проблемы адаптации регионов Сибири к новой экономической и геополитической
ситуации и возможные контуры новой модели ее экономического развития. Показаны
изменения в трансграничных взаимодействиях России в современных условиях
и выявлена особая роль Сибири как «ядра» новой конфигурации РФ в системе
евразийских экономических и научно-технических
взаимодействий. Сформулированы
проблемные вопросы реализации «восточного вектора» пространственного
развития России. Сделан вывод, что Cтратегия социально-экономического
развития
Сибирского федерального округа на период до 2035 года стала формальным атрибутом
неэффективной системы государственного регулирования пространственного развития
Российской Федерации и государственной региональной политики и ее институтов.
Показано, что в новых геополитических и экономических условиях развития РФ центр
тяжести в региональном стратегическом планировании Сибири и ее регионов должен
сместиться в сторону «проблемно-ориентированных
» программных документов
(типа программ реиндустриализации, импортозамещения, формирования новых
региональных «точек роста») с обоснованием и механизмами поддержки приоритетных
региональных инвестиционных и инновационных проектовThis article summarizes the authors’ report at the All-Russian Science to Practice Conference, “Russian Economy: on the Way of Structural Transformation,” which took place in Krasnoyarsk on March 1, 2023. It discusses the challenges that Siberian regions are facing in adapting to the new economic and geopolitical situation and explores the possible outlines of a new economic development model. The authors examine changes in transboundary interactions in modern Russia and identify the important role that Siberia plays as the core of the country’s new configuration within the Eurasian economic, scientific, and technological network. The report highlights problematic issues in implementing the so-called “eastern vector” of Russia’s spatial development and concludes that the Strategy for Socio-Economic Development of the Siberian Federal District till 2035 has become a mere formality within an inefficient system of state regulation of spatial development and state regional policy and its institutions. The authors argue that, in the new geopolitical and economic context, the focus of regional strategic planning in Siberia should shift towards problem-oriented program documents, which provide justification and mechanisms to support priority regional investment and innovation projects. These may include programs for reindustrialization, import substitution, and the formation of new regional growth point
Early onset of ground-state deformation in the neutron-deficient polonium isotopes
In-source resonant ionization laser spectroscopy of the even- polonium
isotopes Po has been performed using the
to ( nm) transition in the polonium atom
(Po-I) at the CERN ISOLDE facility. The comparison of the measured isotope
shifts in Po with a previous data set allows to test for the first
time recent large-scale atomic calculations that are essential to extract the
changes in the mean-square charge radius of the atomic nucleus. When going to
lighter masses, a surprisingly large and early departure from sphericity is
observed, which is only partly reproduced by Beyond Mean Field calculations.Comment: As submitted to PR
Coulomb excitation of 73Ga
The B(E2; Ii -> If) values for transitions in 71Ga and 73Ga were deduced from
a Coulomb excitation experiment at the safe energy of 2.95 MeV/nucleon using
post-accelerated beams of 71,73Ga at the REX-ISOLDE on-line isotope mass
separator facility. The emitted gamma rays were detected by the
MINIBALL-detector array and B(E2; Ii->If) values were obtained from the yields
normalized to the known strength of the 2+ -> 0+ transition in the 120Sn
target. The comparison of these new results with the data of less neutron-rich
gallium isotopes shows a shift of the E2 collectivity towards lower excitation
energy when adding neutrons beyond N = 40. This supports conclusions from
previous studies of the gallium isotopes which indicated a structural change in
this isotopical chain between N = 40 and N = 42. Combined with recent
measurements from collinear laser spectroscopy showing a 1/2- spin and parity
for the ground state, the extracted results revealed evidence for a 1/2-; 3/2-
doublet near the ground state in 73 31Ga42 differing by at most 0.8 keV in
energy

Thickness, density, shearing strength, and temperature of snow on mountain slopes are considered as stochastic fields or processes. Parameters of these fields (processes) were estimated in several geographical regions. Errors of snow stability estimation are shown to be depending on the above parameters, quantity of point measurements, and the measurement technique. Errors of different methods of space and time interpretation of measurements of the snow characteristics are discussed. Results of these studies performed on slope of the Khibiny Mountains, the Altai, the Baikal Mountains, and the Caucasus are presented in the article. Monitoring of the snow cover stability on slopes and the avalanche forecasting are the most difficult actions to be carried out in areas with great spatial variability of snow. The Khibiny Mountains are first of all such area among other ones. Толщина, плотность, прочность на сдвиг и температура снега на горных склонах рассматриваются как случайные поля или процессы. Параметры этих полей (процессов) оценены в нескольких географических районах. Показано, что ошибки оценки устойчивости снега зависят от этих параметров, числа точечных измерений, а также методов измерений. Рассматриваются ошибки различных методов пространственной и временной интерпретации измерений характеристик снега. Представлены результаты этих исследований для Хибин, Алтая, Байкальского хребта и Кавказа. Мониторинг устойчивости снега на склоне, как и прогнозирование лавин, труднее всего вести в районах с большой пространственной изменчивостью снега, к которым в первую очередь относятся Хибины.
