GRASS: A Gradient-Based Random Sampling Scheme for Milano Retinex

Retinex is an early and famous theory attempting to estimate the human color sensation derived from an observed scene. When applied to a digital image, the original implementation of retinex estimates the color sensation by modifying the pixels channel intensities with respect to a local reference white, selected from a set of random paths. The spatial search of the local reference white influences the final estimation. The recent algorithm energy-driven termite retinex (ETR), as well as its predecessor termite retinex, has introduced a new path-based image aware sampling scheme, where the paths depend on local visual properties of the input image. Precisely, the ETR paths transit over pixels with high gradient magnitude that have been proved to be important for the formation of color sensation. Such a sampling method enables the visit of image portions effectively relevant to the estimation of the color sensation, while it reduces the analysis of pixels with less essential and/or redundant data, i.e., the flat image regions. While the ETR sampling scheme is very efficacious in detecting image pixels salient for the color sensation, its computational complexity can be a limit. In this paper, we present a novel Gradient-based RAndom Sampling Scheme that inherits from ETR the image aware sampling principles, but has a lower computational complexity, while similar performance. Moreover, the new sampling scheme can be interpreted both as a path-based scanning and a 2D sampling

Nursing in the hospital accreditation process: practice and implications in the work quotidian

The aim of this study was to investigate the role and influence of nursing in the hospital accreditation process. It is a qualitative study, conducted in a private hospital of Belo Horizonte. The study subjects were nine nurses and 15 nursing technicians. Data collection was through semi-structured interviews, which were subjected to content analysis. The results showed that the role of the nursing team in the accreditation involves care, administrative, educational and research issues. The study subjects presented different perceptions regarding the influence of the accreditation process in their work. The positive aspects of personal growth and valorization of the curriculum were highlighted as well as negative aspects such as stress and little professional valorization. Therefore, it is necessary that the professionals understand the logic of the process and act with a view to the interdisciplinarity and overcoming the fragmentation of care, thus achieving integral healthcare and the quality of care desired.Este estudio investigó el papel y la influencia de la enfermería en el proceso de acreditación de hospitales. Se trata de un estudio cualitativo realizado en un hospital en Belo Horizonte. Los sujetos del estudio fueron 09 enfermeras y 15 técnicos de enfermería. Los datos fueron recolectados a través de entrevistas semiestructuradas, las que fueron sometidas a análisis de contenido. Los resultados mostraron que la actuación de la enfermería en el proceso de acreditación implica cuestiones relacionadas con la atención, administración, educación e investigación. Los profesionales tenían percepciones diferentes acerca de la influencia del proceso de acreditación en su trabajo. Se destacaron aspectos positivos como el crecimiento personal y el desarrollo del currículo; los negativos fueron estrés y poco desarrollo profesional. Por lo anterior es necesario que los profesionales entiendan la lógica del proceso y actúen con una finalidad interdisciplinaria superando la fragmentación en el cuidado, logrando así la atención integral y la calidad de la atención.Os objetivos neste estudo foram conhecer a atuação e as influências da enfermagem no processo de acreditação hospitalar. Trata-se de pesquisa qualitativa, realizada em um hospital privado de Belo Horizonte, MG. Esta pesquisa ficou composta por nove enfermeiros e quinze técnicos de enfermagem. Os dados foram coletados por meio de entrevistas com roteiro semiestruturado, submetidas à análise de conteúdo. Os resultados mostraram que a atuação da enfermagem na acreditação envolve questões assistenciais, administrativas, educativas e de pesquisa. Os sujeitos da pesquisa apresentaram percepções diversas sobre a influência do processo de acreditação no seu trabalho. Foram destacados aspectos positivos como crescimento pessoal e valorização do currículo e aspectos negativos como estresse e pouca valorização profissional. Assim, é necessário que os profissionais entendam a lógica do processo, atuem com vistas à interdisciplinaridade e superação da fragmentação da assistência, alcançando assim o cuidado integral e a qualidade assistencial desejada

Participation, knowledge production, and evaluative research: participation by different actors in a mental health study

This article reflects on the interrelations between participation, knowledge production, and public policy evaluation in light of issues from our own experience with evaluative research on a municipal network of Psychosocial Care Centers (CAPS) in Brazil. The article discusses the coordination of the complex process and the potentials and limits of partnerships for conducting qualitative evaluative studies in mental health with participation by different social actors. The authors conclude that qualitative evaluative research aligned with the perspective of including different points of view representing various segments is the best approach for understanding the numerous spin-offs from the implementation of services linked to the Brazilian psychiatric reform movement, given the inherent specificities of the mental health field.No presente texto apresentamos considerações sobre pesquisa avaliativa qualitativa e participativa com base em investigação desta natureza realizada junto a uma rede municipal de Centros de Atenção Psicossocial (CAPS) ligados ao Sistema Único de Saúde (SUS). A coordenação do complexo processo, bem como as potencialidades e limites do estabelecimento de parcerias para a realização de trabalhos de investigação avaliativa qualitativa em saúde mental, com a inclusão de diferentes atores sociais, são aqui discutidas. Mapa da rede social de apoio às famílias para a promoção do desenvolvimento infantil

