены показателя дефицита дохода на долю расходов, покрываемых за счет бюджетных средств. Получены новые результаты оценки дефицита дохода и доли расходов, покрываемых за счет государственного финансирования, с использованием модели панельных данных и квантильной регрессии. Практическая ценность данного исследования состоит в систематизации механизмов бюджетной и внебюджетной поддержки учреждений искусств. В качестве основы для создания благоприятной среды развития организаций культуры предложены такие новые институты финансовой поддержки, как институт партисипативного бюджетирования и институт индивидуальных бюджетных назначений

    Synthesis and Properties of Ag / CuO / SiO2 Nanocomposites

    In this paper the composites Ag / SiO2 with regularly distributed in bulk matrix silver and copper oxide nanoparticles were synthesized. Herewith, copper ions was introduced into porous support at the stage of sol-gel synthesis. Sample Ag / CuO / SiO2 was tested by the catalytic reaction of CO oxidation and com-pared with Ag / SiO2. It was revealed that sample with introduced copper show lower activity .This fact can be explained by formation of silver cuprate during preparation of composite Ag / CuO / SiO2. Treatment by reaction mixture (CO and O2) led to release of silver in ionic, clusters and metal states that increased cata-lytic activity of the composite.     Low temperature oxidation of cyclohexane: uncertainty of important thermo-chemical properties

    The study of the standard formation enthalpy, entropy, and heat capacity for key species relevant to the low-temperature combustion of cyclohexane has been performed by applying the group additivity method of Benson. The properties of 18 Benson groups (8 of them for the first time), and 10 ring correction factors for cyclic species were estimated through different empirical and semi-empirical methods. The method validation proceeded through comparison of predicted values for certain number of newly estimated groups and available literature data derived from quantum chemistry estimations. Further validations of the estimated properties of groups have been provided by comparing estimated properties of test species with data in literature and kinetic databases. Also the standard deviation between prediction and reported values has been evaluated for each validation case. A similar approach has been applied for validation of the estimated ring correction groups. For selected well-studied cyclic molecules the predicted values and the literature data have been compared with each other, and the standard deviations have been also reported. The evaluated properties of the cyclohexane relevant species were also compared with similar ones available in other kinetic models and in databases. At the end the estimated properties have been presented in a tabulated form of NASA polynomial coefficients with extrapolation up to 3500 K

    The Importance of Detailed Chemical Mechanisms in Gas Turbine Combustion Simulations

    This paper – in memory of Jürgen Warnatz – summarizes selected recent papers of the Chemical Kinetics Group at the German Aerospace Center in Stuttgart. It shows the need for detailed chemical reaction mechanisms to understand practical combustion systems. A comprehensive description of combustion processes based on detailed mechanisms is especially important in the design of new gas turbine combustion chambers and in the optimization of existing ones to improve efficiency and to reduce pollutant emissions, with fuel-flexibility and load-flexibility ever becoming more important. Different aspects of combustion processes where detailed reaction mechanisms provide useful insights will be covered in this paper: Fuels (alternative jet fuels, biomass based fuels), pollutants (soot), diagnostics (chemiluminescence), and thermochemistry. Furthermore, the underlying thermodynamics inevitably connected with detailed reaction schemes will be addressed. Exemplified results will be presented clearly demonstrating the predictive capabilities of detailed reaction mechanisms to be explored in computational fluid dynamic simulations to further optimize technical combustion systems

    CO oxidation activity of Pt/CeO2 catalysts below 0ºC: Platinum loading effects

    Reducing the operating temperature of oxidation catalysts is important for designing energy efficient processes, extending catalyst lifetime, and abating pollutants, especially in cold climates. Herein, high CO oxidation activity at sub-ambient temperatures is reported for Pt/CeO2 catalysts with high content of Pt in the form of dispersed Pt2+ and Pt4+ centers. Whereas the reference 1 wt%Pt catalyst was active for CO oxidation only above 100ᵒC, the 8 and 20 wt%Pt catalysts converted 60 and 90 % of CO, respectively, below 0ᵒC. Ionic platinum was shown to facilitate oxygen release from ceria and lower the light-off temperature of the reaction occurring through the Mars-van-Krevelen mechanism. However, the remarkable activity observed at sub-ambient temperatures for the ≥8 wt%Pt catalysts is proposed to involve O2 and CO reactants weakly adsorbed on PtOx clusters. The synergies between ionic platinum and nanostructured ceria reported in this work advance the knowledge-driven design of catalysts for low-temperature oxidation reactions

    Pt/CeO2 and Pt/CeSnOx catalysts for low-temperature CO oxidation prepared by plasma-arc technique

    We applied a method of plasma arc synthesis to study effects of modification of the fluorite phase of ceria by tin ions. By sputtering active components (Pt, Ce, Sn) together with carbon from a graphite electrode in a helium ambient we prepared samples of complex highly defective composite PtCeC and PtCeSnC oxide particles stabilized in a matrix of carbon. Subsequent high-temperature annealing of the samples in oxygen removes the carbon matrix and causes the formation of active catalysts Pt/CeOx and Pt/CeSnOx for CO oxidation. In the presence of Sn, X-Ray Diffraction (XRD) and High-Resolution Transmission Electron Microscopy (HRTEM) show formation of a mixed phase CeSnOx and stabilization of more dispersed species with a fluorite-type structure. These factors are essential for the observed high activity and thermic stability of the catalyst modified by Sn. X-Ray Photoelectron Spectroscopy (XPS) reveals the presence of both Pt2+ and Pt4+ ions in the catalyst Pt/CeOx, whereas only the state Pt2+ of platinum could be detected in the Sn-modified catalyst Pt/CeSnOx. Insertion of Sn ions into the Pt/CeOx lattice destabilizes/reduces Pt4+ cations in the Pt/CeSnOx catalyst and induces formation of strikingly high concentration (up to 50% at.) of lattice Ce3+ ions. Our DFT calculations corroborate destabilization of Pt4+ ions by incorporation of cationic Sn in Pt/CeOx. The presented results show that modification of the fluorite lattice of ceria by tin induces substantial amount of mobile reactive oxygen partly due to affecting geometric parameters of ceria by tin ions
