    The Bureau of Justice Statistics reports if current trends continue, one in 15 adults and one in three African-American males will be imprisoned during their lifetime. A woman is eight times more likely to be incarcerated now than she was in the 1980s. As of today, one in 99 adults are imprisoned and one in 32 adults are on probation or parole. If an employer has a policy to exclude applicants who have a felony conviction, they are significantly limiting the number of qualified applicants. The ban the box campaign was created to remove this barrier at the application phase by asking employers to omit a check box regarding criminal records, while still allowing for criminal history to be considered prior to the job offer

    Parametric Evaluation of Thin, Transonic Circulation-Control Airfoils

    Wind-tunnel tests were conducted in the NASA Langley Transonic Dynamics Tunnel on a 6 percent-thick, elliptical circulation-control airfoil with upper-surface and lower-surface blowing capability. Results for elliptical Coanda trailing-edge geometries, biconvex Coanda trailing-edge geometries, and leading-edge geometries are reported. Results are presented at subsonic and transonic Mach numbers of 0.3 and 0.8, respectively. When considering one fixed trailing-edge geometry, for both the subsonic and transonic conditions it was found that the [3.0:1] ratio elliptical Coanda surface with the most rounded leading-edge [03] performed favorably and was determined to be the best compromise between comparable configurations that took advantage of the Coanda effect. This configuration generated a maximum. (Delta)C(sub 1) = 0.625 at a C(sub mu) = 0.06 at M = 0.3, alpha = 6deg. This same configuration generated a maximum (Delta)C(sub 1) = 0.275 at a C(sub mu) = 0.0085 at M = 0.8, alpha = 3deg

    Radio frequency SF6 plasma modified single-walled carbon nanotubes: Synchrotron spectroscopy and plasma characterisation studies

    Single-Walled Carbon Nanotubes are fluorinated within a Radio-Frequency Plasma Reactor using SF6 as a source gas. To develop an understanding of how varying experimental parameters affect the plasma, and hence the resultant modification of the nanotubes, a Langmuir Probe has been employed to study the plasma system. Information about plasma densities, electron temperatures, and the plasma potential is presented and discussed. An interesting oscillatory behavior within the plasma has also been observed and studied

    Topological Optimization of the Evaluation of Finite Element Matrices

    We present a topological framework for finding low-flop algorithms for evaluating element stiffness matrices associated with multilinear forms for finite element methods posed over straight-sided affine domains. This framework relies on phrasing the computation on each element as the contraction of each collection of reference element tensors with an element-specific geometric tensor. We then present a new concept of complexity-reducing relations that serve as distance relations between these reference element tensors. This notion sets up a graph-theoretic context in which we may find an optimized algorithm by computing a minimum spanning tree. We present experimental results for some common multilinear forms showing significant reductions in operation count and also discuss some efficient algorithms for building the graph we use for the optimization

    Ambulance clinicians’ attitudes to older patients’ self‐determination when the patient has impaired decision‐making ability: A Delphi study

    Abstract: Objective: The proportion of older people is increasing and reflects in the demand on ambulance services (AS). Patients can be more vulnerable and increasingly dependent, especially when their decision‐making ability is impaired. Self‐determination in older people has a positive relation to quality of life and can raise ethical conflicts in AS. Hence, the aim of this study was to empirically explore attitudes among Swedish ambulance clinicians (ACs) regarding older patients’ self‐determination in cases where patients have impaired decision‐making ability, and who are in urgent need of care. Materials and methods: An explorative design was adopted. A Delphi technique was used, comprising four rounds, involving a group (N = 31) of prehospital emergency nurses (n = 14), registered nurses (n = 10) and emergency medical technicians (n = 7). Focus group conversations (Round 1) and questionnaires (Rounds 2–4) generated data. Round 1 was analysed using manifest content analysis, which ultimately resulted in the creation of discrete items. Each item was rated with a five‐point Likert scale together with free‐text answers. Consensus (≄70%) was calculated by trichotomising the Likert scale. Results: Round 1 identified 108 items which were divided into four categories: (1) attitudes regarding the patient (n = 35), (2) attitudes regarding the patient relationship (n = 8), (3) attitudes regarding oneself and one's colleagues (n = 45), and (4) attitudes regarding other involved factors (n = 20). In Rounds 2–4, one item was identified in the free text from Round 2, generating a total of 109 items. After four rounds, 72 items (62%) reached consensus. Conclusions: The findings highlight the complexity of ACs’ attitudes towards older patients’ self‐determination. The respect of older patients’ self‐determination is challenged by the patient, other healthcare personnel, significant others and/or colleagues. The study provided a unique opportunity to explore self‐determination and shared decision‐making. AS have to provide continued ethical training, for example to increase the use of simulation‐based training or moral case deliberations in order to strengthen the ACs’ moral abilities within their professional practice. Implications for practice: Ambulance services must develop opportunities to provide continued training within this topic. One option would be to increase the use of simulation‐based training, focusing on ethical aspects of the care. Another option might be to facilitate moral case deliberations to strengthen the ACs’ abilities to manage these issues while being able to share experiences with peers. These types of interventions should illuminate the importance of the topic for the individual AC, which, in turn, may strengthen and develop the caring abilities within an integrated care team.Peer reviewe

