    Technology sovereignty as an emerging frame for innovation policy. Defining rationales, ends and means

    In recent years, global technology-based competition has not only intensified, but become increasingly linked to a more comprehensive type of competition between different political and value systems. The globalist assumptions of the post-Cold War era that reliable mutually beneficial agreements could be reached with all nations, regardless of ideology, have been shattered. A previously less visible, mostly political, risk dimension has been brought to the fore by recent geopolitical and geo-economic developments. Against this background, the notion of technology sovereignty has gained prominence in national and international debates, cutting across and adding to established rationales of innovation policy. In this paper, we propose and justify a concise yet nuanced concept of technology sovereignty to contribute to and clarify this debate. In particular, we argue that technology sovereignty should be conceived as state-level agency within the international system, i.e. as sovereignty of governmental action, rather than (territorial) sovereignty over something. Against this background, we define technology sovereignty not as an end in itself, but as a means to achieving the central objectives of innovation policy - sustaining national competitiveness and building capacities for transformative policies. By doing so, we position ourselves between a naive globalist position which largely neglects the risks of collaboration and the promotion of near autarky which disregards the inevitable costs of creating national redundancies and reducing cooperative interdependencies. We finish by providing a set of policy suggestions to support technology sovereignty in line with our conceptual approach

The hypothesis in this study is the motivation and the ability and commitment to simultaneously have a significant effect on the performance committee UPK PNPM Mandiri Rural on Lumajang. Motivation and the ability and commitment partially significant effect on the performance committee UPK PNPM Mandiri Rural DistrictLumajang.Variabel motivation dominant influence on the performance committee UPK PNPM Mandiri Rural on Lumajang. The results of this study indicate: 1). Fcount value of 18.274 while the value of 2.769431 Ftable with probability = 0.000 when compared then Fcount > Ftable with α Ttable and a significance level of α β3> β2 thus dominant influence motivational variables on performance.This quantitative study provides an overview of the importance of motivation and the ability and commitment to improving employee performance. If the motivation and the ability and commitment to get less attention then it will be a decrease in employee performance

    Modelling of University Student Transport Mode Choice in Joinville: A Binary Logistic Model for Active Modes

    Active modes of transportation are essential for the promotion of sustainable mobility. Increasing cycling and walking participation has the potential to improve various aspects of traffic congestion and contribute to human health. The goal of this study was to analyse the factors that influence the choice of active modes of transport on a university campus at Joinville in southern Brazil. An online cross sectional survey of students from two nearby universities was also conducted. Based on quota sampling, participants were surveyed regarding their mode of transport to and from campus, as well as their place of residence, socioeconomic data and trip information. A total of 284 responses were received, where only 22.5% of trips were made using active modes of transport. A binomial logistic model was used to identify the factors that influence modal choices. The results of this study indicate that modal choices are influenced by travel time, university, income, and marital status

    Non-Genomic AhR-Signaling Modulates the Immune Response in Endotoxin-Activated Macrophages After Activation by the Environmental Stressor BaP

    Emerging studies revealed that the Aryl hydrocarbon receptor (AhR), a receptor sensing environmental contaminants, is executing an immunomodulatory function. However, it is an open question to which extent this is achieved by its role as a transcription factor or via non-genomic signaling. We utilized a multi-post-translational modification-omics approach to examine non-genomic AhR-signaling after activation with endogenous (FICZ) or exogenous (BaP) ligand in endotoxin-activated (LPS) monocyte-derived macrophages. While AhR activation affected abundances of few proteins, regulation of ubiquitination and phosphorylation were highly pronounced. Although the number and strength of effects depended on the applied AhR-ligand, both ligands increased ubiquitination of Rac1, which participates in PI3K/AKT-pathway-dependent macrophage activation, resulting in a pro-inflammatory phenotype. In contrast, cotreatment with ligand and LPS revealed a decreased AKT activity mediating an antiinflammatory effect. Thus, our data show an immunomodulatory effect of AhR activation through a Rac1ubiquitination-dependent mechanism that attenuated AKT-signaling, resulting in a mitigated inflammatory response

    Validation of spallation neutron production and propagation within Geant4

    Using simulations to understand backgrounds from muon-induced neutrons is important in designing next-generation low-background underground experiments. Validation of relevant physics within the Geant4 simulation package has been completed by comparing to data from two recent experiments. Verification focused on the production and propagation of neutrons at energies important to underground experiments. Discrepancies were observed between experimental data and the simulation.     MSEC2011-50240 INDIRECT APPROACH TO ULTRASONIC SUPERPOSITION IN MICRO-EDM

    ABSTRACT Micro Electro Discharge Machining is a well known process for machining microstructures with highest precision in hard and brittle or tough materials. The deeper the structures and therefore higher the aspect ratio, the more difficult it is to remove the ablated particles from the discharge zone and keep the process in stable condition. Flushing can be aided by vibration of either tool or workpiece. Thus, applying ultrasonic vibration to micro EDM has proven to enhance the process significantly. The vibration is most efficiently induced via the tool or workpiece directly to the discharge zone. However, to achieve an ultrasonic vibration of the tool or workpiece, a complex vibration system that operates in resonant mode is needed. Any crucial change of the vibrating parts results in a demanding and therefore expensive adjustment of the vibrating system. With this setup, the application of ultrasonic vibration is only profitable for large scale serial production. In this work a different approach of ultrasonic superposition to the EDM is proposed. A highly focused ultrasonic vibration is induced into the dielectric in a way to directly influence the discharge zone. This indirect ultrasonic superposition can be easily applied since it is independent of the tool or workpiece geometry. Experiments are carried out to examine the effects of the indirect ultrasonic superposition on the EDM process. First results show the possibility of enhancing micro-EDM by this approach
