Opposing International Justice: Kenya’s Integrated Backlash Strategy Against the ICC
The government of Kenya has employed a wide range of strategies to undermine the recently-dismissed prosecutions of President Uhuru Kenyatta and Deputy President William Ruto before the International Criminal Court (ICC). This Article argues that these strategies are part of an integrated backlash campaign against the ICC, one that encompasses seemingly unrelated actions in multiple global, regional and national venues. We identify three overarching themes that connect these diverse measures— politicizing complementarity, regionalizing political opposition, and pairing instances of cooperation and condemnation to diffuse accusations of impunity. By linking its discrete acts of opposition to these three themes, the government ultimately increased the effectiveness of its campaign against the Court. Our findings provide new evidence to analyze others instances of backlash against international courts and institutions

Appearance of Saturn's F ring azimuthal channels for the anti-alignment configuration between the ring and Prometheus
In this article we explore the aspect of the F ring with respect to the
anti-alignment configuration between the ring and Prometheus. We focus our
attention on the shape of the F ring's azimuthal channels which were first
reported by Porco et al. (2005) and numerically explored by Murray et al.
(2005), who found excellent agreement between Cassini's ISS reprojected images
and their numerical model via a direct comparison. We find that for
anti-alignment the channels are wider and go deeper inside the ring material.
From our numerical model we find a new feature, an island in the middle of
the channel. This island is made up of the particles that have been perturbed
the most by Prometheus and only appears when this satellite is close to
apoapsis. In addition, plots of the anti-alignment configuration for different

Experimental observation of extreme multistability in an electronic system of two coupled R\"{o}ssler oscillators
We report the first experimental observation of extreme multistability in a
controlled laboratory investigation. Extreme multistability arises when
infinitely many attractors coexist for the same set of system parameters. The
behavior was predicted earlier on theoretical grounds, supported by numerical
studies of models of two coupled identical or nearly identical systems. We
construct and couple two analog circuits based on a modified coupled
R\"{o}ssler system and demonstrate the occurrence of extreme multistability
through a controlled switching to different attractor states purely through a
change in initial conditions for a fixed set of system parameters. Numerical
studies of the coupled model equations are in agreement with our experimental

Radiation therapy after radical prostatectomy for prostate cancer: evaluation of complications and influence of radiation timing on outcomes in a large, population-based cohort.
PURPOSE: To evaluate the influence of timing of salvage and adjuvant radiation therapy on outcomes after prostatectomy for prostate cancer.
METHODS: Using the Surveillance, Epidemiology, and End Results-Medicare linked database, we identified prostate cancer patients diagnosed during 1995-2007 who had one or more adverse pathological features after prostatectomy. The final cohort of 6,137 eligible patients included men who received prostatectomy alone (n = 4,509) or with adjuvant (n = 894) or salvage (n = 734) radiation therapy. Primary outcomes were genitourinary, gastrointestinal, and erectile dysfunction events and survival after treatment(s).
RESULTS: Radiation therapy after prostatectomy was associated with higher rates of gastrointestinal and genitourinary events, but not erectile dysfunction. In adjusted models, earlier treatment with adjuvant radiation therapy was not associated with increased rates of genitourinary or erectile dysfunction events compared to delayed salvage radiation therapy. Early adjuvant radiation therapy was associated with lower rates of gastrointestinal events that salvage radiation therapy, with hazard ratios of 0.80 (95% CI, 0.67-0.95) for procedure-defined and 0.70 (95% CI, 0.59, 0.83) for diagnosis-defined events. There was no significant difference between ART and non-ART groups (SRT or RP alone) for overall survival (HR = 1.13 95% CI = (0.96, 1.34) p = 0.148).
CONCLUSIONS: Radiation therapy after prostatectomy is associated with increased rates of gastrointestinal and genitourinary events. However, earlier radiation therapy is not associated with higher rates of gastrointestinal, genitourinary or sexual events. These findings oppose the conventional belief that delaying radiation therapy reduces the risk of radiation-related complications
Quantum graphs with singular two-particle interactions
We construct quantum models of two particles on a compact metric graph with
singular two-particle interactions. The Hamiltonians are self-adjoint
realisations of Laplacians acting on functions defined on pairs of edges in
such a way that the interaction is provided by boundary conditions. In order to
find such Hamiltonians closed and semi-bounded quadratic forms are constructed,
from which the associated self-adjoint operators are extracted. We provide a
general characterisation of such operators and, furthermore, produce certain
classes of examples. We then consider identical particles and project to the
bosonic and fermionic subspaces. Finally, we show that the operators possess
purely discrete spectra and that the eigenvalues are distributed following an
appropriate Weyl asymptotic law
A class of well-posed parabolic final value problems
This paper focuses on parabolic final value problems, and well-posedness is
proved for a large class of these. The clarification is obtained from Hilbert
spaces that characterise data that give existence, uniqueness and stability of
the solutions. The data space is the graph normed domain of an unbounded
operator that maps final states to the corresponding initial states. It induces
a new compatibility condition, depending crucially on the fact that analytic
semigroups always are invertible in the class of closed operators. Lax--Milgram
operators in vector distribution spaces constitute the main framework. The
final value heat conduction problem on a smooth open set is also proved to be
well posed, and non-zero Dirichlet data are shown to require an extended
