A differential game approach to urban drainage systems control

During heavy rain scenarios, UDSs are not able to handle the amount of extra water that enters the network and flooding occurs. Usually, this might happen because the network is not being used efficiently, i.e., some structures remain underused while many others are overused. This paper proposes a control methology based on differential game theory that aims to efficiently use the existing network elements in order to minimize overflows and properly manage the water resource. The proposed controller is tested on a typical UDS and is compared with a centralized MPC achieving similar results in terms of flooding minimization and network usage, but only using local information on distributed controllers.Peer ReviewedPostprint (author's final draft

Representation Learning via Consistent Assignment of Views over Random Partitions

We present Consistent Assignment of Views over Random Partitions (CARP), a self-supervised clustering method for representation learning of visual features. CARP learns prototypes in an end-to-end online fashion using gradient descent without additional non-differentiable modules to solve the cluster assignment problem. CARP optimizes a new pretext task based on random partitions of prototypes that regularizes the model and enforces consistency between views' assignments. Additionally, our method improves training stability and prevents collapsed solutions in joint-embedding training. Through an extensive evaluation, we demonstrate that CARP's representations are suitable for learning downstream tasks. We evaluate CARP's representations capabilities in 17 datasets across many standard protocols, including linear evaluation, few-shot classification, k-NN, k-means, image retrieval, and copy detection. We compare CARP performance to 11 existing self-supervised methods. We extensively ablate our method and demonstrate that our proposed random partition pretext task improves the quality of the learned representations by devising multiple random classification tasks. In transfer learning tasks, CARP achieves the best performance on average against many SSL methods trained for a longer time.Comment: To appear in NeurIPS 2023. Ausencia del principio de oportunidad en el nuevo código penal militar -Ley 1407 de 2010-

La Fuerza Pública y la Justicia Penal Militar, han hecho un esfuerzo histórico para sostener el fuero penal militar, parte de su lucha está en constituir un sistema penal acusatorio que cubra las necesidades del proceso penal militar actual y así estar acorde al Derecho Penal Contemporáneo, a la política criminal de estado y a la tan nombrada humanización del Derecho. Una de las innovaciones penales que trajo consigo la implementación del sistema acusatorio, fue el principio de oportunidad, el cual fue instituido de forma constitucional y posteriormente legal a la reglamentación colombiana y faculta a la Fiscalía General de la Nación a interrumpir, suspender o renunciar a la persecución penal. Pero esta facultad no fue considerada en la Ley 1407 de 2010, que reformó el Código Penal Militar y se excluyó por completo la aplicación del principio de oportunidad dentro del proceso penal militar, dejando a los miembros de la Fuerza Pública en desigualdad y sin un elemento jurídico, garantista para adelantar un proceso oportuno, expedito y eficaz.The Forces and Military Criminal Justice, have made a historic effort to sustain the military criminal , part of their struggle is in form an adversarial trial system that meets the needs of current military criminal process and thus be in line to Contemporary Criminal Law , to the criminal policy of the state and law as named humanization . MatSWMM - An open-source toolbox for designing real-time control of urban drainage systems

This manuscript describes the MatSWMM toolbox, an open-source Matlab, Python, and LabVIEW-based software package for the analysis and design of real-time control (RTC) strategies in urban drainage systems (UDS). MatSWMM includes control-oriented models of UDS, and the storm water management model (SWMM) of the US Environmental Protection Agency (EPA), as well as systematic-system edition functionalities. Furthermore, MatSWMM is also provided with a population-dynamics-based controller for UDS with three of the fundamental dynamics, i.e., the Smith, projection, and replicator dynamics. The simulation algorithm, and a detailed description of the features of MatSWMM are presented in this manuscript in order to illustrate the capabilities that the tool has for educational and research purposes.Peer ReviewedPostprint (author's final draft

Diseño de la Red de Alcantarillado sanitario del Barrio Tierra Prometida de la Ciudad de Managua

El presente informe tiene por objeto presentar los estudios y diseños realizados en el “Diseño de la Red de Alcantarillado Sanitario del Barrio Tierra Prometida de la ciudad de Managua”. En la actualidad se considera como un Asentamiento Espontáneo según la clasificación de la Alcaldía de Managua. Actualmente cuenta con el servicio de agua potable, parte de la red fue instalada improvisadamente por los pobladores, pero carece de servicio de alcantarillado sanitario, aunque existe en lo interno (costado noroeste) la subcolectora A1. Para el diseño de la red se contemplaron dos alternativas de descarga: 1. Descargar las aguas de la red directamente a la colectora principal A. 2. Crear una colectora paralela a la principal (colectora A) y descargar parte del caudal a tres pozos de visita en ella y otra parte en la subcolectora A1. La primer alternativa fue descartada debido a que los pozos existentes se encuentran dentro de las viviendas ubicadas a la orilla del cauce (sector norte), las cuales no poseen títulos de propiedad porque están en derecho de vía de la Pista Juan Pablo II (60m) y derecho de cauce. Las viviendas afectadas por ello son 26 en total. Se realizaron los estudios elementales para el diseño de alcantarillado sanitario como son: Encuesta y conteo de las viviendas (elemento indispensable para definir la población a beneficiar con el proyecto). Catastro de servicios públicos existentes. El estudio topográfico y planos fueron suministrados por ENACAL. Posterior a la etapa de campo se realizó el diseño del sistema de alcantarillado sanitario y trazado de la red definitiva de aguas servidas con los planos de construcción