    Transition from single to multi-walled carbon nanotubes grown by inductively coupled plasma enhanced chemical vapor deposition

    In this work a simple and up-scalable technique for creating arrays of high purity carbon nanotubes via plasma enhanced chemical vapor deposition is demonstrated. Inductively coupled plasma enhanced chemical vapor deposition was used with methane and argon mixtures to grow arrays in a repeatable and controllable way. Changing the growth conditions such as temperature and growth time led to a transition between single and multi-walled carbon nanotubes and was investigated. This transition from single to multi-walled carbon nanotubes is attributed to a decrease in catalytic activity with time due to amorphous carbon deposition combined with a higher susceptibility of single-walled nanotubes to plasma etching. Patterning of these arrays was achieved by physical masking during the iron catalyst deposition process. The low growth pressure of 100 mTorr and lack of reducing gas such as ammonia or hydrogen or alumina supporting layer further show this to be a simple yet versatile procedure. These arrays were then characterized using scanning electron microscopy, Raman spectroscopy and x-ray photoelectron spectroscopy. It was also observed that at high temperature (550 °C) single-walled nanotube growth was preferential while lower temperatures (450 °C) produced mainly multi-walled arrays

    A Wind Tunnel Experiment for Trailing Edge Circulation Control on a 6 Percent 2-D Airfoil up to Transonic Mach Numbers

    A wind tunnel test was conducted on a six percent thick slightly cambered elliptical circulation control airfoil with both upper and lower surface blowing. Parametric evaluations of jet slot heights and Coanda surface shapes were conducted at mass flow coefficients (C(sub mu)) from 0.0 to 0.12. The test data was acquired in the NASA Langley Transonic Dynamics Tunnel at Mach numbers of 0.8 and 0.3 at Reynolds numbers per foot of 1.05 x 10(exp 6) and 2.43 x 10(exp 5) respectively. For the transonic condition, (Mach = 0.8 at alpha = +3 deg), it was generally found that the smaller slot and larger Coanda surface were more effective overall than other slot/Coanda surface combinations. Generally it was found at Mach = 0.3 at alpha = 6 deg that the smaller slot and smaller Coanda surface were more effective overall than other slot/Coanda surface combinations

    An evaluation of low-level automation navigation functions upon vessel traffic services work practices

    The Sea Traffic Management (STM) Validation Project is a European-based initiative with ambitions to improve maritime safety and efficiency through information sharing in real time. The purpose of this paper is to evaluate the “STM services,” which can be categorized as low-level automated functions designed to improve information exchange between ship and shore. Full-scale simulated scenarios were developed and tested on 16 professional vessel traffic service (VTS) operators comparing VTS operations as they are today with the added STM functionality. Data collection involved observations which assessed the frequency and type of interactions between ships and VTS, followed by questionnaires to provide an overall assessment of the user experience. The results indicate that the frequency and method of communication patterns between VTS operators and ships will be affected by the integration of the STM services. Additional access to navigational information could change the role of VTS operators in traffic situations compared with traditional operations. This paper discusses the findings from a socio-technical systems perspective while also addressing the individual STM services and their potential impact on VTS operations. This research provides valuable information for European VTS centers that could be affected by the implementation of e-Navigation and, specifically, the STM services
