    Bilinear R-parity Violation in Rare Meson Decays

    We discuss rare meson decays K+π++K^ + \to \pi ^ - \ell ^ + \ell '^ + and D+K++D^ + \to K^ - \ell ^ + \ell '^ + (,=e,μ\ell ,\ell ' = e,\mu ) in a supersymmetric extension of the standard model with explicit breaking of R-parity by bilinear Yukawa couplings in the superpotential. Estimates of the branching ratios for these decays are given.     Optimizing the management of financial flows based on assessment of regional multiplier effects

    This article examines the issues of improving the effectiveness in the management of regional financial flows. As their main hypothesis, the authors provide a rationale for the argument that the management of regional financial flows must be optimized on the basis of multiplier economic effects that allow to better assess the performance of regional socio-economic policy. The article presents a multifactor model for managing the financial flows at the regional level, or the matrix of financial flows based on the principles of general economic equilibrium theory, Input—Output balancing method and methodology of national accounts system. The consolidated budgetary balance sheet of the region is presented as an important structural element of the model. A methodology has been developed for integrating the consolidated budgetary balance sheet of the region in the matrix of financial flows. By using the example of individual subjects of the Russian Federation, the authors calculated the matrix multipliers of consolidated budgetary balance sheet that allow to simulate the multiplier economic effects resulting from the impact of different types of exogenous economic factors on the development of regions, and to forecast the impact of changes in the fiscal reallocation on GRP and household income, assess the impact of external investment on the economic growth of the regions and study the effectiveness of federal tax policy at the regional level. The article demonstrates that the value of multiplier effect depends on several factors, including the external trade relations of the region, its dependence on imports, the share of value added in gross output, as well as the propensity of households to savings. The approach proposed by the authors can be used by the government authorities at different levels in the development of their strategies of socio-economic development, assessment of the extent and areas of impact made by various exogenous factors on the economy of the region, as well as in the analysis of the investment initiatives of the private sector seeking the financial support for its projects from the state. The authors propose the areas for improving the management of financial flows based on maximizing the multiplier economic effects in the short and medium term for the regions with a different level of fiscal capacity.The article has been prepared with the support of the Grant of the Russian Foundation for Humanities (project №15–02–00587)

    Dependence of the preparation method on the phase composition and particle size of the binary NiO–ZrO2 system oxides

    Was studied how preparation method influences phase composition, oxide particle size and catalytic activity of the binary NiO–ZrO2 systems. The processes taking place under the thermal influence while NiO–ZrO2 catalysts are formed from precursors, obtained using a variety of methods, were determinated using the methods of simultaneous TGA-DTG/DSC analysis and XFA. Was studied the influence of the precursor preparation method upon the catalysts' phase composition, sizes of the nickel oxide and zirconium dioxide particles. The research revealed that preparation of precursor using coprecipitation method makes it possible to obtain a binary system, where nickel oxide has minimal size, determined by CSR, and monoclinic phase prevails in ZrO2, after heating it to 800 °C. The research unearthed that the catalyst exhibiting maximal catalytic activity by deep oxidation of methane is nickel oxide-zirconium dioxide, containing equal amounts of monoclinic and tetragonal phases of ZrO2

Тоталитаризм – это форма перехода к рациональному обществу при существенном отставании от развитых стран, форма разрыва с традиционным обществом, попытка через скачки сделать то, чего другие народы добивались долго и постепенно. Тоталитаризм основан не столько на эволюции традиций, сколько на мобилизации ресурсов для ускоренного развития. Однако, на практике они сопровождаются внутри и внешнеполитическими авантюрами. Если отдельные скачки удаются, то только в каком-нибудь одном, узком направлении.     Assessment of landscape and environmental conditions of Susuman district of Magadan region

    In Susuman district of Magadan region, against the background of natural processes, the manifestation of human economic activity is very noticeable, causing a change in the relief. This is due to the industrial development of placer gold deposits, which led to serious violations of the natural complexes of river valleys. The peculiarity of the territory of Susuman district is the imposition of severe climatic conditions and the specifics of human anthropogenic activity, which creates such particularly crisis situations in the environment as thermokarst, soil erosion, waterlogging, flooding of all low landforms, pollution with heavy metals. To assess the violations of the landscape, an analysis of the severity of environmental situations was carried out, which showed that the environmental situation in the area is tense, and in some areas it turns into a critical one. It should be noted that the actual area of disturbed land in  Susuman district is much larger than the statistical one. The largest areas of the district are in the gradation of significant and minor anthropogenic loads. The weighted average coefficient shows the average degree of anthropogenic load on this territory, which is still preserved due to a large area of forests. However, this does not mean that there is no risk of deterioration of the landscape and environmental situation in  Susuman district.  With intensive use of land for mineral exploitation and extraction without compliance with environmental measures, the area of disturbed land will increase by 3-4 thousand hectares every ten years. In addition, some landscapes have irreversible violations.  Therefore, it is recommended not to rely on natural restoration of landscapes but to carry out technical and biological land reclamation. &nbsp