Azimuthal anisotropy and correlations in the hard scattering regime at RHIC
Azimuthal anisotropy () and two-particle angular correlations of high
charged hadrons have been measured in Au+Au collisions at
=130 GeV for transverse momenta up to 6 GeV/c, where hard
processes are expected to contribute significantly. The two-particle angular
correlations exhibit elliptic flow and a structure suggestive of fragmentation
of high partons. The monotonic rise of for GeV/c is
consistent with collective hydrodynamical flow calculations. At \pT>3 GeV/c a

Changes in mean-squared charge radii and magnetic moments of Tl 179-184 measured by in-source laser spectroscopy
Hyperfine structure and isotope shifts have been measured for the ground and isomeric states in the neutron-deficient isotopes Tl179-184 using the 276.9-nm transition. The experiment has been performed at the CERN-Isotope Separator On-Line facility using the in-source resonance-ionization laser spectroscopy technique. Spins for the ground states in Tl179,181,183 have been determined as I=1/2. Magnetic moments and changes in the nuclear mean-square charge radii have been deduced. By applying the additivity relation for magnetic moments of the odd-odd Tl nuclei the leading configuration assignments were confirmed. A deviation of magnetic moments for isomeric states in Tl182,184 from the trend of the heavier Tl nuclei is observed. The charge radii of the ground states of the isotopes Tl179-184 follow the trend for isotonic (spherical) lead nuclei. The noticeable difference in charge radii for ground and isomeric states of Tl183,184 has been observed, suggesting a larger deformation for the intruder-based 9/2- and 10- states compared to the ground states. Azimuthal anisotropy of K0S and Lambda + Lambda -bar production at midrapidity from Au+Au collisions at sqrt[sNN]=130 GeV
We report STAR results on the azimuthal anisotropy parameter v2 for strange particles K0S, Lambda , and Lambda -bar at midrapidity in Au+Au collisions at sqrt[sNN]=130 GeV at the Relativistic Heavy Ion Collider. The value of v2 as a function of transverse momentum, pt, of the produced particle and collision centrality is presented for both particles up to pt~3.0 GeV/c. A strong pt dependence in v2 is observed up to 2.0 GeV/c. The v2 measurement is compared with hydrodynamic model calculations. Disappearance of back-to-back high hadron correlations in central Au+Au collisions at = 200 GeV
Azimuthal correlations for large transverse momentum charged hadrons have
been measured over a wide pseudo-rapidity range and full azimuth in Au+Au and
p+p collisions at = 200 GeV. The small-angle correlations
observed in p+p collisions and at all centralities of Au+Au collisions are
characteristic of hard-scattering processes already observed in elementary
collisions. A strong back-to-back correlation exists for p+p and peripheral Au
+ Au. In contrast, the back-to-back correlations are reduced considerably in
the most central Au+Au collisions, indicating substantial interaction as the
hard-scattered partons or their fragmentation products traverse the medium.Comment: submitted to Phys. Rev. Let
