    Development of Diagnostics of Enterprise in Public E-procurement System in Terms of Logistics

    The content of «information and financial flows» concept as components of optimization processes in procurement is disclosed and conceptual bases of enterprise diagnostics in the system of public e-procurement on the basis of logistics are presented. The process of public e-procurement in the aspect of information and financial, information, financial logistics, document management, logistics of goods, services and works is analyzed. A system of indicators for the functioning of public e-procurement in the «information – resource – time» system is proposed on the basis of a logistics approach at the macro- and micro-level.Using the developed indicator of effectiveness level of participation in public e-tendering procedures and the data of the analytical module of the ProZorro system, it is established that among the twenty enterprises-monopolists of the fuel and energy complex and light industry of Ukraine, the highest level (100 %) of the effectiveness of participation is observed in five of them.The proposed approach to calculating the indicator of the level of participation effectiveness in public e-tendering procedures is recommended to be used by enterprises as a self-diagnostics in this direction, and also with the aim of improving the system of maintaining tender documents and the procedure for selecting the winners of procurement by state customers

    Recommendations are worked out in relation to the evaluation of longevity and quality of underground metallic pipelines in the conditions of corrosion fatigue. The features of early exposure of crisis (before accident) situations are set. A complex qualimetric criterion is offered for determination of level of quality of pipeline by the account of his technological specific. The elements of investment project and methodology of estimation of resource are worked out. and also influences of factors of different nature on risks and possibility of accident of gas pipelines.The model of corrosion fatigue of metal is based on power criterion of destruction mechanics according to which there is an act of destruction in an arbitrary elemental volume of a material if the total irreversibly scattered energy of plastic deformation for all load cycles will reach a critical value equal to the energy of destruction.In order to control the corrosion process taking the polarization potential into account, a criterion relation is used to determine the rate of residual corrosion of a metal in the defect of the insulation coating, in particular, at the top of the crack, which is an anode region.The adhesive strength criteria of biocorrosive aggressive soil, mechanical criteria for the stress intensity factor, the criterion of corrosion resistance defect, criterion correlation for estimating the speed of residual corrosion in defect of insulation coating with imposed diagnostic weight characteristics and diagnostic value of tests, that complement, clarify and improve the corrosion monitoring system of pipelines, helpful for controlling and optimizing of the corrosion process, and Development of recommendations for anti-corrosion protection of metal are used in areas with non-stationary plastic deformation

    Diagnostics of Factors of Enterprise Innovation Development

    The aim of the article is the formation and development of theoretical and methodological foundations for diagnosing the factors of innovation development of an enterprise within the framework of theory and practice of economics and enterprise management. It was found out that the presented diagnostics should be understood as the process of identification, analysis and determination of the degree of influence of certain factors (positive, negative) on the processes of innovative development of an enterprise in order to identify and solve problems (available, possible) of hindering its innovation activity (introduction of new technological processes, innovative types of products, etc.) in the context of ensuring an effective functioning and development of the enterprise. It is determined that the key business indicators of the system for diagnosing the factors of innovation development of an enterprise are indicators that reflect main factors of innovation development: indicator of innovation development; indicator of innovation activity of personnel; indicator of provision of the enterprise with intangible assets; indicator of the property required for innovative development; indicator of promotion of innovative products to the market. The prospect for further research in this scientific direction is developing a system of partial diagnostic purposes of a multicriteria system for diagnosing activities of enterprises with consideration for diagnostics of innovative development factors of the enterprise as a partial diagnostic purpose

    Big Data Approach Application for Steel Pipelines in the Conditions of Corrosion Fatigue

    This paper presents results of the use of Big Data approach and neural network for the pipelines diagnosis problem. In this case the pipeline is in the conditions of crack growth of corrosion fatigue and exposed to hydrogen. It is proposed to use graphene protective coatings. The mathematical model for estimating the changes in the effective surface energy of WPL during plastic deformation, electrochemical overstrain, polarization potential and current density of the metal dissolution reaction at the top of the crack on the pipeline surface during its mechanical loading in an aqueous electrolyte solution is given. The dissolution of the metal is considered on the juvenile surface, taking into account the anode and cathode regions based on the approaches of surface physics and electrochemistry. An element of a mathematical model is a quality functional, taking into account information flows and a sensitivity coefficient. Functional quality is used to specify the feedback between the investment project methodology and risk estimates, as well as to optimize the information flows of enterprises and improve the system of protection of metallic underground pipelines that operate under conditions of corrosion fatigue.
