    The EU’s stability-democracy dilemma in the context of the problematic accession of the Western Balkan states

    The accession of the remaining six Western Balkan states into the EU is shrouded in much uncertainty. Despite Croatia finally traversing the difficult path to eventual membership in 2013, not one of the remaining Western Balkan countries can claim to be on a definite pathway to membership today. An increasingly prevalent argument is that the EU’s engagement with its neighbourhoods has faltered because its strategies have been undermined by an inherent stability-democracy dilemma. This article examines the EU’s engagement with the Western Balkans and finds that although the EU tried to transcend this dilemma, in reality, a tension between stability and democracy was present with the former generally receiving more attention in policymaking. This led to not only a lack of tangible democratization amongst the Western Balkan states, but further uncertainty about their accession prospects. By 2018, it was clear that the EU’s engagement with the Western Balkans needed a rethink, resulting in a new approach: the ‘Six Flagship Initiatives’. However, given the apprehensiveness of some member states (especially France) coupled with the presence of outsiders such as Russia and China in the area, the accession prospects of the six non-EU Western Balkan states remains blurred

    <p>Abstract</p> <p>Background</p> <p><it>Mycobacterium chimaera </it>is a recently described species within the <it>Mycobacterium avium </it>complex. Its pathogenicity in respiratory tract infection remains disputed. It has never been isolated during cystic fibrosis respiratory tract infection.</p> <p>Case presentation</p> <p>An 11-year-old boy of Asian ethnicity who was born on RĂ©union Island presented to our hospital with cystic fibrosis after a decline in his respiratory function over the course of seven years. We found that the decline in his respiratory function was correlated with the persistent presence of a <it>Mycobacterium avium </it>complex organism further identified as <it>M. chimaera</it>.</p> <p>Conclusion</p> <p>Using sequencing-based methods of identification, we observed that <it>M. chimaera </it>organisms contributed equally to respiratory tract infections in patients with cystic fibrosis when compared with <it>M. avium </it>subsp. <it>hominissuis </it>isolates. We believe that <it>M. chimaera </it>should be regarded as an emerging opportunistic respiratory pathogen in patients with cystic fibrosis, including young children, and that its detection warrants long-lasting appropriate anti-mycobacterial treatment to eradicate it.</p

    A Qualified Kolmogorovian Account of Probabilistic Contextuality

    We describe a mathematical language for determining all possible patterns of contextuality in the dependence of stochastic outputs of a system on its deterministic inputs. The central notion is that of all possible couplings for stochastically unrelated outputs indexed by mutually incompatible values of inputs. A system is characterized by a pattern of which outputs can be "directly influenced" by which inputs (a primitive relation, hypothetical or normative), and by certain constraints imposed on the outputs (such as Bell-type inequalities or their quantum analogues). The set of couplings compatible with these constraints represents a form of contextuality in the dependence of outputs on inputs with respect to the declared pattern of direct influences.Comment: Lecture Notes in Computer Science 8369, 201-212 (2014

    Exogenous spatial precuing reliably modulates object processing but not object substitution masking

    Object substitution masking (OSM) is used in behavioral and imaging studies to investigate processes associated with the formation of a conscious percept. Reportedly, OSM occurs only when visual attention is diffusely spread over a search display or focused away from the target location. Indeed, the presumed role of spatial attention is central to theoretical accounts of OSM and of visual processing more generally (Di Lollo, Enns, & Rensink, Journal of Experimental Psychology: General 129:481–507, 2000). We report a series of five experiments in which valid spatial precuing is shown to enhance the ability of participants to accurately report a target but, in most cases, without affecting OSM. In only one experiment (Experiment 5) was a significant effect of precuing observed on masking. This is in contrast to the reliable effect shown across all five experiments in which precuing improved overall performance. The results are convergent with recent findings from Argyropoulos, Gellatly, and Pilling (Journal of Experimental Psychology: Human Perception and Performance 39:646–661, 2013), which show that OSM is independent of the number of distractor items in a display. Our results demonstrate that OSM can operate independently of focal attention. Previous claims of the strong interrelationship between OSM and spatial attention are likely to have arisen from ceiling or floor artifacts that restricted measurable performance
