    Management of RH Services in India and the Need for Health System Reform

    For the last ten to fifteen years, a comprehensive agenda of health sector reforms and health systems development has engulfed the health system in many countries in structural and organisational changes. Experience with varying degrees and types of reforms have now been reported from many countries. In our paper, we begin by describing some important issues facing the management of RH programs in India, based on our research done in a few states over the last five years. The failures in the management of RH services are complex and multi-factorial, and cannot all be addressed through health system reform. It is therefore necessary to identify which failures in service are attributable to causes, which could be removed or changed by reform in the health system. In our paper, we identify those failures and causes which could be corrected through health system reforms and propose certain concrete steps to expedite the reforms in the health system to enable the improvement of RH services in India.

    Neural superposition in the eye of the blowfly Calliphora erythrocephala was investigated by stimulating single photoreceptors using corneal neutralization through water immersion. Responses in Large Monopolar Cells (LMCs) in the lamina were measured, while stimulating one or more of the six photoreceptors connected to the LMC. Responses to flashes of low light intensity on individual photoreceptors add approximately linearly at the LMC. Higher intensity light flashes produce a maximum LMC response to illumination of single photoreceptors which is about half the maximum response to simultaneous illumination of the six connecting photoreceptors. This observation indicates that a saturation can occur at a stage of synaptic transmission which precedes the change in the post-synaptic membrane potential. Stimulation of single photoreceptors yields high frequency oscillations (about 200 Hz) in the LMC potential, much larger in amplitude than produced by simultaneous stimulation of the six photoreceptors connected to the LMC. It is discussed that these oscillations also arise from a mechanism that precedes the change in the postsynaptic membrane potential.

There is a brief history given leading up to the White Man\u27s Burden, with emphasis on the Monroe Doctrine. The three composing factors of the White Man\u27s Burden are Christianity, Pragmatism, and Manifest Destiny; they are explained in detail and an attempt has been made to show how they form a cohesive unit, and in turn, a foreign policy.     Two-Channel Totally Asymmetric Simple Exclusion Processes

    Totally asymmetric simple exclusion processes, consisting of two coupled parallel lattice chains with particles interacting with hard-core exclusion and moving along the channels and between them, are considered. In the limit of strong coupling between the channels, the particle currents, density profiles and a phase diagram are calculated exactly by mapping the system into an effective one-channel totally asymmetric exclusion model. For intermediate couplings, a simple approximate theory, that describes the particle dynamics in vertical clusters of two corresponding parallel sites exactly and neglects the correlations between different vertical clusters, is developed. It is found that, similarly to the case of one-channel totally asymmetric simple exclusion processes, there are three stationary state phases, although the phase boundaries and stationary properties strongly depend on inter-channel coupling. An extensive computer Monte Carlo simulations fully support the theoretical predictions.Comment: 13 pages, 10 figure

    Splashing of liquids: interplay of surface roughness with surrounding gas

    We investigate the interplay between substrate roughness and surrounding gas pressure in controlling the dynamics of splashing when a liquid drop hits a dry solid surface. We associate two distinct forms of splashing with each of these control parameters: prompt splashing is due to surface roughness and corona splashing is due to instabilities produced by the surrounding gas. The size distribution of ejected droplets reveals the length scales of the underlying droplet-creation process in both cases.Comment: 6 pages, 6 figure