Pesquisa descritiva, com abordagem qualitativa, realizada de setembro a novembro de 2009, em uma unidade de saúde com Estratégia Saúde da Família, de um município da região metropolitana de Curitiba-PR, com oito famílias, representadas por mãe, pai e avó. O objetivo foi identificar a rede social de apoio às famílias para a promoção do desenvolvimento infantil, na perspectiva das famílias. A coleta de dados ocorreu por meio da técnica de grupo focal, e os dados foram analisados segundo a análise de conteúdo. A rede social de apoio às famílias foi classificada como localizada, composta por 16 membros distribuídos entre rede informal e formal, estabelecidos por relações íntimas, com menor grau de compromisso e ocasionais. Considera-se que o entendimento por parte dos profissionais de saúde referente ao papel e importância dessa rede favorece a proposta de entrelaçamento entre os membros que contribuem para apoiar famílias na promoção do desenvolvimento infantil

The rise and change of the competence strategy: reflections on twenty-five years of skills policies in the EU

The principal aim of this article is to provide a historical overview of 25 years of competence policy in the European Union, highlighting connections between past and current initiatives and outlining possible scenarios for the decade to come. The article presents the social investment turn in social policy as the critical political background against which the emergence of a competence strategy in European Union education policy should be analysed and understood. The competence strategy, it is argued, finds its roots in a renewed attention at the European Union level for harmonising educational outputs and labour market demands. While trying to produce a schematic history of the emergence and change of the competence strategy, the article does not seek to offer strict definitions of competence itself; instead, it conveys the nebulous and context-dependent nature of the concept

Construindo a participação social no SUS: um constante repensar em busca de equidade e transformação

Trata-se de um ensaio que expõe reflexões sobre a busca e o exercício da participação social no Sistema Único de Saúde (SUS), compreendendo seu conceito como as diferentes ações dos grupos sociais que influenciam a formulação, execução, fiscalização e avaliação das políticas públicas. Por isso o fato de a comunidade participar no sistema de saúde é visto como condição fundamental para o exercício pleno da saúde, capaz de promover equidade e de transformar a atenção à saúde. As ações de construir a cidadania e formar sujeitos coletivos são tomadas como fundamentos para a conquista de espaços democráticos e de direitos sociais. Mapeou-se a normatização atual referente à participação popular, considerando seus avanços, mas explicitando também suas fragilidades, principalmente no que tange aos conselhos e conferências de saúde. No ambiente dos espaços institucionais de participação, foram destacados elementos necessários para consolidar e efetivar a participação popular, como a relação entre os atores e a comunicação para a socializar as informações e conhecimentos em saúde. Busca-se também problematizar o assunto, trazendo à tona alguns dos obstáculos e críticas relativos à participação social. Pretende-se, com este ensaio, colaborar para a democratização dos diferentes espaços de escuta da sociedade civil, tornando-os locais cada vez mais apropriados para as tomadas de decisão sobre a construção de políticas e serviços de saúde, dos quais a população se apropria coletivamente, superando a simples obrigatoriedade burocrática da participação e contribuindo para a saúde e qualidade de vida.It concerns an essay that presents reflections on the search and the practice of the social participation in the Brazilian Unified Health System (SUS), including the understanding of its concept as to how the different actions of the social groups influence the formularization, execution, fiscalization and evaluation of the public policies. Therefore the participation of the community in the health system is considered an essential condition for the full exercise of the health, capable of promoting fairness and to transforming the health attention. The building of citizenship and the formation of collective citizens are taken as beddings for the conquest of democratic spaces and social rights. The current normalization of the public participation has been mapped considering its advances, but also stating its fragilities, mainly those that concerning the participation out of health councils and conferences. In the institutional environment, some elements where pointed as necessary to consolidate and effect the communitarian participation, like the relation between the actors and the communication for the socialization of health information and knowledge. Questions of the subject are also sought by bringing to attention some of the critical obstacles in relation to the social participation. This essay is intended to collaborate in behalf of the real democratization of the different spaces where the civil society can be heard, transforming these places in more appropriate locations to make decisions concerning the construction of health policies and services. The population can benefit from these spaces collectively surpassing the simple bureaucratic obligatoriness of the participation and contributing for the health and quality of life
